Present ’Cold War 1 Is Hot In Spots But
Could Break Out Into Actual Fighting

This gratis expression "Cold
War"—to describe present status
of the conflict between Russia and
the Democracies as compared with j
the “Hot War” of actual military ’
combat—bids fair to take its place
among history’s colorful figures of
speech.
However, like most ptirases which
represent a play on words, it could
lead us into a faulty estimate of the
situation if we didn’t watch out.
We might get the impression that
things are cooler than they actual

Well, how close is our "Cold War”
to “Hot War”? Appros of this
James K. Pollock, former advisers
on U. S. governmental affairs to
General Lucius D. Clay, military
governor of the American zone in
Germany, declares that “we might
as well dig in and prepare for the
inevitable conflict” if a peace set
lelment splits Germany into a So
viet-dominated area and an area
controlled by the Western powers.
Pollock makes this statement in
a report prepared for the Foreign
Policy Association, a private re
search organization. He says that
at the forthcoming Foreign Min
isters’ Conference in London, to try
to write a German peace treaty,
the choice is quite clearly for peace
or a continuation of the present
Cold War.

News statesment, “neither America

nying it to both we should reduce
the risk of war.”
Maybe that’s an
*!on.’ In any event, despite the
that our “Cold War” is warm in
spots, the situation strikes me as
sdding up to the view expressed in
this column long ago—that there’s
little likelihood of a major conflict
for years to come. If the Marshall
Plan holds communism on its pre
sent line, the position will be vastly
improved. If the Red tide sweeps
through to the English channel,
then war is probable in due course.

ATLANTA, Ga. llPt-War time
industry taught the South that it
could complete industrially with
the rest of the country and that
lesson is being followed today, a
researcher for the Sixth Federal
Reserve District says.
Charles T. Taylor reported In a
publication of the Federal Reserve
Bank of Atlanta that ail but five
of the 108 manufacturers whose
facilities in the nine-state district
were enlarged by the government
during the war nre producing still.
\lthough the plants employ
fewer persons than during the
war. he added, their employment
is above pre-war levels. Shipbuild
ing has shewn a 37 percent gain.
Seventeen of that industry’s25 war
time companies still are operating.
