It is admitted that the government lias
been induced to adopt this measure by
lltc moot grave considerations. The
most prominent of these was the neces
sity ol" preventing the further increase
of a debt, then about 'J J,000,000 dollars,
strongly affecting the interests and feel
ings ol a great number of citizens. If
its increas* was an object of deep snlici-
lude, i'.s diminution by an act of grace,
founded upon equitable prim iples, will
be in strict accordance with lit.: motives
in which that measure 01 initiated. Diffi
culties may occur in adjusting the details
ofsuclt a measure, unit s? it lie presented
as a simple act of pj .- e. Under this
point ol view, it should be confined in
its operation to tin- debtors ol the gov em
inent for public Linds, and should a (feet
them only to the extent of the debt Which
they may respectively owe.

well be questioned. Circumstances
however, may arise, which will influence
an honest arid benevolent creditor to re
lax his demands, and to grant relief ta hi

pecifully conceived, is the situation of
the government in relation to the pur
chaser* of public land, who, in it moment
of infatuation, have engaged to pay for

greatly beyond its value, and which w ill

modification would he to make the notes
of the offices of the Rank of the United
States, except the office in this District,
a local currency, which will centre aud
continue in the local circulation of the
slates in which they are issued, 't he
notes thus issued will tender the local

furnish to the citizens the means of dis
charging their contributions to the go-
v ei nruent.
'This measure will also place the State
Institutions lo tin: south and west of this
city, in a more eligible situation in re
lation to the offices of the Bank of the
United States, by enabling them to ad-
jn?t their accounts with those offices by
the exchange of notes, instead of liquida
ting their balances by the payment of
specie. Should it, however, be judged
expedient by the legislature to lav addi
tional burthen* upon the people, for the
purpose of meeting the c-xistiug or anv
venue resulting from that source acquire i probable future deficiency, it is respect
fully submitted that the importation of
foreign spirits be prohibited ; and that
a duty upon domestic spirits equal to the
amount of that now collected upon for
eign spirits, and to such deficiency, be
j imposed on the distillation and sale td*
