Atlanta, Nov. IS.—Advices irorn the Irout
contain nothing now. The correspondent of the
Register at Little Tennessee river says General
Wheeler has intercepted a letter from ^urn-
bide’a Adjutant Geucral to a Omrlerinaster in
Kentucky, eluting that he bad oidy ten days’
rations, aud God only knows where the uex 1
would coute from.
The Appeal and Register both mention a ru
mor that Sherman has crossed the Tennessee
river at While’s Bluff, with 20,000 men, and is
moving towards R une.
A special dispatch to the. 1 ntelligencev says
Lookout battery had opened fire on the enemy’s
liains coming to Brown’s Ferry.

Ucuoral Bragg, in n general order, advises his
soldiers to prefer honorable death on the battle

Mobile, Nov. 16.—A special dispatch to the
Advertiser & Register, dated Tungipaho, lUlb,
bays a htier locuived here from a member of
General Green’s bluff announces the defeat ol
Lwo Yankee columns in Louisiana. Franklin’s
Division encountered a portion of Taylor’s arfuy
uud« r Green, near Alexandria, on the 5lh of
November, and alter a stubborn light the Yan
kees were routed with loss of stores and 000
prisoners. Wellzoll’s Division is reported to
huvo'been routed by Ueu. Taylor near Opelou
sas. The expedition is said to be abandoned,
aud a portion of the troops have returned lo
Tort Hudson aud Baton Rouge.

Missionary Ridge, Nov. 18.—An artillery
expedition, last night, under Major Ilallonquil,
took position on an eminence near the mouth
oi the Chickaiuauga, with a battery of guns.—
This morning they opened At daylight on the
euemy’axamp on the opposite side of the Ten
nessee river, where they had established snug
winter quarters.
Furious shelling was kept up for half an hour
with great effect, the enemy flying in every di
rection.
The enemy attempted to reply with two
guns, but were completely driven from their
position.

The Augusta “Constitutionalist,” of yester-
dav sajn : The tone of the situation articles in
our exchaugcs neorest the army, as well as the
opinions oi obsorvuul and well inloi tiled per-

pelled to fall back from his present position.—
We have been prepared lor several weeks past
to bear that a rctrognde movement on our part
bad been made, and, in view of the overwhelm
ing force of the enemy, we should not be sur
prised to hear of it at any moment.
We are. permitted by a gentleman of this city
to make the following extract Jlrom a letter
of a gallant and meritorious officer, dated at
Bragg’s Army, Nov. 15,1808 :
•‘1 saw yesterday an otilccr, high in position,
who told me that twenty thousand reinforce
ments would reach the Yankees in a few days,
and that he anticipated active movements.-
The enemy, ho said, were still much embarrass
ed for want of supplies,but thought that (he ti e
e temy) would attempt another flank movement
— u which eveut, another battle Will be fought
Bomcwhero in the vicinity of the old battle
ground, or per haps further South.”
Oun Gukiullas at Work.—A special cl is—
pnlch to the Mobile Register, dated Oxford,
Miss., Nov. 14, says thd guerillas burned the
steamer Alien Collier a few days ago, loaded
with cotton, made the officers and crew pris
oners, and captured a guuboat captain nnfl
thirty thousand dollars in greenbacks on her.
The Yankees are certainly having a joyous
time iu the free, navigation of the. Mississippi.
J.#r Corinth dates to the 20th ultimo, tele
graphed to the Chicago Times, stale that the
First Alabama cavalry (loyal), about eight hun
dred strong, recently sent to destroy the rail
road eoinmuuitalions of the enemy, when near
Talladega were surrounded by a largely supe
rior force and most of them captured.

greatly perverted and violated by the impress-

son oi which many of the citizens of this Slate
have been greatly harassed, defrauded and will

The Convention met at 11 o’clock this morn
ing.
The President invited any members of Con
gress who were present to take seals iu the Con
vention.
On motion, C. G. Baylor, Esq., of Georgia,
was also invited to a seat in this Convention.
The following delegates were reported iu ad
dition tn those reported in our report of yester

