The perfect management of the various depaitments, and tho superb accommo- dations for visitors added much to the effect of the exhibition. Thousands of visitors poured iu from ail sections of the State each day, and ail agreed iu prououncing it a most perfect success. Mayor Huff, the “Steam Engine Man’’ of the concern, has won for him self the admiration and praise of the thousands of visitors for the excellent arrangement of the Fair. The visiting members of the Press presented him with a handsome silver casket worth $150, as a token of their appreciation of his ccur«> tesies to them. Had we space and time we would like to speak at considerable length of what we saw, for besides the countless number of pretty articles entered for ex hibition, there were many objects that were lar more beautiful, and well worth the price of admission just for one view j we mean of course Georgia’s charming and lovely daughters. But the ladies would be offended if we advised people to go to fairs to see them rather than the exhibition of wares—so to avoid an af fair, we must desist. The Augusta C. S. & M. Fair Associa tion comes off tLis week, and we doubt not mauy who enjoyed the pleasing ex citement and rare displays at Macon, will visit this also. To say that they far exceed most of the actual horrors of the late war, is but the utterance of a trutli which we think, would he verified were it left to many localities to say which of the two they would choose ! Before our surren der, many parts of our Confederacy were overrun and occupied by Federal troops- but wherever the old United States of ficers—the graduates of We6t Point, had command—they were,as a general thing, governed by the humaitics as well as the Rules of Civilized war : it was only where the politico— volunteer or plun dering adventurers, exercised a little brief authority that the brutalities of ruffianism and ignorance largely predom inated. But as things are now conduct ed by direct orders from the President of the Uuited States, after a cessation of hostilities for more than six years, we are astonished at Gen’l. Grant's credu lity or petty revenge, in directly com manding and aiding tho harrassing, im prisoning and fining of peaceful citizens because acts of personal violence have been committed by lawless creatures who steal and plunder for their livelihood.and act the part of “men of straw” for scal awags and carpet baggers : ready to accuse whomsoever they are paid to ar rest, and as ready to swear to any and every thing to secure tlieir pay. The Russian “Slow i de/o'’ ‘words and deeds’, established by Alexey Micliaelovitcb, to aid his secret committee or State inquis itorial ‘posse,’ to hunt down and summa rily imprison every person obnoxious to to the ruling Powers, have been repro duced in South Carolina, after their a- bolishment by Peter, because of their ul- traism and unpalatableness, even to the stomach of Despotism, aud the crude mercies of semi-savagenes3. Nothing was required excepting this bare charge, or catch phrase, ‘Slovo i delo,’ whispered against any ones name and laid before the secret commission, to authorize his instantaneous arrest and imprisonment— where he remained until circumstances produced death or purchased his liberty. Gen’l. Grant’s respect for his high of fice as well as for his private character, should blush to have instigated like deeds : much more lo tolerate them in the face of the unqualified denials from honorabla men of the Republican party who voted for him, and who desire to sustain his administration by legal aud honorable means. These, his friends and partizins, live iu the iufccted dis tricts so stigmatised and subjected to martial law and indiscriminate arrests ; they know whether riots, or law and or der prevail, and what efficacy exists in the civil Courts, to repress all disturb ances to the peace and quietuess of soci ety—they have assured him, over and again, that his military interference is not only uuneeded but injurious to the maintenance of the purity of republi can institutions ! Yet lie heeds them not! And to-day, instead of his bear ing the olive branch, he seeks to scat- had every opportunity, in common with our fellow-citizens, to estimate him; and now that the award is made up— unanimously acquiesced in—we simply indulge and repeat the hope, that much good may result by our county authori ties taking their cue from his Honor’s precepts and following his safe example in expounding and administering the laws of the land, aud bringing to grief their guilty contemners—whose name is Legion ! Aud first in the catalogue of his co- adjutorffc we trust the Grand Inquest— the legal Inquisition of our county— will rigidly and diligently maintain its high prerogatives—thereby lending a helping, fearless, willing and working hand, to enforce fidelity to the laws and rsact a healthy tone in the morals of our community. It is our firm couviction that the wedge has already been stuck— that the seeds of reform have taken loot— and all that is needed is to ply with vi gilance and without faver, the persistent aud unflagging ‘licks’ of ultimate suc cess. The public mind is aroused from its apathy, and no longer contemplates with social indifference the presumptu ous boldness of crime—its rapid increase both in cases and actors—its diversified phases, and more than all, the facile and almost causeless provocatives to the per petration of wrong. It is the moral vis vita; of society—the God fearing and law-abiding element, that is rising in self-presorvation, and to aid more em phatically the reign of order and the ob servance of all civil obligations. But we think we do not err when we like wise state as our conviction, that, here tofore, there has