The Baron Kleift, named to announceat Peterftairgh
the advancement of our young King to the throne, has
already departed. This haste is remarkable in the present
i lrcumftances of things. We are endeavoring to discover
what political march our Cabinet will follow since the peace
between the Republic of France and tlie House of Austria;
and we have been able to guess at the condition; oar Court
has cultivated with particular care the frieatUhip of, the
Emperor of Raffia, who on his fide has shewn himfelf very
anxious to attach us to his fyffim, and to take part with
us in tlie affairs of the German Empire, under pretext of
preferviug its integrity, but in fa& to oppose the designs of
France.
Paris, November it. Tlie Directory lias named the
Vice Admiral Lacrosse Commandant of a division in the
road of Brest. They fay he is as brave a soldier as he is
an able fail or. In 1792 he made, with afingle frigate, a
defeent on one of the Windward Islands. where he again

the death of Capt. Parker of the Intrepid He was fitting
in his cabin, when upon a sudden heel of the fliip, and his
chair giving way, he fell against the fnf.i window of one
of the port holes, which he went through into tlie fca. It
blew fb flrong that, before any affiftanre could lie given
by backing the fails, he unhappily disappeared. Capt.
Parker was brother to Vice Admiral Sir William Parker,
at Lisbon. ,

A great part of the lading of fome of the flfips arrived
under convoy of the Intrepid and Van Trompe men of
war from India consists of fpiccs, particularly cinnamon,
of which the importation is to great as to supply all the
European markets for seven years. These are the product
of the settlements taken from the Dutch this war.

Silt,—Be pleased to inform their Lordships, that on the
21st instant, at 10 a. m. being with his Majeft) ’s fliip under
my command in latitude 48 degrees minutes north, lon
gitude 10 degrees weft, we diicovtred one of the enemy’s
frigates, which about 9 o’clock the fame evening we had
the good fortune to come up with and capture, after an
aftion which lulled upwards of two hours.
To account to their Lordships for its continuing so long
it will be necessary to trouble them with fome detail.
The difference in point of failing between the two fliips
being inconfiderablc, flic damaged our mails, fails, and
rigging, very much, with her stern chafe guns, and at the
moment wlien we were nearly in a situation to commence
our attack Ihe put in Hays,,tlie Phebe being at this time un
der a crowd of fail; and as, from the darkness of the night,
the cnejny’s disposition for tacking could not be diicovtred,
a fevnninutes necessarily elapsed before we could tack to
follow her, after exchanging broadfidcs on palling. This
manoeuvre increased her uiftance, and fubjefted us a ftcond
time to the fire of her stern chafes, with which they were
but too fuccefsful in cutting up our fails and rigging* At
length, about 10 o’clock, we got fairly afongfiue of her,
when, after a handfbme resistance of three quarters of an
hour, Hie struck. _
She proves to be La Nereide, of 36 guns, viz. 26 twelve
pounders on her main deck, 8 fix pounders and 2 thirty-two
pounder carronades on the quarter-deck, manned with 330
men, commanded by Capt. Canon; failed from Rochefort
Is~days before, and viftualled for four months.
It is with the highest fatisfaftion I have to report the de
gree of ardor and zeal manjfcfted by my officers and flap's
company on thisoccaiion, which in iny judgment could not
be exceeded.
From ray First Lieutenant, Hallklav, I experienced all
the support which I with confidence expefted from so gallant
and fkrlfitl an officer, which, amidst the difficulties to be
contended with in a night aftion, was an incalculable ad
vantage; and the Lieuts. Holland and Vaillant, Lieut.
Stewart of tlie marines, and Mr. Cole the Master, were no
left active apd distinguished at their ieveral stations.
Our loss in killed and wounded is, 1 seaman, 2 marines,
lulled; 5 lea men, 5 marines, wounded. That of the en
emy amounts to 20 men killed, and 55 men wounded.

Boson, February T 2. Arrived flop Polly, Jones,
from Bencoolen, fiom whence he failed September 8. On
the paffige to the tape of Good Hope Capt. Delano, who
went out Master of the fliip, died, and was committee*, to
the deep. Richard Lambert, who entered on board the
Polly at the Cape of Good Hope as Mate, died soon after
failing. Three seamen have also deceased. from the (hip

from Bencoolen for Bengal August 25. Left at the Gape
of Good Hope November 9, the Minerva*- Loving, of

Bengal, who arrived November 8, and informed that the
Englifli had a fleet of • l nit 10 fail at the mouth of the

February 17. We are informed by a gentleman from
Marblehead cf the arrival there yefterdav morning of Capt.
Hooper in 45 days from Bilboa, who fays it was reported
at Bilboa before he failed that an American veffcl, com
manded by Capt. Dixey of Marblehead, had been taken
and font into Bayonne, notwithflanding (he had the so
much boasted amulet, a role d’equipage.
Capt. Hopkins, from Malaga, informs, that the Abigail
of Rofton, a g'izc, had been (hid and fitted out as a priva
teer. Anew Consul had arrived at Curihagena from
France, and the further file of prizes had been flopped,
ft'he Pomona and Telemachus cf Boflon had not been fold,
but were ruined bv the ignorance of thole who had the
care of them. Tlie French finding the Judges of Aix just
and favorably disposed towards the American property had
removed them, and appointed anew set—-their own crea
tures.