Mr. G. A. Trenbolm, from the Committee of
eighteen, asked further time for the commit
tee to sit, as they had not yet fully prepared
their report.
On motion, further time was grauted the com
mittee.
The following are the names ot the gentle

Mr. Wm. Gregg, of South Carolina, asked aud
obtai led leave lo offer to the committee certain
suggestions or amendments to the Columbia
resolutions; and made some appropriate re
marks sustaining bis amendment. He favored
the establishment of equal taxation on property
by the government; alluded to the widc-spsend
distrust of the ultimate, redemption ol the Gov
ernments inde.hteduerf, and urged the necessi
ty of the adoption of some policy which would
remove this distrust, amt strengthen the cur
rency; he opposed the Columbia plan, and re
gretted to do so; but be wanted some plan to be
adopted which would not prove a failure; and
went into a glowing description of the stale of
affairs that would follow the adoption of a cor-
t aud wise himucial policy by the Govern
ment. He also spoke, of the tribute which the
South Imd so long paid loliie North; and argued
ireibly that if that tribute should c«.-ase aud the
lauufactural and industrial resources ol the
Contedoracy properly developed, there will be
dllllculiy in paying the enormous debt
which this cruel war is entailing upon us.
On motion, Mr. Gregg’s resolutions were re
ferred to the Committee.
Mr. M. C. Mordeeai, .of South Carolina, and
Mr. G. B. Lunar, of Georgia, spoke very briefly
m reply lo Mr. Gregg, asking one or two quer -
lions of him for information, as to. bis policy
or plan, Ac., to which Mr. Gregg as briefly re
plied.
Mr. .1. G. Holmes, of South Carolina, was, on
motion, permitted to call up and explain the
resolutions which be had offered yesterday and
which were referred to the commit tee of 18. He
went into a lengthy and an elaborate argument
In favor of his plan, and asked that the resolu
tions be referred back to the committee, which
motion was adopted.

committee, and advocated its adoption by the
Convention in a forcible speech.
Mr. Mordeeai, ol South Carolina, replied, ad
vocatlug the committee's report, and expressing
himself in favor ol u hcgpy taxation.
Mr. Trenholm, of South Carolina, also made
a few remarks iu support of the committee’s re
port.

Mr. Gregg called up his plan offered to the
Convention yesterday, and offered it as an
amendment lo the tirst and second sections of
the committee’s report.
Ho advocated his report, urging the imprac
ticability of the Government paying specie.
England after her thirty years war couldn't pay j
specie for twenty three years ; how could we do j
it iu less time? We might make a substitute
tor specie; but that wouldn’t be specie. The
bonds pioposed to be issued would prove a
failure. Let every man give his credit to the
Government, and confidence would be restored
and Hie currency strengthened.
Mr. Wm. .Johnston, ol South Carolina, spoke
in opposition to the substitute. S miething ,
must be done to relieve the currency in the next j
sivy days, or it would be beyond remedy. To
apply to the Stale legislatures would require
too much time. Mr. Gregg’s plan was imprac
ticable. We must act promptly. Having the
raw material iu the South, we will be better able
and aoouer able to resume specie payment' than
KuglnuU was alter her long struggle. Those
who make and enjoy their profits in case at
home, while our brave soldiers were struggling
ill the field, should willingly hear the exptuses
oft he war and the Government. The plan pro
posed by the Committee would benefit not
only the soldier but all ellipses ol society, lie
added a lew words iu vindication ol* the action
ol Congress.
Alter a fuiliter brief discussion, the vole on
Mr. Gregg’s amendment was taken, and the
amendiueut was lost.
The first section of the Coinniitlee’s report
having been read, Mr. IBdines tillered a substi
tute, which, after some dic-cus-imi, was lost.
Mr. Holmes moved lo postpone the discus
sion until to morrow morning. The motion
was laid on the tabic.
The Second Committer's report was then
taken up by sections, and tulnpu d.«
The following is the report as adopted :
Whereas, experience bus deufotidiraled that
the dues to be collected by the Government and
for which treasury notes are made receivable,
are inadequate, to absorb a sufficient a . omit ol
the notes, to prevent the evils ol an increased
paper currency, and it is deemed r -to ntial to
the interests of the people mid of the Govern
ment, that measures be adopted by the Govern
in fill to redeem or fund the entire amount ot
the said issues, or so much thereof as t-liull re
duce sum of the currency to two hundred
millions or less. For the accomplishment ol
this object, the following measures are recom
mended to the country and tin* Government i>y
this Convention :
1. That a now issue of Coupon Bonds be
made to the amount of one thousand millions of
millions of dollars. I'lic bonds bearing ?dx per
cent interest—the Coupons payable annually in
coin; and that, in fntuie, to meet the wauls of
the. Confederate Government, the policy « f i*-
cuing Treasury Notes he abandoned, us liras
practicable, and tax sufficient for all require
ments be adopted as tlte true policy to sustain
the credit of the Conicalerajcy.
2. That an Act ho (ns.-ed levying a tax of
sixty millions, to he collected annually during
tho whole period od the said loan; for Hu* pay
ment, of lie interest on the above bond , -mi

