York World is more hank than the rest, aud

Butler is rigidly enforcing his order, requiring
all persons to lake the oath of ail^iauce to the
Lincoln Government.
Large numbers have taken tbe oath iu Nor
folk, aud every male.citizen of„I\>rismooth ex
cept three. These 1 are Dr. Arthur R. Smith,
Wm. H. Wilson, and Fisher Matthews. These
gentlemen, we hear, positively refuse, aud say
they will suffer auy cousfqueuccs.
In Nauseuioud and Priucess Auun counties,
allciilzeus residing between Bernard's Mill und
Portsmouth, have '•»kon tbe oath. Many of
these, if not all, are loyal to the Confederate
Government, but they have no alternative save
banishment from their homes. • Bernard’s Mill
is the outer picket slutioo of the Federate.

Section I. Be it enacted-, Ace., That each Sena
tonal District iu this Stale shall couMiiutcu
separate Military District, uud il aha'I bo the
duly of the Governor, ns so6n as practicable
alter the passage ol this act, to apnoiul «u Abi
de-(Jump, with the rank of Colone;, iu each dis
trict, who shall be charged with the duties
hereinafter set forth.
Sec. II. Be it further enacted, Tuat witbiu
four days a ter being notified of his appoint
ment, it Bhall be the duly of each Aid-de Camp
to commence the enrollment of oil free white
males resident iu his District, m ,o are or shill
bo of tbe ago of sixteen years, and not over
sixty years, aud also those who shall from lime
to lime arrive at the ago of sixteen years, or
who may come to reside witbiu the District,
except those who shall actually be iu the army
or uuvy of the Confederate Stair*, or in (he
Stale service. The enrollment shall be by com
pany districts, and shall show tin , age, occupa
tion aud uativily of each person enrol led, the
number of the Company District in which be
uiay reside, aud if any exemption is claimed, the
ground of it.
For the purpose of facilitating the enrollment,
the Aid-do-CJTip shall bo authorized tocuiploy,
with the approval of the Governor, three or
more assistants for each couuly, who sh.ill re
eeive for their services compensation at the rale
of fifty cents for each person eurollcd by (burn;
but they ahull uot be exempt from service under
this act ip consequence oi their heiug such as
sistants. For a lailure faithfully to discharge
their duly, the Assistant Enrolling OUiens bhall
bo liable to removal by tho Governor, aud il
without sufficient excuse, to be judged of by the
Governor, ahull be Ruble farther to forfeiture
