Gov. Busbee to trim budget,
without cutting state services
ATLANTA (AP) — Georgia’s
budget needs to be trimmed by
more than sl4 million without
cutting state services, Gov.
George Busbee said Monday.
Busbee told legislative budget
writers in a prepared statement
that he would cut most of the
funds by delaying some bond
issues.
The governor proposed reduc
ing expenditures for the fiscal
year ending June 30 from $1,912
billion to $1,898 billion.
He suggested delaying bond
issues for a medical school at
Mercer University and for a
cargo facility in Glynn County
until next year’s budget.
Busbee also said the state
will need $3 million less than
the budgeted $8 million for a
bond issue to speed up con
struction of Georgia interstate
highways. Money used by the
state in interstate highway con
struction is reimbursed by the
federal government.
Os the proposed $5 million in
road construction money, the
governor said, $3 million would
be needed in the current budg
et.
He asked that the remaining
$2 million in this year’s high
way program be shifted into
next year’s budget. Also, Bus
bee suggested that a new bond
program be developed to pro
vide $3 million to cities and
counties for repair work on
their roads.
He said economic uncer
tainties “over the impact of oil
increases by OPEC nations and
the policies of a new adminis
tration in Washington” made
the cuts advisable.
Monday night, Busbee was to
address the first session of a
week-long series of joint meet
ings of the House and Senate
appropriations committees. But
because of a bad cold, his phy
sician ordered him to stay

Claudine Longet
Prosecutors may
call Williams
ASPEN, Colo. (AP) - With
prosecutors saying they might
call singer Andy Williams to
the stand, six jurors were ten
tatively seated in the trial of
his ex-wife Claudine Longet on
charges of killing her lover.
Williams escorted the 35-
year-old singer-actress to the
Pitkin County Courthouse on
Monday in this posh ski resort
community where she faces up
to 10 years in jail and a $30,000
fine if convicted.
Jury selection was to resume
today for the manslaughter
trial in the March 21, 1976,
shooting of 31-year-old profes
sional skier Vladimir “Spider”
Sabich in the $250,000 home he
shared with Miss Longet.
During a recess Monday, Wil
liams said he was uncertain
why prosecutors subpoenaed
him to testify. Dist. Atty.
Frank Tucker refused to dis
cuss why Williams was sum
moned. The singer left for Los
Angeles after the noon break,
saying he expects to return
next week.
Wearing no makeup, Miss
Longet sat quietly through
about six hours of proceedings.
She occasionally brushed back
her straight brown hair, held
by barrettes, and glanced at
the press section, filled with
about 30 reporters and artists.
Few residents of this celebri
ty-filled town showed up in the
second-floor courtroom, but
dozens lined up in the first-floor
lobby to get new auto license
plates which became available
Monday. Low numbers —a
after receiving complaints that
the DHR took too long to repay
health care providers.
But Busbee’s creation of the
new department must be con
firmed by the legislature,
which opens its session next
Monday.
Busbee is proposing an in
crease of $8.6 million in state
funds for the new department
in the current budget. The mon
ey would come from spending
reductions in several other
state departments, and most of
it would be earmarked for use
in case medicaid claims exceed
present estimates, he said.
status symbol in Aspen — are
given out to first comers.
Tucker, wearing blue jeans
and cowboy boots along with a
jacket and tie, said the fame of
both victim and defendant was
making it difficult to find im
partial jurors.
Any of the four men and two
women tentatively seated Mon
day may be disqualified later
through further challenges
from defense or prosecution.
Jury selection is expected to
take about one week.
One of three prospects dis
missed the first day, Aspen
Mayor Stacy Standley, admit
ted, “I felt the defendant was
guilty, based on the information
I had received” from a police
officer.
Tucker said he had decided
that Miss Longet’s 13-year-old
daughter Noel, who was report
edly at home when the shooting
occurred, was “too young” to
be called as a witness.
Miss Longet says the gun
fired accidentally while Sabich
was teaching her how to use it.
Noel is one of Miss Longet’s
three children by Williams,
from whom she was divorced
two years ago.
Colorado’s two-year-old man
slaughter law requires prose
cutors to show that Miss Longet
“consciously disregarded a sub
stantial and unjustfiable” risk
to Sabich when he was shot.
Minimum sentence upon con
viction would be either one
year imprisonment or a $2,000
fine.
