to pay an amount of duties, which will

she was by their immediate operalion.—
She must lie desolated, under this sup
position. M c are unable to day to ex
press many of our thoughts upon this de
cision of the House, but must conclude
with suggesting a very natural result of
making Missouri a foreign state—the
loss of the money due upon the sale of
public lands.

The question on the naked proposition,
for the admission of the State of jMissouti
into the Union, was yesterday settled by i
vote in the House of Representatives—oi
which occasion it was decided, that Missoni
as now constituted, should not btaJniittiU in
to the Union. Whether she would bo ad
mitted as differently constituted, is a questi
on to he decided when the resolution (con
taining an exception of any provision of the
Constitution of Missouri, if any such there
be, which contravenes a particular clause in
the Constitution of the United States,) w hich
has passed the Senate, and is now before the
House of Representatives, shall be acted up
on. We apprehend that the vote on that
resolve will not widely tiitFe.r from that
which was yesterday taken. -As many
friends as will he gained by the exception in
that feature will probably be lost by it—some
members considering it ns surplusage mere
ly, neither adding nor detracting from the
force of the resolution, and others view ing
it as a concession of principle.
On this subject, as it now presents itself,
we will offer but a few remarks.
The question which has been decided ne
gatively in the House of Representatives, is
not in any respect the same as that which
was agitated at the last session of Congress.
It is a question admitting of a difference of
opinion, which we have high authority for
saying, is not in all cases necessarily a differ
ence of principle. Wo do not mean to sny,
that the feelings which displayed themselves
at the hist session did not at all operate on
this more recent decision. We believe that
they did operate, sensibly arid insensily, on
the minds of thd members of both Houses.
But their influence lias been felt, without be
ing avowed.
We are induced to believe, however, that
but for the clause inserted in the Constituti
on of Missouri respecting free negroes, the
Constitution would have liecn accepted by

out hesitation. TUc friends of Missouri bail
prevented her restriction at the last session, in
the only particular lu which there, was any
dispute respecting her; tc it was due from the
people of Missouri to those who had stood
by them In the hour of trial, that they should
forma constitution against which no [ilea of
exception could he taken—If advisedly in
serted, the provision respecting free negroea
ought to liaVo been omitted. There was
the lesi reason ful inserting it, inasmuch as
the omission to insert it would not have im
paired the powers of the state in this ri sped,
and its insertion could not confer them if
riot before inherent in the people.
As the matter now stands, we trust no dif
ficulty will arise, even should ttie resolution
from the Senate not pass in the House of
Representatives. It could not have hern the
design of Missouri to enter into conflict with
the authority of the Union. Finding that
she has done so without intending it, we can
not doubt she will expunge from iter consti
tution tlie obnoxious clause, especially as it
is of no sort of consequence to her, neither
conferring power by its presence, nor taking
power away by its absence, and that site
will then be welcomed into the Union by the
unanimous voice of the Congress.
In what niannnr this question is to he pro
posed to the people of Missouri we do not
think very material. If a thing he deter
mined on, it is easy to find a way of doing
it. And in resped to this particular subject,
we ure. quite sure that the gencr.il opinion
will lie, that the shortest way is the beat. If
it can be adjusted by a conditional act of
admission, we. hope that course will he tuk-

Commodore Lane Chauncey lias been
ppointed, by the I'resident of the Uni
ted States, to be one of the Commission
ers of the Navy Board, and lias accepted
the appointment. The. Board now con
sists of Commodores John Rodgers, Da
vid i’ortcr, and Isaac Chauncey.
Among the strangers within the bar
of the House of Representatives yester
day, was Commodore Samuel Tucker,
from the State of Maine, who was one of
the Electors for that stale, end was sent
on to this City with the votes fur Presi
dent and Vice-I’resident, being between
70 and HO years of age, and having per
formed a journey of more then 600 miles
in less than live days. This gentleman
was in the naval service of the United
Slates during the whole of the Revolu
tionary War, and carried ;lte late Presi
dent Adams to Europe ia the Boston fri
gate on his lirst embassy thither. In
point of bravery and patriotism, Captain
Tucker is said to have been second to
none in the nation ; for he look from the
enemy 62 sail of vessels, having on board
upwards of 600 pieces of cannon mid
more than 3000 men.—Ik.

Mr. Beecher, of Ohio, delivered, at consi
derable length, his sentiments in opposition
to the passage of the. resolution. *
Mr. Cook, of Illinois, briefly assigned the
reasons wnich would induce him to vote a-
gainst the resolution.
Mr. Lotcndu, replied, in a speech of two
hours, to the arguments opposed to the pas
sage* of (he resolution, ami in vindication of
the report of lho committee.

tives, the proceedings of Congress appear to
he of no great interest. On tin* 19th ult. Mr.
Cbbk gave notice, that in consequence of the
absence of some members and in compliance
with the wishes of others, lie should postpone
his motion for going into committee of the
whole on the subject of retrenchments until
that day fortnight. The same day, it was,

lion of dollars he estimates will bn effected.
The chief reduction is proposed to be made

The resolution which hns passed tile Se
nate lies on the table of the House nf lie-
presentativtp, and there appears not to he a
disposition on any »idu to call it up at pre
sent.
The decision of the House of Representa
tives, on Wednesday, rejecting (he resolution
proposed by their committee for declaring
Missouri to he admitted into the Union,
must be expected to excite much public in
terest. We have adverted to that resolution
from the Senate, which is now before the
House, of Representatives, which declares
Missouri to lie admitted with a proviso that
it shall not lie cOiWrued to imply the appro
bation of Congress loan)’ clause in the con
stitution of Missouri, if theie be any such,
which contravenes a particular clause, in tin-
constitution of Min United States. We have
expressed the opinion that there will nut he
much difference in tho votes upon the two
resolutions. We learn, however, that there
will he some; and a pause (if anxious expec
tation will probably take place, until the dif
ferent measure", which Hie gentlemen who
voted in opposition to tho resolution may he
expected to propose, shall have been co.isid
ered and decided. As yet, but rue specific
proposition (Mr. I lill’s) has bei n made by a
mend,hi* of the majority fur settling this per
plexing question; but it cannoi tm doubted
that many others will he offered; ami per
haps it is desirahlo that, before any tin .g l.ke

erent views of those who have united in op

he developed in distinct propositions. Until
this shall he done, an opinion can hardly he

and who have now an opportunity of pro
posing their own, will he aide so entirely to
coincide in tin ir sentiments as to secure a
majority in favor of any of the various pro
positions which they will probably make.—
In the meantime, the friends of tile rejected
resolution, we understand, wait with solici
tude, hot without impatience, for tho plans
w hich in the opinion of the majority may he
calculated to secure tin* interests of tho Unj-
tod States in Missouri, and its just authority

nounce the death of Nathaniel Maz vnn,
Esq. a Representative in Congress from
the state of Rhode-lsland, after an illness
of n few Hays only. He dipd on Sunday,
about noon. His remains were interred
yesterday afternoon, in the Init ial ground
near trie Eastern Branch, with tliq usual
ceremonies ; the corpse being carried
to the Capitol at 1 o'clock ami (lie fu
neral procession moving thence, an hour
