This supposition, by the way, is not far from a
narrative of facts. While tlie inhabitants of the
agricultural island pursue tin* occupation for which
they have such superior advantages, their lnbor
will result in the highest possible degree of advan
tage. This limy will do if uninterrupted by ex
traneous causes; while the inhabitants of the oth
er island will need no protection, to make them
iiidiiutacturers, that being the best business they
can pursue. Now, suppose the government of
die agricultural island undertakes to protect its
citizens in inaiiufaotures. To effect this, will
requite a protecting duty of oue hundred per
cent, or a deemed nod taken duty ut a lower rat®,
running down just as the deemed and taken run®
up. The price of manufactured goods will ol
course be just twice what it was tinder the former
system ; and though the money price of labor way
still bo a dollar, that dollar will procure but half so
much as before, and so to all practical purposes is
but hall*a dollar. The price of labor is reduced
one half. The community suffers in the sumo ra
tio. If one fourth part of the population change
their occupation in this now direction, then there
is a dead loss of on** half the earnings of that por
tion, or of one eighth of the whole income of the
community. If the community goes on to pur
chase ol foreign countries, and muiufuiu its rate of
expenditure as before, the deficiency must b®
made tip in specie. This and not free trade, hi
the real secret of some of our exports of the pro-
cious metals.
