New Year’s Day celebration
recognizes reading of Emancipation
Proclamation in South Carolina

The people were there just as

_ people were cold, but their spirits
' were warm.

" sored by the Penn Center of the St.
" Helenas Islands exists largely
“through the efforts of Drs. Charles
“and Roberta Wright of Detroit,
“Michigan. The Wrights did a lot of
‘ research and letter writing to get
"'this celebration started.
" The site of the reenactment is
* baid to be the site where the proc
“lamation was originally read to
“the freed slaves in South Carolina.
It was said that they came by ox
“tart, foot, and by boat up the Port
"Royal Sound to hear the good news.
"~ Some 300 people from all parts
of the nation were on hand to
‘witness the reenactment. The cel
ebration is a reminder of an event
‘which has escaped notice in most
‘history books. On hand was State
Senator Glen McConnel, the key
“hote speaker. “The emancipation
‘was that tiny step that lead to a
giant step,” Mr. McConnel told
the crowd. Fifty years ago, blacks
‘Wwere not permitted to vote in the
state primaries in South Carolina.