existed too much len iency—to much ‘taking upon trust' by Grand Juries, when examining into the various and peculiar subjects belonging to their office. This is not exclusively the case with Baldwin, but the habit or growing inattention—if it involves noth ing more pernicious—pervades, with few exceptions, every county of our State. We havo occasionally noticed systematic, minute, full, and hence, more rigid inspection of the affairs of certain counties, and we have heard that in crease of confidence and a correspond ing sense of security, invariably follow ed. Nor docs such strictness entail any complex labor or difficult questious ; hut it does demand uniform, careful, patient and thorough scrutiuy, that is usually and very properly coufided to and elim inated first through committees appoint ed by the Foreman, who has previously been chosen by the whole array. And it is well when both Foreman and commit tees are selected with an eye single to their 6ound, practical, intelligent and unbiassed judgments. None but the best fitted and most competent, under all circumstances, should be made. It is a waste of time, if not a serious clog upon the successful labors of any Grand Ju ry to be obliged to wait and depend up on the incompetent or lazy movements of its committees. It is therefore highly important that all the committees should be composed of men who are not only business men, well iuformed and expert, but endowed by practice with special capacities for the particular branches assigned them, They are appointed at the matter ol our Public Roads to > much neglect has obtained ; or too easy exac tions have been claimed from all con nected with tho woikipg of them—from “Times Sc Planter” would date Lack nearly four years, as all the circulation aud interest obtained by tho “Journal” up to the time of its sale was turned over to this paper. There is no reason for longer delay ! Still another view which forms no mere unmeaning expletive to the com plete make up of an efficient Grand In quest remains. The several members are, or can be, known to each other suf ficiently long before they are sworn in, for them to study their duties—look out for the men who will be most compe tent for the several committees, as well as the one most suitable for the Foreman- ship. A little thinking aud a little con sultation before hand, will accelerate their joint labors and better secure all desirable ends that are iu‘ended io pro mote the great interests of their mission. Whether it is the fault of our laws or their loose, corrupt administration— whether the incumbents of many of our public offices aro simply weak and in efficient, wanting moral nerve as well as mental vigor; or whether their unfaith fulness is chargeable to a corrupt head and the general political prostitution of the times—are questions that demand thorough, speedy and fearless inquiry. If Georgia’s honor aud prosperity are worth the investigation, or there can be found honest men—brave men—willing men enough, to engage in her cause and the resuscilatiou of her resources from the baud of plunderers, pirates and rob bers who are and havo been for so many years, engaged in the unholy business of using their offices as mills for grinding exorbitant taxes out of the people and voting appropriations for purposes use less, or which were hut crudely or par tially realized—whilst the sums author ized were absorbed by contractors, a- gents, sub-ageuts, deputies, payees and transferees—each taking his per cent- age without let or hindrance for absos lutely doing nothing—the time is ap proaching when the remedies can and should be applied. We need no oiber or more comple il lustration of the shameful misapplication as well as wauton wastefulness of the public uiouey, than the way it has been paid out to the man pretending to dis charge the Duties of Attorney General of the State, together with the iniqui tous privileges which have been allowed e Stale and South. )atroi>age is truly 1st two months, as the indox shows, it has received from one to four columns of new advertisements each issue; and in this edition the pres sure upon its columns is so great that the publishers will he compelled to make further enlargements, for the accommo dation of their new advertisers, and to give a larger amount of good and inter esting reading. It was the object of the publishers in th.e outset to make the “Times Sc Plan ter” a first-class Journal, believing that such a paper would be highly successful. To effect this, they have spa:red neither pains nor expense, and their thanks are due the public for the liberal support given their efforts, Laurens County Agricultural Fair. Editors Southern Recorder: Allow me through tho columns of your valuable journal to say something regarding th above fair, or at least give your paper a i few brief comments on this laudable ca- j terprise, which came off in Dublin on the 28th and 29th ult. With a cl esire to j be numbered with other pleasure seekers, ! I left my home on the 27th ult. and ar | rived in Dublin on the morning of the opening day of tiie fair. For the information of our readers generally, and in answer to numerous ! inquiries, wo give, in this article, tho j maiu provisions of the hill upon this sub- j ject, which passed the House of Repre- j sentatives on the 10th of April last, at j the called session of the present Con j gress. From this, it will be seen what j classes of persons, by its terms, are not 1 relieved from the disability clause of the I so called Fourteenth Amendment. This ; bill was not acted on by the Senate be- | fore the adjournment, hut remains on ] the caleuder of business in that body, I to come up at the session to meet in De cember, now approaching.