Extract of a letter from Capt. : 1 bontas Waite, of the
Jhip Fame of this port, dated St. Pierre, Martinico,
December 22, 1797.
—“ We arrived Itere in great distress. - The t 6th of No
vember, in 37. 30. n. ive were struck by a water spout,
which upset and filled the snip with water, so that we were
obliged to get on the bottom to five ourselves. ft'he sea
made a fair breach five and aft, and waflied every thing
out of the cabin. Our only place of fafety then was in the
bows, expefting every moment to be waflied from the
wreck, ft’he 21st of November we got. her pumped out,
and for five days we were without water or provisions,
when we got at fome beef and bread that vr.ts soaked in
water, ft he 27th we were gener r.ilv relieved by Capt.
Stone, in the (iii]3 Phebe of Ktnnebunk.”
Augufa, (Maine) February 6. Last Sunday night
the dwellinghoufe of Mr. Joseph Murch, of Wale’s Plan
tation, adjoining tlie town of Monmouth, was consumed
by fire, together with all his house hold furniture, and, me
lancholy to add, three children were burnt to death.
New London, February 10. In cur last we mention
ed the arrival of Capt. Samuel Lathrop, late Mafterof the
fliip Columbia of Norwich; Capt. Lathrop fays:
u I wish to state facts as they have occurred to me and
others of our countrymen that ha’ e been sent into the port
of Nantz and other places in France. Can it be possible
to suppose that a nation is a friend to America, or her com
merce, that is continually taking her vefiels in the moft
illegal manner, and for the moft frivolous pretexts; carry
them into their ports, keep them there, fome four and o
thers fix months before trhl; turn the officers and Ciilcrs
afliore, and unload tlie (hip without trial, and plunder men
of their clothes and quadrants ; and are not content with
the fliips and cargoes, fome of which are worth ico.oeo
dollars ? They will not even allow tlie officers and fiilors,
after turning them from their vefleis, any thing to subsist
on, but fuller them to starve in the loathsome (beets of
Nantz and Pambceuf, or enter on board their privateers to
take and plunder their own,countrymen, which many have
been obliged to do or starve. ~
“ Tills conduft is not entirely confined to the Americans;
other neutral nations (Danes and Swedes) are treated nearly
in tlie fame manner.
“ My blood boils to think of the treatment that myfelf
and crew received from the savage brute that captured me.
His name is Le Brctton; the privateer L’Oifean, owned
by Felix Coffin, of Nantz. After heaving to for him, (it
blowing a gale) he made me hoist out my boat, when every
lea would break over my fliip. When on board the pri
vateer I (hewed him my papers, which were the register,
sea letter, clearance, Mediterranean oafs, freight lift, and
all the papers cleared by afts of the United States
have, but all to no purpose; they told me that 1 had not
got the role of equipage; a paper that I ( was entirely ig
norant of. After much ill treatment the fliip was oniered
for France and there condemned.”
New Fork, January 31. We are informed that the
house of Grenville Temple, at Richmond Hill, a fi. .v miles
from this city, was yesterday morning entered by ten dis
guised villains, who tied the servants, and plundered the
house of a variety of valuables.

February 8. A machine was tried lately on board his
Britannic Majefty’* (hip Centaur, which bids fair to be of
the greatest utility to the marine of that kingdom : it is a
new capstan, invented by William Balton, Esq. Comman
der in his Maj-sty’s navy. Four men aftually weighed
the Centaurs (Vet anchor. Had all the powers been ap
plied it was allowed that two men wculd have done it.
Indeed, from many caufc:, there is little doubt but one
man would raise a “V s anchor. • This machine po^nß
both power and velocity, as the powers can be applied®
detached with wonderful facility; and used a* V
capftafi it is much faperior to any common one.

