City Affairs.—An adjourned meeting of
Council, was held yesterday evening, for
the purpose of completing the election oi
City Officers.
A report of considerable length, was re
ceived from tiie Recorder, upon the sub
ject of the protest of Ben.iamin Siief-
tali., Clerk of tiie Court of Common Pleas
and Oyer and Terminer, against the right
of Council to proceed to an election at the
present period. The report concludes by
expressing tho opinion that “whatever
might have been the intention of Council in
the passage of the ordinance of 9th Nov.
1820, it is to all intents void, and the ordi
nance of September 24, 1821, not increas
ing tho period of time for which tiie Clerk
Should hold his office, nor any other ordi
nance posterior to'the passage of the law
of 1820. that Council possess the right of
Proceeding to an election of a Clerk of the
Court of Common Pleas and Oyer and Ter
miner.”

when the latter was about four miles from
land, a black sloop of about thirty-five
tons, put off, towing a large launch, which
was despatched full of men to the schooner,
when she immediately stood for the brigs,
then about three quarters of a mile off. A
breeze coining up, ns soonYts it was dark,
the Louisa made all sail ami stood for Sa
vannah. Captain II. is of opinion, from
every circumstance, that she could have
been nothing but a pirate; but having only
ten souls on board, it was impossible to re
tain possession of her without the co-ope
ration ofthe Captains of his two consorts,
which they declined giving. Captain Hop
kins fears that unless they were fortunate
enough, like him, to escape in the night,they
have both been plundered, if nothing worse
has occurred to them. The schooner was
a long low vessel, pilot boat built, of about
forty tons burthen, with “ Fame of Phila
delphia* 1 on her stern. The Captain called
himself Jacob Silbert, and said lie was from
Philadelphia, bound to Alvarado, out fifteen
days. The Louisa is armed with two
twelve and and two eighteen pounders.—

newed. The meeting of the island Legis
lature had been called for the first of Jan
uary. o period much earlier than the regu
lar time of meeting, it was supposed, for the
purpose of appointing new commissioners
to negotiate a treaty with France,
Pirates.—The ship Louisia, Capt. Hop-
bins, arrived yesterday, was bound from
Providence to N. Orleans, but put into this
- port, under tho following circumstances :~
When off the Hole-in-the-Wall, (Abaco) in
company with the brigs Commodore Preble
and Florida, both from Kennebec bound to
New-Orleans, foil in with a suspicious
schooner, with an American ensign and
pennant Hying, with four guns and ap
parently twelve’ men on deck. On coming
up, the schooner fired two guns to bring too
the ship and brigs, and afterwards fired a
shotted gun directly across the bows ofthe
Louisa. The schooner continued to sail
round the vessels, her commander asking
numerous questions respecting the latitude,
the course they intended to pursue, &.c.
Capt. Hopkins disliking her appearance,
they have discovered the only true, genu
ine and invaluable medicamentum, all oth
ers being “counterfeits,” of which the pub
lic should beware. We have only room for
the following extract from the memorial
which is the concluding part of it, aud con
tains a summary of the arguments advanc
ed
“ Your memorialists have in vain endea
vored to discover a solitary reason, why
auctions as they are should exist; in vain
have they looked for a single advantage re
sulting to the community from the auction
business. Unless it be to enable a state to
collect an easy revenue at the expense of
every citizen; your memorialists are utter
ly unable to discover a single benefit resul
ting from the present system of auctions,
but on the contrary a long train of evils.—
The prices of goods are increased beyond
what they would otherwise he ; the knowl
edge of American merchants of the value
ofloreign goods at the place of manufac
ture, is greatly curtailed, and to a very con
siderable degree extinguished. The quali
ties of goods are deteriorated, and frauds
and collusions are encouraged by the sys
tem ; the benefits ofthe importing business
are transferred from the American mer
chant, to tho pockets offoreigners :—Com

able has been done at 15 cts. although some

B E it enacted by the Senate and House
• :f Representatives of the United States
of America, iu Congress assembled,, That
the Legislature ofthe State of Ohio shall be,
and is hereby, outhorized and empowered
to cause to be sold and conveyed, in such
manlier, arid on such terms and conditions
as said Log.v.laturo shall, hy law, direct, the
following tracts of land, heretofore granted
lo said state for the use ofthe people there
of, to wit: so much ofthe six mile reserva-
ion, including the Saif Springs, commonly
called the Scioto Fnlt Springs, us remains
unsoldr the Salt. Springs near the Muskin
gum River, and in tho Military Tract, with
the sections of land which include the same;
the proceeds thereof to be applied to such
literary purposes as said Legislature may
hereafter direct, and to no other use, in
tent, or purpose, whatsoever.
