still unorganized, aud the Radicals alarm

I he President will send tlie treaty to
tne Senate on Monday. The United
btates pays one million and a half dollars
lor ban Domingo, which ia to bo annexed
ss a territory, not a Slate.
Although tb e text of the treaty cannot
now e publicly made known, there is no
doubt that it contains the following posi
lions, namely : ° r
lirat. That the United States stipulate
to pay the sum of one million four hundred
thousand dollars.
Second. That this money is to be devot
ed to the liquidation of all obligations of
the Republic of San Domingo, including
the redemption of its currency, which is
represented of comparatively small amount.
Third. In case the obligations to be as*
sunaed hy the United States shall exceed
the beforementioned sum of oue million
five hundred thousand dollars, tho public
lands of San Domingo are pledged as se
curity tor the excess.
Fourth. Liquidation of obligations is en
trusted to Commissioners—one to be ap
pointed by each of the contracting parties.
Fifth. In consideration of the discharge
of these obligations San Domingo cedes to
the United States all forts, docks, custom
houses and ail other public buildings, ar
senals, etc., and complete jurisdiction ovci
the territory.
Sixth. San Domingo to be annexed or
acquired as territory, and not as a State,
and subject to legislation of Congress in
the same manner as territories of the Unit
ed States.
Seventh. Treaty to be valid to all in
tents aud pm poses when ratified by tbe
Senate of the, United States, aud confirm
ed by a vote of a majority of tbe citizens
of San Domingo.
Treasurer Angler’s Report
The annual report of tbe Treasurer of
Georgia, Dr. Angier, for the year ending
December 31, 1SG9, lias just been laid on
our table says the Constitution.
Tbo receipt from August 11, 18GS, to
December 31 1SG9, have been $2,731,713
93; the payments, $2,260,252 -15 leaving
on hand $471,4G1 78.
The total public debt is $6,014,500.
The taxable property of the State, exclu
sive of Railroads, Banking, Express and
Insurance Companies, is $200,000,000.
The estimated income of the State for
1870, is $1,345,000; tbo usual expenses,
not counting interest on the public debt,
$500,000, leaving $845,000 to pay interest
and reduce the debt.
The State Road paid $20,000 in August
1SGS; $25 000 per month to October, 1SG9.
nothing for October, November and De
cember.
The amount of $27,341 G9 has been
drawn by warrant by Gov. Bullock, which
the 'Treasurer has refused to pay believ
ing them illegal.
