The New York World, of the 9th inst., contains an elaborate argument, which is highly commended by Georgia pa pers, and which seems to us lallacious and daugerous to aspirants under disa bilities. The argument, in brief is, That the 14th Amendment imposes dis abilities as a penal consequence of tbe crime of rebellion : that critno and pun ishment must go together : that Prcsi- j dent Johnson’s pardon obliterated tbe | criminality of rebellion, destroying all j its cousequences: that by the ruling of | the Supreme Court in U. S. vs. lvlcir, , Cougress has no power to anuul the j Executive pardon, tbe two departments of Government being co-ordinate and co equal; and tbe pardon being prior in time to tbe Amendment, it can only ap- ply prospectively. The writer with equal fallacy, admits an exception in case of “rebels” elected to Congress, because “each House is judge of the {qualifica tions cf its own members. We notice tbe exception first. In discussing this article from the World, we have assumed that the 14th amendment is legitimately a part of tbe Constitution. YVe do not so regard it, however, but rather as an infamous fraud, falsely proclaimed, but which we are compelled to submit to for the pres* ent, at least. A class of eighteen were confirmed by Bishop Beckwith, in Atlanta, on Sun day, 17th inst. A man in Atlanta is trafficking iu New foundlaud pups at $11 a pair. The Washington county grand jury have refused to recommend tbe estab lishment of a county court. The Atlanta jail is cleared of all its inmates, who are now engaged in making themselves useful to the city. The Spalding County Agricultural Convention was carried on successfully. Few voung men took partin it, though. Columbus has had a super-abundance of rain, which has swollen the creeks in that part of the country and retarded farming interests. The Columbus Enquirer is not too bashful to say that the streets of that city have bad a ‘sprinkling’ of ladies. The only conclusion to which a mind able to reason frem cause to effect can come regarding the lesson of tbe New Hampshire election has been reached by the New York Sun in the following utterance : The election in New Hampshire has settled two things. It has removed the faintest shad ow of a doubt as to Grant’s renomiuation at f-tiiiaUelpina, ana U has praved that the Dem- ocrati* party, acting for itself and according to its old ideas, has not the ghost of a chance for carrying the Presidential election. The New York Sun's hatred of Grant is intense, and it is a hatred resulting mere from disuppointmett because of the miscarriage of cherished schemes than any desire to benefit tbe country. But the editor of tbe Sun is a remarkably clear-headed man, who, while extremely desirous to defeat Grant, is uot blind to tbe difficulties to overcome. The Lib eral Republicans thus far have made no blunders. * They have worked within their own political lines. Many of the men to whom the Republican party is indebted for its strength are leading this new movement. At Cincinnati they will lay the foundation of a great national party which may in a single campaign overwhelm Grant, unless the Bourbon element of the Democracy find strength enough to defeat their schemes in behalf of free government. If the Democratic party put a nominee in the field the Liberal Republican movement must nec essarily fail. The Liberals no more in tend to pave the way for a return of the 230, Atlanta, Ga. From the St. Louis Republican: The election of Governor Haight in California, in 1SG9, was called the be ginning of a reaction to Democracy; go was the election of Governor English of Connecticut, in 1870; so was the elec tion of Governor Weston in New Hamp shire, in 1871. Yet all these three Democratic Governors have since been beaten for re-election, and the incipient reaction which their first success was such a thing could anywhere or in any way be justified, but because of the self ish reason that Grant's glory may bo in creased, and his .presidential prospects brightened by the step. For our part, we would invoke alien lion from Mexico to what is of more con cern. YVe would beg tbe Government to mind its own affairs, leaving other nations to do the same. YVe would urge this ambitious tyrant, thirsting for new renown, to find it in redressing wrongs at home—in rendering to the ten States now filled with discontent at repeated wrongs, perpetrated for years, fairness and justice, and by such practice of wis dom in conducting his own administra tion as will saliafy the world (hat self- government here ia not a failure, as ma ny suppose. This will he far more glo rious than iu robbing a sister Republic of her soil and government. This will help to redeem his name from just re proach.
