From the amount of duties bonded in
Philadelphia for the two find quarters of
1S22 mid 1823, it appears that there
has been an increase, in favor of the pre
sent year of $(531,338 2 cents.
The result is not so favorable in the
port of New-York—the bonded duties,
for the two first quarters, are $030,000
less than they were in 1822, while the
amount of t{razvbacks, is estimated at
g 150,000 per month, “ nearly three
limes as much as they actually were
during the same period of last year.”
These tacts do not yet justify the N. Y.
American in its Fueers upon Mr. Craw
ford’s financial reports, for in his last
annual report, he calculates that “ the
importations of iho two first quarters of
the year 1823 will be less than the cor
responding quarters of the present year”
—and 11 that (he amount of debentures
which will be issued and charged upon
the revenue of 1023, will considerably
exceed the amount which was chargea
ble upon that of 1822.” So far, so

The Presidency.—A highly influential and
intelligent gentleman in a letter to tile Edi
tor of the Savannah Republican dated Neiv-
York, August 23d, 11123, speaks of the Pre
sidential election thus

ving tranquilly but certain—Mr. Adams Inis
many floating friends, but his interest seems
to bo confined to Nevv-England—tho' we con
fidently calculate on Connecticut and part of
Maine. Mr. Clay lias some good friends here,

Gen. da Itolh'ck, in fact, advanced on Co
runna with a firm determination to take the
place hy assault, contr. qui route, unaware,
no doubt, of the dillicullies of the enterprise,
and besides ignorant of the. additional pre
parations for defence, rendered extremely
effective, all hough done in tile hurry of tile
moment. After the trial made on the place
on the 1.7th, many of the French officers
were, of opinion lhal the attack was too ha
zardous with su small a force, (it did not ex
ceed 50(11) men :) but Gen. de Hourelt consi
dered that to desist from the enterprise, af
ter the expectations raised, would in a mo
ral point of view have an effect equally as
had ns u defeat, besides implicating the cha
racter of the Bourbon lilies. He overruled
i lie opinion of his officers, arid the next day,
the I filli, lie ordered the attack to be made
with his whole strength. A considerable
quantity of Brandy was distributed to each
man, and insensible of tfie heavy lire to
which they were exposed, they rushed on
to the attack, and hy the grape shot from
battlements were mowed down in numbers.
So savage and intoxicated were the French
soldiers in the heat of the action ; so inces
sant were the orders lo advance, that a,ser
geant with a paily of eight or ten men out
stripped their comrades fc entered the 8pa
nisli In east works, where, when they were
forced to surrender, they were totally in-
sensible of their danger as well as astonish
ed at the new voices they heard, being per
fectly intoxicated.

Extract of n letter from a gentleman on
imard die Congress Frigate, dated Gibraltar,
Sfith July, 1823: “We have just returned
from Cadiz where we have received our quie
tus as it regards an entry into that port.
“In my last I mentioned Mr. Rodney’s re
maining at Gibraltar, und our iulf ulioii to sail
t ie first favorable wind for Cudiz, with Mr.
Nelson On our arrival olf that port we found
it blockaded by two seventy-fours, five frigates
end several smaller vessels—one of the frigates
delivered a rery polite message from the ad
miral, expressing iiis wish that we would not
attempt to go in ; we, however, afterwards
hoarded the admiral who without ceremony
informed us, that we must not enter as the
port was in a strict stale of blockade, and ns

fall; should Mina, Ballesteros, Banos and

fence of their country he left to the hardy
and active Guerilla hands, that before they
should he sol. hied, and Spain quietly place
herself under the feet of France, a dreadful
crisis would arrive,—that the scenes of the.
French revolution would be renewed, and
finally some individual, like Napoleon, be
urged forward by circumstances, to assume
the direction of the nation's energies, and
perhaps re-act to tbeconfusion of Ihe enemies
of Spain—The more than human exploits
of that child of the revolution. The triumph
of fine principles inuM, sooner or later, take
place : it is vain that imbeciles oppose it—
for more than thirty years in Europe, man
has been contending for his rights; acci
dents, the elements, have when least expect
ed, interfered to prevent for a time, his en
franchisement, lint the spirit of the age will
not permit millions of human beings to re
main the slaves of a few despots—the con
flict was to re-commence—there could nnt
be a unity of design in the population of all
Eorupe, it must begin somewhere—in its
beginning live struggle may soem hopeless
but all Europe is ready lo rise in Ihe cause
which now agitates the peninsula—the spark
lias touched the train, and let a single im
portant reverse to the French take place in
Spain, or let them be compelled by a pro
crastinated W’ar at length to yield to necessi
ty, and either retire, or adopt the usual mtsi
sums of enemies ami invaders ; and who
does not foresee a reign of terror, anarchy,
and blood, for a season, and a re-action on
Europe that will ultimately whelm them in

A friend in Louisiana, after stating that
the insfitntion of Grand Juries is an affair
of recent origin in that State, and that the
French population are still unable to com
prehend its utility, relates the following an
ecdote in a letter of the 19th July—
