Emperor of Russia.-—A letter from
Petersburg!*, dated the 2Cth of October,
inys-—-“ Our journals recount several
traits relating to the tour of the Emperor
jn North Finland. He has frequently in
a boat during a storm, traversed the
great lake*that abound in that country.
He has walked several leagues a day,
through woods and morasses, where,
there was but one narrow path, and he
has assisted with his own hand to con
struct a wooden bridge over a torrent.

Intelligence received in Pari* front
Naples, states that during the night ofthe
16th Nov. a tremendous tempest was
experienced there, to which succeeded
a terrific eruption of Mount Vesuvius,
which continued to vomittorrents oflava
throughout the following day.
New-York, Feb. 10.
The Bordeaux ship of discovery has ar
rived at Bordeaux, after nn absence of
three years and a half. The ship has
traversed the Pacific ocean, and collect
ed at the Sandwich Blands, some inter
esting accounts of the late La Peyrouse
and iiis companions. A Loudon paper
states, that the account will soon be pub
lished.

The sevrrest Snow Storm, witnessed in
this city for several years commenced
about live o’clock yesterday afternoon,
and terminated this morning at day light.
The wind was violent from the North
East; and much apprehension is enter
tained for the vessels on the Coast. The
snow at the close of the storm, was
about 13 inches deep ; but should the
present mild weather and clear sun
shine continue, it will probably be prin
cipally melted away in* the course-of two
or three days.

that a Mr. Armstrong rode on horseback,
yesterday, from Fairfield, in Connecticut,
to this city, a distance offifty miles in two
hours and a half. A bet of n thousand
dollars was depending on his performing

Severe Snow-Storm.—The storm which
commences! on Thursday evening, con
tinued until Friday morning, with as
great a degree of violence as we over
witnessed. 'Emm'fifteen to eighteen in
cbes of snow fell, which added to the
great quantity in our streets previous to
this fail, has wholly prevented communi
cation for carts or sleighs in some of our
narrow streets, in many places, prevent
ed persons on one side from seeing those
on the other ; a circumstance that has
ml been witnessed in New*York before
in many years.
It is somewhat ludicrous to see, in ma
ny of our streets, sleds passing over the
snow at a height even with the should
ers of those-on foot upon the side-walks.
-In actfor the punishment of offences com
mitted against Ranks by the officers thereof
reported by Mr. Montgomery, has passed
the House of Delegates of Maryland, of
which the following are the provisions :
By the first station any officer or director
of a chartered hank; who shall commit any
embezzlement, is made, guilty of felony, and
on conviction, shall be confined in the Peni
tentiary not more than seven, nor less than
one-year.
By tire second, any officer or director frau
dulently overchecking to the amount of
$1000, is made guilty of a misdemeanor, and
fined not less than $1000, and to be impri
soned not less than tivo years.

sing tlie trust reposed in him, is made, guilty
of a misdemeanor, and to lie fined not less
than five hundred dollars, and imprisoned

guns. His stated that the privateer surren
dered without a battle, in consequence of 4ft

privateer had recently captured a Spanish
schooner with a earg-i of cocoa, hotter, pa
per, kc, and had robbed an American selir.

The following extract ‘(says the
New-York American) concludes the
Review on De Humboldt’s Travels,
in the Quarterly Review for Septem
ber, 1811).
If an evil Genius, -bad not guided
the council of Spain, the murderous
scenes that are now exhibiting on
this fairest portion of the earth’s sur
face might have been avoided, and
all its inhabitants been prosperous
and happy. Had the mediation of
England been accepted, it is more than
probable that the adoption of a more
liberal policy would have tended to
the mutual advantage of the mother
country and the icoionifts, by putting
a speedy end to a contest in which it
is quite dear that the inhabitants at
large take .little or no interest. The
Spanish portion of Sotrth America is
become, in fact, nothing more than
the arena on which a set of needy and
adventurous prize fighters are con
tending, each for his own individual
advantage. It is idle to talk of “ten
millions of people struggling for their
liberties,” when they have scarcely ah
enemy to struggle with; for such is the
imbecility of the mother country, that
had there existed any tiling like a gen
oral wish among the colonists to shake
off her yoke—had even one ofthe ten
millions said to he so desirous of inde
pendence, united against her, she
could not have held out as mauy
months as she has done years. In the
mean time, shoals of foreign buc-
caunccrs arc gatltrring round the
shores of this unhappy country, and
under the ridiculous pretence of pat
riotism, are keeping up the unfortun
ate contest with a view of enriching
themselves at the expense of both par

ancholy to think that so many brave
fellows who have nobly fought for the
liberties of Europe should he seduced

the said Benjamin .Iordan to the said Alex
ander lt. Rnlston by a deed of mortgage, dated
on the sixteenth day of September one thou
sand eight hundred and eighteen, more effectu
ally to secure tire payment of a promissory note
ol hand in writing, given at Augusta on the
third day of June, eighteen hundred anil eigh
teen, by the said Benjamin Jordan to the said
Alexander It. Ralston, for the sum of one thou
sand and thirty-six dollars thirty-seven und one
halt cents, and due on the third day of June
eighteen hundred and eighteen thereafter.
Whereupon, on motion of Thomas F. Wells,
Attorney for Alexander K. Ralston, thut the
principal, interest and cost due on said mort
gage he paid into this court within twelve
months, or until the time appointed for the pay.

apple orchard. The neighborhood is among
the liest in the state. I will sell at a fair
price on twelve months credit, or rent it out
for the present year. I will also sell an un
improved square of land on the head waters,
of Fishing L'ruok, eight or nine miles from
Milledgeville.

occupied by Mr. Isaac Randolph. It is well
adapted to the purposes of a Tavern, being
neatly finished. As the subscriber is now
permanently fixed, he tenders his services to
such person* as may favor him with their
