duct in the county sheriff’s
department without handing
down any indictments but has
recommended sweeping
changes in the department.
In a 16-page special present
ment issued Wednesday, the
jurors stated that only neces
sary force should be employed
in dealing with prisoners and
insisted that the sheriff person
ally conduct a full investigation
of any charge of brutality by
deputies.
The panel also recommended
state training be compulsory
for all county law enforcement
officers and that deputies be
trained in proper handling of
evidence in criminal cases.
In addition, the jurors said a
merit system should be institut-
ed to insulate the sheriff’s
department from politics. The
presentment further recom
mends salaries for county
officers be upgraged to a level
comparable to those of
lawmen in neighboring jurisdic
tions.
The office of Sheriff Jim
Wheeler has been under investi
gation since last summer when
Gov. Qeorge Busbee appointed
a special panel to look into
allegations of police brutality
and other misconduct. The FBI
has also investigated allega
tions of civil rights violations
by sheriff’s deputies.
The grand jury heard from 12
witnesses, including a news
man, several attorneys and
deputies and three FBI agents.
House balks

ATLANTA (UPI) — The
Georgia House has decided not
to act until Monday on a

legislative overview committee
for Atlanta’s Hartsfield Interna
tional Airport.
Some legislators said Wednes
day the measure probably is
dead for the session.
The resolution, by Rep. Jack
Connell, D-Augusta, was strong
ly opposed by most Atlanta

matter. Supporters said the
committee was needed to
determine whether the city is
proceeding properly on the S3OO
million mid-field terminal ex
pansion project.
House Minority Leader Mike
Egan said Wednesday creation
of the committee would delay
delicate negotiations between
the airlines and the city by six
months. He said a substitute
proposal by Rep. Jim West, D-
Jonesboro, setting up a state
airport authority to take over
control of Hartsfield, would kill
the expansion project altoge
ther.
“There is an onslaught on
Atlanta from members around
this state,” said Rep. Billy
McKinney of Atlanta. “There is
no need for an authority or
overview committee because
the Atlanta airport is operating
in an efficient manner.”
The House passed a bill that

City closes shine parlor
SALT LAKE CITY (UPI) -
A 23-year-old retarded man told
city commissioners he spent
more than $3,000 of his life

featuring scantily clad girls.
All he got in return was a
pair of shiny shoes and an
