The fifth of what Nixon
calls his "Six Crises" oc
curred in July. 1959 during a
visit to the Soviet Union. The
morning after he arrived in
Moscow. Nixon met with
Soviet Premier Nikita
Khrushchev in the Kremlin.
Following preliminary
ceremonies. Khrushchev
abruptly ordered all re
porters and photographers
out of the room and began to
harangue Nixon about the
Captive Nations resolution
which had recently been
passed by Congress, a resolu
tion which Khrushchev saw
as a "serious provocation."
Nixon later wrote that he
Carter wants broad
emergency powers
ATLANTA (UPI) - Gov.
Jimmy Carter plans to ask the
legislature to grant him broad
emergency powers in case a na
tional emergency is declared.
If the legislature agrees with
the plan, Carter could reduce
speed limits, control fuel alloca
tions, establish car pools, close
schools early, and ask busi
nesses to cut down to a four
day week.
Carter announced the plan
Friday and said a bill was being
drafted to be presented to the
General Assembly, which con
venes Monday. But he stressed
it was only a contingency plan.
“This would be predicated on
the declaration of a national
emergency," he said.
Carter said the bill, which is
similar to ones passed in other
states, would allow him to act
quickly in any emergency and
avoid calling the legislature into
special session. The special
powers bill will have an expira
tion date written in, he said.
Carter also said he would go
to the state Supreme Court if
necessary to protect Human Re
sources Commissioner Richard
Harden’s right to run his de
partment the way he wants to.

tions Chair man James ‘ ‘Sloppy’ ’

was surprised b y
Khruschev’s unexpected at
tack and shocked by his vehe
mence and profanity.
Shortly after this private
meeting. Khrushchev and
Nixon strolled together
through an American exhibit
in Moscow. At one point, they
paused in a model kitchen
and. before a battery of
videotape cameras, launched
into a harsh debate on the
merits of capitalism versus
communism which shocked
reporters.
Nixon recalled in "Six
Crises" that the climax of the
debate occurred wh e n
Khrushchev jammed his
when the legislature didn’t want
one.
The governor told newsmen at
his weekly press conference the
state can do nothing about the
problem of children going to
school in the dark. The only
possible statewide solution
would be for the legislature to
vote to put Georgia in the
central time zone, and that
move might be illegal, he said.
Reiterating his stand against
gambling, Carter pledged to
fight any attempt to enact a
bingo bill over his veto. He said
Sen. Culver Kidd, D - Milledge
ville, was trying to revive a
bingo bill he vetoed last year.
Kidd said later he thought the
vote would be “very close.”
He said Sen. Roscoe Dean, D-
Jesup, was making a mistake
trying to block the appointment
of James Bishop, of Brunswick,
to the state Board of Regents.
Dean accused Carter of going
back on his word when he ap
pointed Bishop, who lives in
Dean’s district, after promising
to support creation of a special
Senate committee to investigate
appointments.
“Senator Dean is trying to
prevent his own people from
having representation of the
Board of Regents,” Carter said.
“He’s making a mistake, and
any senator who backs him is
making a mistake.”
The first tornado swirled
along the ground near the Fields
Crossing industrial area one
mile southeast of here at 12:25
p.m. Officials said the twister
demolished a mobile home
owned by Danny Andrews and
then slammed into two nearby
residences, ripping two rooms
and the roof off one structure.
Andrews and his wife were at
work when the twister struck,
shattering their mobile home
and hurling debris over a wide
area.
“It was over in a second,”
said Macon County Civil De
fense Director Clarence Hair.
The tornado caused an esti
mated S2OO damage to the home
of Mrs. D. C. Kelley and then
slammed into a new concrete
block home belonging to Buster
McDonald, tearing away two
rooms and the roof. It then
roared through a pecan orchard.
Damage to the McDonald
home was estimated at SIO,OOO.

ATLANTA (UPI) - Steve A.
Massell, 18-year-old son of for

on charges of driving under the
influence of alcohol or drugs.
Massell was also charged with
failing to maintain the proper
lane and driving on the wrong
side of the road after being stop

Young Massell denied being
“under the influence of any
thing.” He said he “overmade”
a turn and then “over-corrected”
and the patrolman stopped him.
Police said Massell, a high
school student, was given a

Jackson
may hire
Eaves
ATLANTA (UPI)-Reginald
Eaves, commissioner of Bos -
ton’s prison system, is expected
to join the staff of Atlanta
Mayor Maynard Jackson within
the next few weeks, Jackson’s
office said Friday.
Eaves, former head of the
Boston Office of Human Rights,
has held the prison post under
Mayor Kevin White since 1971.
The 35-year-old black man
“very probably will be coming
down to join the mayor’s staff”
soon, Jackson’s office said.
Jackson and Eaves, who were
clsssmates at Morehouse Col -
lege more than a decade ago,
both were in Washington and
were unavailable for comment.
Published reports said Jack
son wanted Eaves to be public
safety director for Atlanta, a
proposed new position. The pub
lic safety director would over
see police, fire and Civil De
fense operations.
Creation of the new post
would put a buffer between
Jackson, a black, and white
Police Chief John Inman. The
two men have argued in the
past, particularly over police
treatment of blacks.
But Jackson’s office said
Eaves’ new job is “as yet un
defined.”

Increases okayed
PHILADELPHIA (UPI) -
The Penn Central Railroad
received permission Friday to
comply with four per cent wage
increases involving 13 national
labor unions and to appoint
attorney Robert W. Blanchette
as a trustee to succeed Jervis
Langdon Jr.
U.S. District Judge John P.
Fullam, who is overseeing the
reorganization of the bankrupt
rail line, also accepted the
resignation of Langdon as a
trustee. Langdon will assume
the post of Penn Central
president, vacated by William
H. Moore last week.
The wage increases, which
will cost the railroad an
additional $37 million annually,
will be retroactive to Jan. 1.
The unions and most of the
nation’s railroads reached an
agreement on the wage in
creases last spring, but Penn
Central’s trustees delayed ac
tion, citing uncertainties in the
railroad’sfinancial future.
