THE Aft, entitled, u An AA for altering the Great
Seal of the State of Georgia,” paffedthe Bth day of
February, being taken up and considered,
It is ordered , That a premium of 30 dollars be given
for the bed drawing of the device for the great seal of this
state, in pursuance of the 2d fefilion of the said aft, the
device being as follows, to wit:
“ On the one fide, a View of the Seafliore, with a
Ship, bearing the Flag of the Urited States, riding at an
chor Hear a Wharf, receiving.on board Hogflieads of To
bacco and Bales of Cotton, embbmatic of the exports of
this date; at a small didance a foat landing from the in
terior of the date with Hogfliwds, &c. on board, repre
senting her internal traffic; in die back part of the fame
fide, a Man in the aft of Ploughing, and at a small did
ance a Flock of Sheep in different podures, ftiaded by a
Flouri/hing Tree: The motto on this fide, AGRICUL
TURE AND COMMERCE, 1799. That the other fide
tontaih Three Pillars supporting an Arch, with the word
CONSTITUTION engraven within the fame, emblematic
of the Conditution supported by the Three Departments of
Government, viz. the Legislative, Judicial, and Execu
tive; the fird pillar to have engraven on its base, WIS
DOM; the second, JUSTICE; and the third, MODE
‘ RATION; on the right of the lad pillar, a Man danding
with a Drawn Sword, representing the aid of the Military
in defence of the Conditution: The motto, STATE OF
GEORGIA, 1799.” 17
Provided such drawing be lodged in the Executive Office
at Louisville on or before the 20th day of April next; the
size of the seal to be two inches and one quarter in diame
ter.
And it is further ordered , That proposals be received
at the fame Office, until the 20th of April, for forming,
making, and engraving the fame, agreeably to such device
and drawing, in a maderly and workmanlike manner, on
or before the 3d day of July next. Bond and security to
be given for the due performance of the work within the
time limited in the sum of 2000 dollars. The proposals
will be lealed up, addrefied to the Executive, and marked,
Proposals for forming, making, and engraving the great
seal of the State of Georgia. The drawings will also be
felled up, addrefied in like manner, and marked, Drawings
for the device of the great seal, and will be examined on
the 20th of April aforelaid.
The cash will be paid for the drawing the moment it is
decided on as the best delign, and for the seal immediately
the work is completed and delivered, if applied for.

London, Decanter 1. A plan of art infurre&ion,
which was to have ben carried into effeft in alt the prin
cipal towns of Hollaid, has lately been difeovered at the
Hague.
December 15. Ihe fare of the French expedition to
Egypt appears to be a: length finally decided, by the death
of Buonaparte, and the maffrcre of a considerable part of
his army. Intelligerce of this important event was yester
day received. at Loti Grenville’s office from Sir Morton
Eden, his Majesty’s AmhaiTador at the Court of Vienna,
to whom it was communicated on the 3d inst. by Baron
Thugut. The accotnt was received at Couftantinople on
the 17th November ly seven different mefiengers from E
gypt, and immediately forwarded by the Imperial Minister
at the Ottoman Porte. It appears that Buonaparte, being
apprized of the rapid approaches of Mourad Bey, Ibrahim
Bey, and Pacha Gala, from Upper Egypt and Syria, cal
led a Council of War, consisting not only of all his own
principal Officers, but the Chiefs of those countries which
he had organized, and the Ministers resident at Grand
Cairo, for the purpose of deliberating upon the best means
ol opposing the formidable armies which were on their
march against that city, and also of providing his troops
with the necessary supplies of provisions. The General
having opened the bufnefs in due form, the Envoy from
the Bey of Syrian Tripoli immediately rose, and, pulling
a loaded pistol from his girdle, fliot the Republican Chief
dead upon the spot. The French Officers prelent, fiirioufly
indignant at this outrage, threatened instant deftrufition to
the city. The exulting natives, however, to whom the
report ot the pistol served as a lignal to commence their at
tack, resolved to be beforehand with the enemy in the
dreadful woik of human {laughter, and accordingly pro
ceeded without further delay to massacre every French
soldier that came in their way; great numbers of whom,
including two Generals, had fallen victims to their rage at
the date of these advices; and it was thought that, upon
the nearer approach of the Beys, the greater part of the e
nerny would share the fame fate.

But a very melancholy, though probable addition to this
intelligence, is.generally reported, namely, that the Re
publican forces, who were intrenched in the neighborhood
of Cairo, on being informed of the death of their General,
marched immediately into the city, the whole of which,
alter putting every foul to the sword, without regard to
fe>o age, or condition, they reduced to allies. However,
be this as it may, the complete subjugation, if not the total
deftrudlion ot the Republican force, if his Majesty’s Mi
nisters have been correctly informed, is a circumltance
which now admits of little or no doubt.
Accounts, we nnderftand, ha% r e also been received by
Government of the recapture of Alexandria by the Pacha
of Rhodes, afiifted by the Engliffi squadron which has for
home time pnft been cruising off that port, with wry little
lois on the fide of the captors.
Mr. Faulkner, the Messenger, who was the Ivearer of
tug above dispatches, came front Unshaven ta Yarmouth
in an extra packet boat. Advices of nearly a limilar na
ture were at the fame time received by the Court of Direct
ors, and in the afternoon the following note was lent to
Lloyd’s: 6

