There is only one. deviation from the latter essenti al-mark of republican spirit. Massachusetts Las conferred the ephemeral title of ‘ his ex cellency,’ on the governor; and upon the lieutenant-governor of the stale, that of* his honor.’ But, although these aristocratic eustoms are so generally denounced by the laws, they are eagerly followed by the peo ple. They arc universally usurped and mu tually allowed, by the members of the Htatc and general governments, and as freely ap plied by their constituents. The following extract ‘(says the New-York American) concludes the Review on De Humboldt’s Travels, in the Quarterly Review for Septem ber, 1811). If an evil Genius, -bad not guided the council of Spain, the murderous scenes that are now exhibiting on this fairest portion of the earth’s sur face might have been avoided, and all its inhabitants been prosperous and happy. Had the mediation of England been accepted, it is more than probable that the adoption of a more liberal policy would have tended to the mutual advantage of the mother country and the icoionifts, by putting a speedy end to a contest in which it is quite dear that the inhabitants at large take .little or no interest. The Spanish portion of Sotrth America is become, in fact, nothing more than the arena on which a set of needy and adventurous prize fighters are con tending, each for his own individual advantage. It is idle to talk of “ten millions of people struggling for their liberties,” when they have scarcely ah enemy to struggle with; for such is the imbecility of the mother country, that had there existed any tiling like a gen oral wish among the colonists to shake off her yoke—had even one ofthe ten millions said to he so desirous of inde pendence, united against her, she could not have held out as mauy months as she has done years. In the mean time, shoals of foreign buc- caunccrs arc gatltrring round the shores of this unhappy country, and under the ridiculous pretence of pat riotism, are keeping up the unfortun ate contest with a view of enriching themselves at the expense of both par M‘Gregors, can deceive iro one ; their sole object is plunder; hut it is mel ancholy to think that so many brave fellows who have nobly fought for the liberties of Europe should he seduced from tlieir country, and sent to perish irigloriously in the savannas of South America, to fill the pockets of crimps and swindlers, or minister to the cu pidity of mercantile speculation. &E AU.T A IWH>K-STUYUb The Subscribers have established a Book Store in Sparta, where they have and will constantly keep on hand, A 0r.XFKAL ASSORTMENT OF l\oo\v» vvutY SYotVonarj v Which they will dispose of at (he .Veio- York and Boston prices.
