The Quern.—It is mentioned in a lettrr from London, which our informant has seen, that William Cobbctt, holds the office of Se cretary to (lie Queen, and that he writes the answers which we see in the papers to the numerous addresses sent to her.—.V 1 '.pap. Madras, March 11. The United States’ frigate Congress was in China recently. The same hon ors do nol appear to have been paid to the American flag, by the Chinese, as to the English ; but there is a disposition to demand them.