“Cotters are received by an express messenger, dated
Couftantinople, the 17th November, and Vienna, 3d De
cember. The former state, that Euonaparte was killed hi
an action with the combined forces of Egypt and the Pacha
of Acrfc; the latter, and which is believed to be the au
thentic account, states, that Buonaparte and his principal
officers were killed in the Tcwnhoule of Cairo while he
vas gi\ ing orders for levying anew contribution, and that
the armies were afterwards dispersed with great daughter.”
Private letters from Belgium, received bv the last
Hamburgh mail state, that the contest between the French
and the insurgents is carried on with a bitterness that, for
the honor of humanity, is not very frequent. The French
haung had recourse to their old method of (hooting those
whom the chance of war threw in their powt;, the insur
gents revenged the murder of 300 of their comrades, who
had been put to death in this manner, by drawing forth
500 rrench prisoners, who were lhot in retaliation.

By the fame channel information is received, that th

; Letters of the 1 8th December, found on board the Sm.
ni(h polacre which arrived last week, state, that Port M a ’
hon, in the ifiand of Minorca, capitulated to the British
forces on the 16th November, and that the garrison march,
ed out with the honors of war; also, that two Spanilh
frigates and a ilocp of war were taken in the road. The
Lme letters mention, that the French Dire dory had in.
formed the Court of Spain, that any part taken by it in the
meditated coalition against France would be considered as
a declaration of war against the Republic.
Capt. Rattray, of the packet, mentions the loss of three
Engliffi line of battle fliips on the islands of Scilly; thtit
crews were all favtd. ’
St. Jago dc la Vega , January 26. On Tuesday Lft
three l'eamen belonging to ti e Hermidne frigate were tried
on board the Abergavenny, when it appeared that one of
them was sick in his hammock at the time the mutiny
took place, he was consequently acquitted; the other two
were found guilty, ahd sentenced to be hung in chains.

CAPT. Charles Russell, we learn, is appointed to thg
command of the United States ship of war Herald,
now lying in our harbor.
New London, January 23. Capt. Thomas Wilfon,of
the brig Essequibo Packet, from Martinique, via New York,
gives the following narrative:
“ On mv outward bound paflage to windward of Mar
tinique saw a schooner early in the morning, which gave
chafe; when within about two miles hoisted English colcrs
and continued the chafe; flie came up verv fad; when
within ah; If mile hauled down the Engliffi colors, let the
ti icolored flag, and fired a (hot. I then was convinced
what fiie was, and accordingly prepared to go on hoard;
however feeling difpofcd to take a few more hefofe l gava
up 11:11 kept on. 1 hey soon fired another fliqt over me.
I then found it was in vain to think of getting clear of
them, as it was only 10 o’clock in the morning. I ob
served to a gentleman passenger, a Britiffi officer, that the.
jig was up with us; he gave for answer they would upset
in 15 minutes; for, fays he, don’t you fee that fqviaU fif
ing? 1 told him I did, but there was no chance of its fifing
soon enough for us, as Ihe would be alor.gfide in 10 mi
nutes; however I was wrilling to wait the event, perhaps
Divine P:ovidence would fight our battle. The squall a
rose as it were in an instant of time; ffie was then not more
than half a mile astern, it took her, fl.e careened, and fin
ally upset, every foul on board periffiqd. I made use of
every exertion, hove my \ efiel akout as soon as poffibk,
lent my Mate, and what people I could spare off deck, aloft
to look out for them; while v e were preparing to secure
them the Mate laid he saw three, but they soon disappear
ed; at length there was nothing to be seen; I went aloft
myfelf, and about a mile to windward there appeared a
calm smooth spot, where I supposed Ihe went devn. I
then made the best pf my way into port, being about four
leagues to windward of Guadaloupe.”

dispatched to Fulwar Skipwith, then our Consul Gened
in Joftpli Fenwick, Consul at Bourdeaux; Natha
niel Cutting, at Havre; and William Vans, Morlaix; $•
refiling them fev'irally ;io longer to exercise their relpeotivc
functions for trl in behalf of the United States.
1 he whole Confidar Authority for the United States in
France is now veftEd in the three gentlemen whose names
follow, viz.
Stephen Cathahn at Marseilles, who will attend to A
merican affairs refpefiling.feamen, &c. in the French port*
on the Mediterranean.
Jfaac Cox Barnet is removed from Brest to Bourdeaux.
And P. F.. Dobre is continued at Nantz.
These two gentlemen will fdperintend all proper cafe*
of seamen, &c. occurring iu French ports on the Atlantic.

From Cadiz , Dec. 31. Received by Capt. JVaddcll
Lord St. Vincent’s fleet had clifiijipeared off Gadiz foirj
time previous to her failing, in consequence of which seven
fail of Spanifli ftiips of war, with several regiments of
and a French frigate, which had been lying
years in that port, availed themselves of the opportunity
and proceeded to lea. It was said they were bound to
Surinam. •
