plainants cannot cite any inaiauce iu which it
l ltta netu done.during the last thirty days. On
Hie Uib ol November last, there was issued,
Iroui the War Oillce, an order (No. 144) the ex
press purpqse ol which was to protect produce
ou ns Hay to uiuiket Irom impressiueul, so
that it might lluw into the towus ol the (Jou-
Kderacy without hindrance, it baa beeu im
plicitly obeyed by the olilcers aud affMit* of this
Department, some errors excepted, which were
duo lo the slow transmission aud receipt of new
instructions. Iu such cnees restitution bits
been made. No permits for the transit of pro
duce are now giveu, us uoue are needed.
The Subsistence Department is ol Ibis mo
ment in u worse situation tbau citizens, as the
latter can buy and the former cannot. We are
betwecu two horns ol a dilemma. The Impress
ment Act limits us to commissioners' prices,
while ibe decision oi the Supreme Court of
Georgia, iu direct conflict with it, compels us
to pay wbftl it terms “market prices.” Thus
wc ate for the moment powerless either lor
guod or lor the evil which a censorous public
mill persists in imputing to us. Under this
auoiualous and unhappy condition our armies
would be now starving were it uot lor our pre
vious accumulations, upon which we are di
lug mid which are fast disappearing. To lormu-
ianz ; this situation in u few* words : the clamor
o| planters and farmers has had the cfleet which
they desired. It gives me great pleasure, how
ever, to except Irom this remark the rice plan-
ins ot the. seaboard, who have generously aud
voluntarily tendered to the Department oue
hall ol their entire crops at a little more than
hall the market pilces, which, with the tithe,
makes six-tenths oi their crops last coming into
possession ol the Government.
The object ol ray laic visit to Richmond was
to devise some means, while awaiting the iu
iher ucuou ol Congress, lo tide over ibis al.tra
ing crisis. Such is the scope of Order No. 161,
dated Richmond, December 10th. Wc have uot
yet had recourse lo it, however, as we have
deemed it prudent to submit it lo his Excellen-

to this committee the name oi G. H. McClelluu

dency, and it being deemed advisable to have
future meeting of this committee for nomina
ting candidates for the Presidency and Vice
Presidency, therefore.

meeting of this committee, to be held at Inde
