The proceedings against the Queen
'lave terminated in the House of Lords.
It heino ascertained on the 10th, that
there would he only u majority of nine

tion was made by Lord Liverpool, to
postpone taking the question to that day
»ix months, which was carried. This is
considered in England as an abandonment
of the prosecution and great rejoicings
had taken place in consequence, through
out England. London was illuminated
three successive nights, in a very bril
liant manner, the windows exhibiting
tran-parences and placards inscribed,
•* The Queen Triumphant.” Some riots
took place in the course of liiese demon
strations of joy, and the windows of two
newspaper offices were demolished.—

CASE OF TIIE QUEEN.
The question on the second reading
of the bill against the Queen, was taken
on the Cth Nov. w hen it appeared there
were Contents, J23—Non-contents, 95
—majority 29. On the following day,
the debate on the 3d reading was com
menced, which was continued until the
10th. The house then divided ; when
there appearod for the third reading ;
108, against it 99, leaving a majority ol
only 9 in favor of the bill.
As soon as the state of the division was
annouiiccii, lord Dacre rose, and holding
a paper in his hand, .-aid he had been
intrusted with a petition from her ma
jesty, praying to be heard by counsel a-
gainst the passing of the bill. Lord Li
verpool said, that lie apprehended such
a course would be.rendered unnecessary
by what he w as about to state. He could
not be ignorant of the state of public
feeling with regard to this measure, and
it appeared to ho the opinionofllie house
that the bill should In; read 11 third lime
only by a majority of 9 votes. Had the
third reading been carried by as consi
derable a number of peers as the second,
ho and his colleagues would have felt it
their duty to persevere with the lull, and
to send it down to the other branch oi'tlu*
legislature. In the present state of the
country, however, and with the division

evinced by their lordships, they had

Liverpool had resumed his seat, hut the
confusion did not subside until after hi*
Lordship had been for some lime on his
legs. His Lordship complained of the
whole course ministers had pursued with
regard to the bill, which after the de
claration of the noble Karl, could scarce
ly he said to he before the. house, hut
which was still before the country, and
would long live in its memory. He
charged the servAuts of the crown with
(he grossest neglect of duty, in the first
instance, in listening only to c.r purU
evidence, and giving a w illing creden e
to the most exaggerated and unfounded
calumnies. They had thus for nianv
months, agitated the nation ; they had
produced a general stagnation of public
iita! private business ; and they had given
•1 must favorable opportunity, were it
desired, to the enemies of internal peace
and prosperity. They had betrayed
their king, insulted their (Queen, con
tinued cries of hear, from nil sides.) and
hud given a shock to the morals nf socie
ty by the promulgation of the detestable
and di-gusting evidence, in llie hearing
of which the house h id been so long oc
cupied. (Hear.) His lordship also re
probated, in the severest terms, the con
duit of the Milan commissioners, who,
having been appointed, not to investigate
the truth, but to obtain testimony of
guilt, had found in this country button
great an inclination to put faith mall the
stories their agents and witnesses might
invent against the honor and reputation
of theQueen of Great-Britain. The re
sult has been, that after inquiries secret
ami open—after tlie greatest calumnies
and the foulest libels had been made the
subject of detail and debate for fifty d.ivs
—after all the injury that it was possible
to do Hie Queen 'had been accomplished,
the hill was abandoned, not without rea
son, but assuredly without apology. His
lordship concluded by aosuring noble
lords on the other side, that the people
ol Great-Britain would not he satisfied
with the mere withdrawing of the mea
sure, hut w oul I demand a strict inquiry