0. That a five per cent, call loan be establish
ed similar to the first or orSgiual call loan, aud
that all Treasury notes bo received &l the Treas
ury therefor, aud that the present five per cent,
and four per cont. call loans be abolished.
7. That the right of the holder of the Treasu
ry notes which upon their lace are fundable in
eight per cent, slock, ought to be recognized,
and an eight percent, at a short period provid
ed for that purpose; aud also that all the privi
leges attached to the origiual six per cent, call
loan bo restored to the holders of all outstand
ing certificates of that loan.
8. That an increased duly be levied on all im
ports and exports during the continuance of
the war, and that the same be collected iu coiu
or approved bills on England or France, or iu
the interest on the fifteen million loan.
That an issue Department be created by
the Government aud kept separate from the
Treasury Department, whose duty it shall be to
supply a new issue ol Treasury notes iu ex
change for the amount that may remain iu circu
lation ol the present issue; and that the new is
sues shall express ou the luce of the bills that
the same are receivable in payment of all pub
lic dues, except such as are specifically required
to be pa.d in coin.
10. That there should be on issue of hills of
a large denomination, viz : $500, $ 1,000, $5,000,
and $10,000—sufficient to facilitate the transmis
sion of funds and the settlement ol balances.
Mr. Trenholm, of South Carolina, offered a
resolution that the Secretary have the proceed
ings ot this Convention printed, and that the
presiding officer of the Convention transmit a
copy ot them to the next seselou of the Con
federate Congress, which resolution was adopt
ed.
Mr. G. B. Lamar, of Georgia, moved that the
thunks ol the Convention be tendered to Mayor
May for the use of the Hall, and also for the
preparation which he had made lo accommodate
the Convention, which motion was adopted.
Mr. Mordeeai, of South Carolina, moved to re
turn the thanks of the Convention to the Presi
dent lor the ablo and courteous manner with
which he had presided over their deliberations;
and ulso to the Secretary for the prompt und.ef
ficient manner iu which he has discharged the
duties of his office, which motion was adopted.
On motion of Mr. Cuyler, ol Georgia, the Con
vention adjourned sine die.
In our report of yesterday’s proceedings, an
error occ urred in the list of delegates from Geor
gia Banks. It should have read thus:

City Bank, Augusta—l’kos. Barrett.
It is also due to Mr. Mordeeai, ol South Caro
lina, to state that he is the author of the system
proposed by the Columbia Biuks, aud which
has been substantially adopted by the Conven
tion. It is siueerely to be hoped that the pluu
adopted will have the beneficial effects on the
currency which its accomplished author and its
many other friends anticipate tor it, should It
meet with favor in the Confederate Congress.
