Mr. Stbpukn»’ Resolutions.— It will be
seeu by the report ol ihe Legislature, which we
publish iu auother column, tbuidbe resolutions
ot Mr. Stepheus ou the suspension of the habeas
corpus were, ou hi* own motiou, so mod tied as
to amount to very little more lhau a simple
protest against the act ol Congress authorizing
the President to suspend the writ. The nullifi
cation featuro oh the third resolution, In the
. Words “unreasonable, uueonalpiuiioiiul *ud ut
terly void,” were stricken tint, and IbS woida
“iu the Judgment of this General Assembly are
unconstitutional” substituted. This Is au im
provement ou tbe urigiual resolutions, and cou
pled ns the amended resolution Is with tbe vote
ol confidence Iu the President aud Congress,
will be impotent lor harm beyond the discord
which the introduction ol tbe subject in the Le-
giulnitfre bus already produced.

cases specified in ibu law, will not be denied a
trial, but their cases will be investigated by

II, upon examination, a reasonable aud pro

charge the prisoner from arrest. But if a rea
sonable and probable cause does appear, the
commissioner will forthwith transmit to the
War Deportment a copy ot the evidence taken
in the case, with ills opluiou theroou, for in
structions, and meanwhile the prisoner will
remain iu custody.

Mr. Stephens* resolutions declaring the
grouud ou which the Confederate Stales in ibis
terms on which peace ought to be ottered to
the enemy, was taken up.
Mr. Luwaou ottered the following umcudmcul
as tin additional section*:
Hcsolved, 8th, That while the forcgoiug Is an
expression of the seuliineuts ol this General
Assembly respecting tbe luuunur iu which
p-ace should be sough^we renew our pledges
of the resources aud power ot ibis Slate to the
prosecutiou ot the wat, defensive on our part,''
uutll peace is obtained upon just and honorable
terms, and until the independence and nation
ality oi the Confederate Slates is established
upou a permuncut and enduring basis. This
amendment was agreed to.
Mr. Adams moved to strike out apart of tbe
Gib aecilou, which was lost. Mr. Warren moved
a further umeudmuut ol the same section,
which was lost.
Mr. Seward, of Talbot, ottered a substitute
reviewing tbe repealed otters of peace which
have liueti made by the Confederate authorities,
and declaring our willingness to receive over
tures ol peace, which was not agreed to.

Mr. Adams moved that they be laid on the
table (or the present, which motion was not
debatable, uud was lont. Ayes, *49; nays, 88.
The resolutlous were taken up by sections.—
Tbe first Section was received without amend
ment. On motiou ol Mr. Stephens the words
“utterly void” were strickeu out, aud the words
“ the judgment of this General Assembly” in
serted. The sectlou was then received.

the validity ol the act ol Congress to the
courts.
Mr. Moore, ol Thomas, then ottered a sut*^

we believe the suspension ol the will ol/w-
bras corpus would uol have been asked but lor
the good of tbe couutry, aud will uot be used
to the oppre eion of good citizens, and

upon the subject, leaving the-act to the Judicial
tribunals of ihe country.
The original resolutions of Mr. Stephens
tbeu came up, aud the vote stood—yeas, 70;
uujs, GS. So the resolutions were adopted.—

A motion will he made to-morrow morning lor
a reconsideration.
Tbe House took up the Senate amcudmeul to
the bill to provide for raising revenue for the
political year 18(14, ami to appropriate money
for the support ol the Government during said

Also to extend the lime of couuly officers to
file bonds aud lake out commissions—concurr

A resolution was introduced uskiug our mem
bers iu Congee** to use then influence to have

Hurtsville, in this Elate—adopted.
A lively debate cuaued, Mr. Stephens deleud*
mg his position in a speech of over two hours.
He admitted that Congress bad the power to
suspend the writ, but bud uol the power to
giuut to the Presideul the power to make ar
rests. That the Executive, Legislative uud Ju
dical were separate and dietiucl—that the Courts
were the proper places to adjudicate all Coustl-
luilouul questions.

killed a Yankee In Winchester, Teonessee. The