I heartily rejoice in this event. I am nn
old man ; and my life, whether it have
been for good or evil, has passed under
the sacred rule of the law. In this mo
ment I feel my strength renovated and
repaired, by that rule being restored—
the accursed charge wherewithal we
have been menaced has passed over our
heads ; there is an end of that horrid and
portentous eXeresence ofa new law, re
trospective, and iniquitous, and oppres
sive ; and the constitution and scheme
of our politv is once more safe. My
heart utoofullof live escape we have
just had to let me do more than praise
the blessings of the system we have re
gained ; hut I cannot praise them ade
quately myself, and 1 prefer expressing
my own sentiments in the tine language
of one of the most eloquent authors of
any age, Hooker, who thus speaks in his
great work, Ins Ecclesiastical Polity :—
“ Of jaw there can he no less acknow
ledged than that tier seat is the bosom of
God ; her voice the harmony of the
world ; all things in heaven and earth do
her homage ; the very least as feeling
her care, and the greatest as not exemp
ted from her power. Both angels and
men, and creature* of what condition
soever, though each in different sort and
manner, yet all with uniform consent, ad
miring her as the mother of their peace
and joy.” The Duke of Montrose said,
he should oppose the motion for throwing
out tile hill, lie was convinced of her
majesty’s criminality ami should never
look upon her as queen. The motion
was then put and agreed to, mid the
house adjourned to tho 23d itnst. the day
on which the commons meet.
Her majesty was in attendance, in her
private apartment, at the house of Lords,
from ii quarter before twelve. Whilst
the peers w ere going thro’ the process
of voting icriatim, prior to the division,
her majesty’s counsel, who were behind
tlie throne, were noting down the votes.
As soon as they ascertained that the ma
jority would not exceed 9, they repaired
to the presence of her majesty, and ad
vised her to present a petition to be
heard by counsel against the pasving of
tlie hill.—iter Majesty received the
news of the majority for the bill with
great fortitude, and signed the petition
drawn up by her counsel with a smiling
air, saying, us she wrote the words Ca
roline, Regina, “ There, Regina still in
spite uf them.” In a few minutes her
counsel rushed into llie room, with the
glad tidings that the hill was rejected.—
Her majesty spoke not a word : she
looked fixed mid insensible as a statue.—
Mr. Brougham suggested the propriety
of her ma jesty proceeding immediately to
her carriage ; f»rr attendants handed her
down stairs, hot majesty still remaining
perfectly silent ; and it was not till after
she laid been some minute* in her car
riage that a flood of tears coining to her
relief, she was able to resume her
speech, anti her wonted serenity nnd
firmness. In the mean time, the cheers
of the rioblt* lords who opposed the bill,
re-echoed by the persons assembled in
the lobbies, and the caune, which had
excited intense anxiety in the multitude
which tilled Rnlacc-yanl, was sonn after
explained by Mr. Vizard, who came out
on the leads over the piazza. It was at
this moment that her majesty was enter
ing her carriage. The intelligence was
received with shouts of joy and con
gratulation, which spread in every direc
tion with the rapidity of an electric
shock. Thousands pressed around her
majesty's carriage, as it drove slowly 011
towards Brandenburg-house and felicita
ted her upon her triumph over the ma
lice of her adversaries. The hells of all
the churches rang qierry peals ; at ali
the theatre* that wore open, “ God save
the Queen,” w as called for and cordially
joined in by the pci formers and the au
dience. In the evening there was an il
lumination, as general and brilliant
could have been expected on so sadden
an emergency, and, to the midnight hour,
Ft streets w ere crowded with multitudes
of persons, congratulating each other on
the rejection of the hill, as if for an ini
portant and unexpected victory achieved
over an enemy w ho had approached to
our very threshhold. The news of the
rejection of the bill having preceded her
majesty, vast numbers assembled at
Hyde-I’aik-corner, and all along the
road to BrandenhtirgJi-housc, who, as her
majesty passed, rent the air with shouts
of “God bless your majesty”—“God
preserve you from your enemies.” On
her return to Brandenbiirgli-housc her
majesty found there several Italian la
dies, noblemen, and gentlemen, who had
the same afternoon .arrived in this coun
try, to give evidence in her favour in the

