February 14. We have good authority for saving that
the acxomits hitherto received from France relative to the
naval preparations in the port of Brest, have been very er
roneous. The following is an extraft of a letter from an
officer on board his Majetty’s fiiip Sans Pareil, of 8c guns,
dated at lea, February 7, four leagues east of Ufhant:
aou lave oeen much im-xifed upon in tlie reports that
the French were fitting out a large fleet at Brest for thft
purport: cfthelnvalV n. Oil Monday the sth inst. we were
sent, avVi the St. Fiorenzo, to look into Brest water. At
daylight on Tmd’day morning we foundoiurfelves nomora
than 5 miles from the Batteries, and took a sloop laden
with brandy. The wind blew out of the harbor; the St.
Fiorqpzo, however, worked so clofc up as to compel two
- frigates to ret under way from tlie outer road towards
the inner harbor. In the harbor were seen 6 frigates fitting
rut, and fame smaller vefltls. Not a fmgle ffiip of the
line was to be seen. 7'liere were in the outer road only
the two frigites which left it on our approach, though it
was reported that 16 fail of the line were lving there ready
f>r lea. 7’he day was clear and fine, We did not make
fail to join the fleet until the evening. The Admiral is
preparing to fend ofT a cutter with this intelligence.

7’he Grand Inquest of the United States, for the Diftrift

States.
Sin,
I’HE disclosures which you have made of the inftruftions
given to our Envoys to France, and the dispatches received
from them, evidence a strong determination to promote and
pfeferve a good understanding with the French Republic*
provided it could be acccmplilhed without affefting. our
national charafter and the independence of the United
States. We wanted no frefli proof of your attachment to
your country, nor ybur unremitted attention to the duties
of your high and rciponfible lituation. We are well con
i ’-need that the rondoct of out Government to all nations
has been just and honorable, and we vvifli to exprfcls in the
strongest terms our confidence in it. :
It is true, Sir, that there are soma characters in the Un
ited States who call themselves Americans, and who, with
patriotiim on their lips, and profelfions of regard.for the
constitution of our country, are endeavoring to poison the
minds of the well meaning citizens, and to withdraw from
the Government the support of the people. Their measures
are hostile to the happinel’s of this country, and they are
the instruments cf diiorganization and (edition; many of
whom are probably employed by that nation whole rulers
seek the deftruftion of America, and the tendency of whole
lyftem is to exterminate from the world every moral and
religions principle.
Yet, Sir, we hesitate not to declare it a* our firm belief,
notwithstanding the opinion of the enemies of America,
that the great mai’s of our follow citizens approve of your
administration, and are determined to support it. With
unanimity among the people, and with the reftitude of
our Government, we trust in God we have nothing to fear#
I’hefe sentiments and thole exprellicns the Grand Inquest
of the United States for the Diftrift of Pennsylvania have
taken the liberty to present to you,, and feel themselves
happy in adding, that although their body is compol’ed of
citizens from different parts of the state, yet an unanimity
has prevailed in making this communication.