A liberty pole was last week erefted at SheedlboroagJ
in the centre of the blockhouse. About 400 persons w t J
present. lt lcems thole sons of liberty are much opposed t|
a revenue being railed from ft amp duties. A land tax o|
a poll tax 1110 ft probably would be the tax they wouil
prefer.
February 26. The copper bottomed schooner FiyinJ
Filh of New York was captured on the 18th inst. off t'J
Delaware Capes by a French pickaroon, and ordered for
Guadaloupe. ]
Philadelphia , February 24*
Extract of a letter from Bojlon , dated February 14.
“ I have spoken to the Captain of the brig just arrived
from Malaga in 28 days; he informs me that he failed from
Cadiz for Malaga on then sth January, and that, on the
day previous to his departure from Cadiz, he visited the
Spamfh fleet, that it was in complete order, well equipped,
in the moft perfeft difeipline, and ready for sea at an hour’s
notice; that the blockade had entirely ceased, not a ship
in fight except a frigate, which came off the bay with i
white flag, and that in confluence a barge was immedi
ately lent off to confer with her; nothing had, however,
transpired respecting the conforenre.”
Baltimore , February 1.5. By a gentleman juftfrom ■
the Sulquehannah we are informed t'nat, on Sunday ■
ioch instant, fome malicious person wilfully set fire to ari ■
burnt a house near the canal, wherein were fixperfons, ail ■
of whom were consumed. The particulars, as far as we V
can understand, are, that fome people belonging to the I
canal lodged with the people of t;,e house, who disagreed, I
and the party of the house having proved too flrong for the 1
others they went eff; but returning fome time after with I
fevered others entered the house by violence) killed two I
children, and threw them behjnd the'fire; then fafiening
the others in set fine to the house and burnt it, with all its
contents. The above gentleman further adds, that he saw
the body of one person not wholly consumed, and that five
of the perpetrators of this villanous deed were taken, and
are in confinement.
February 1 7. Agreeably, to a statement made by Her
cules Courtenay, Preiident of the Maryland Ini trance
Company, of payments made for losses from captures, it
is flared, that by the British there has been proved, between
the id June 1795 an d the 27th December 1797, to the
amount of Dollars 83,639 12

Norfolk , February 13. On Sunday arrived in Hamp
ton Road, the brig Verandetang, Frederick C. Meyer late
Mailer, bound to Baltimore from Hamburgh, out ‘3l
weeks, had loft her anchors, and totally destitute of provi
fiens. Three weeks before her arrival the Captain died;
three were sick in bed; one had been ft irved to death, one
drowned, and one made his efeape onboard a schooner at
lea; they had only the Mate, one seaman, and a boy,
that were able to Handy and thoie so weak they could not
let the reefs out of the topsails.
February 17. Yesterday and l ift night we had the
greatest f ,11 of snow ever experienced here; it is now in
many places upwards of fix feet deep.
■Knoxville, ‘January 17. On the 3d instant arrived at
this place from Virginia, part of a company of Federal
troops, commanded by Capt* “V 7 illiam Preston.
We are informed that on the 26th ult. a duel took place
between Ca rt. Ilofs B.rd and Ensign Larkin J. Dickenfort,
officers of the 4th regiment, in which the latter fell.
Cbarhjion, March 7. Yesterday arrived the ship Wil
liam, Doc kray, St. Übes, 41 days*
March 8. YefterJay arrived the brig Ann, Koper,
Liverpool.
Cant. Koper left Liverpool on the 7th of January. He
brought no papers of a later date than were before received.
Pie fays that a great number of fiddlers and hones were
going from Liverpool to Ireland, and that affairs in that
iiland were faiJ to be very alarming.
March 9. Yeftcrday arrived the brig Mary, Hallibur
ton, Cadiz, 46 days.
Cadiz was still blockaded by fix or seven fail of the line
ofi the British when Capt. Halliburton failed.
March 13. Yeftert’ay arrived schooner Plawk, Cath
cart, Turks liland, 16 days. *
The Hawk belongs to Philadelphia, and was bound from
that port for Cape Francois. On the 22d February was
brought to bv the Er.gfilh privateer brig Princess Royal,
Capt. Hutchins, of Martinique, who put two prize masters
and four hands on board, taking out all the crew of die
Hawk, except the Captain, Supercargo, and the cook; fi*s
was then ordered for Turks liland, where she remained
until tlx; 3d inst. when the prize master received orders to
carry her to Tortola* —During the time -of their lying at
l urks liland Capt. Cathcart, by a promise of pecuniary
reward, brought over one of the prize masters to aff.ft > n
retaking the veiled* In a little time after leaving that
place the other prize master was alio induced to coincide m
the attempt; and having the foie management of the veiiel
they persuaded the remaining four Englifii sailors that they
were on their courle to Bermuda; these men were thus kept
in ignorance of her destination till within this harbor, when
Capt. Cathcart bid them welcome to Charleston.
The plea alleged for her capture was, that Ihe was
bound to C-ape Francois, with intent to be fold for a pri
vateer, and for having a Frenchman as Supercargo.