Canning condemned the proceedings a-
gainst the Queen, and refused his co-o
peration iu that odious measure. R is
also said he offered to resign his office*
hut that his colleagues requested him to
retain it, and that he kindly yielded to
their solicitation.
The rumor still continues of the de
sire expressed by the Earls of Liverpool
and Harrow by to retire from the cabiuet.
The noble Lord at the head of the trea
sury is said to have declared, that he
could not concur in any general declara
tion against the Queen, of the nature
suggested by Lord Ellenborougli ; anil
if his colleagues entertain any such pur
pose, he will certainly resign—though
eve'ry means have been resorted to in
the highest quarters, to induce him to
change his resolution.
Londo.v, Nov. 17.
The future destiny of the Queen is
presumed to engross at present the at
tention of ministers. The insertion of
her majesty's name in tiie liturgy is the
first difficulty which they have to sur
mount.
The French papers announce, with
some confidence, that “ great events are
expected in Italy ;” and add, that (he
advanced guard of the Austrian army is
concentrating at Terronn.
Apprehensions are entertained, that
the spirit of revolution is making <1 rapid
progress in Switzerland. All its machi
nery is represented as in full motion at
Zurich, Basle, and other principal cities
of that country. The secret societies in
the Tyrol are said to be intimately con
nected with those in Switzerland. All
their correspondence is carried on by
verbal communication made by travel
ling agents.
The King of Prussia left Berlin on
the 4th inst. for Troppon.
It nppears by accounts from Boulogne,
that the inhabitants of that place exhibit
ed great jov on hearing that Bonaparte
had escaped from St. Helena, as report
ed by the American papers—and the
police had much difficulty in preserving
tranquility.
An article from Frankfort states, that
a treaty has been concluded by the Bri
tish government with the Porte, which
lias offended the Emperor of Russia, and
may even influence the neguciation at
Troppan. It also mentions a report that
the Emperor Alexander had withdrawn
the contract for clothing for bis army,
from England, and conferred it on a com
pany of Prussian manufacturers.

The 'Ion. Keppel Craven, one of the
Queen's vice chamberlains, lias, by or
der of her majesty, written a letter to
the Earl of Liverpool, demanding a sui
table residence and e-tablishment for her
majesty. The letter states, 11 that ho

from his majesty’s government, that with
out any delay, a palace and establishment
sjwuld he provided, suitable to her ma

Mr. Thomas, from the committee on
Public Lands, reported the following
bill :
Be it enacted, dire. That in till cases
where lands have been purchased from
the United States prior to the 1st day of
July, 1820, it shall be lawful for any such
purchaser, on or before the day ol'
, 1821, to file with the Register of
the Land Oflicc where any tract of land
has been purchased, a relinquishment ij|
writing, of any legal subdivision of the
laud so purchased, upon which tlie whole
purchase money has not been paid ; and
all sums paid on account ol' the part re
linquished shall be applied to the dis
charge of any instalments which may be,
or shall hereafter become due&. payable
upon such part of the land so purchased,
as shut! not have been relinquished un
der the Foregoing provisions : Provided,
That the right of relinquishment hereby
given shall in no case be exercised so asi
to require any repayment from the Uni
ted States.
Sec. 2. And Ic. it further enacted, That
in all cases where the payment of the
whole sum due from the purchaser of
any tract of land from tlie United States,
as aforesaid, shall be made on or before
the day of eighteen hundred
and twenty one, a deduction at the rate
of per cent, shall be allowed upon
such payment.
Sec. 3 .lnd he it further enacted, That
all sums due, or which may hereafter be
come due, to the United States, on ac
count of any purchase of public land,
heretofore made, after the —►— dav of
eighteen hundred and twenty-one,
may be discharged by equal annual
instalments, which shall be paid on or
before the day and month in each suc
cessive year, upon which the several
purchases were made : Provided, That
any purchaser of public land, who shall
accept of the foregoing condition, shall,
on or before the day of eigh
teen hundred and twenty one, file, with
the Register of the Land Office vvlierea-
nv tract ol land lias been purchased, sub
ject to the said condition, a written decla
ration ot his acceptance of the terms
therein prescribed : And provided, also,
1 hiit ii any purchaser of public land who
shall have filed such declaration, shall fail
to make the payments required in this
seetion, in coutnrmity with the provis
ion* thereof, shall be subject to all the
conditions ot the original contract and
purchase ; and if such Failure shall oc
cur after the time within which the whole
purchase money should have been paid
to the United States, the tract or tracts
of land upon which the instalments afore
said shall not have been paid, shall be
deemed and held to be forfeited to tho
United States, nnd the same proceedings
shall be had that are prescribed by tho
existing laws in relation to lauds forfeit*
ed to the United States.
