Reports continued to circulate that eeri-^
ous difficulties existed between Alexander
and the Porte.
A decline had taken place in the London
stock market. The London Morning Chron
icle, states as tho cause, that the Em
peror of Russia had threatened to invade
European Turkey, in case England should
acknowledge the independence ofthe South
American states.
Great alarm was excited in the stock
market on the first Dec. by the arrival of
an overland despatch lrom India—the India
stock fell from 2R8 to 285—it had been recent-

eulated, such as the detection or a
pondence between Russia and theBnrineze’
sickness in the British army to an alarming
extent, &c.—all of which, however, were
contradicted.
It is stated that a decree has been obtain
ed from the Emperor of Bra7.il, in favor of
Mr. E. Oxenford, of London, granting to
him the privilege of mining for gold in the
district of Minas Geraes in Brazil, and an
association was about to be formed for car
rying the plan into effect.

States, viz. the packet ship Leeds, from N.
York.
By the Madrid papers of the 25th Nov. it
appears that nine Constitutionalists were
executed at Corunna, for crimes alledgcd
to have been committed in July, 1823.
Letters from Madrid state, that on the
19th Nov. & Cabinet Council was held at the
Eseurial, at the close of which it was as
serted that a general amnesty would ap
pear, with the exception of only ten Chiefs
of tile Revolution, and that M. Zea Bermu
dez had received orders from the King to
furnish an opinion on the propriety of gran
ting a sort ofConstitutional Charter.—The
Conduct ofthe Spanish Authorities, how
ever. but ill accorded with this report, for
arbitrary arrests were still the order ofthe
duy in Madrid, and the police had even
gone so far as to issue an order coinman
ding all the inhabitants to deliver whatever
books might be in their possession arid all
papers printed since 1820, to the curates of
their respective districts, who were to re
turn such as they considered proper to re
main in existence, and to burn all others.
It is stated in letters from Vienna that a
Very serious dispute arose between Russia
and the Porte towards the end of Septem
ber, on account of an arbitrary act of Ach-
met Aga, the Turkish Military Comman
der ot Jassy. This individual having quar
relled with a Moldavian officer, had him
decapitated without trial, and in defiance
ofthe treaties made with Russia, 'by which
the safety of all Moldavian subjects was
provided for. The remonstrances of Russia,
and her demands for reparation, are said
to have been treated with contempt by the
Porte, and to have led to a declaration, on
tire part of the Emperor Alexander, that he
Would no longer submit to the insults w hich
he had borne from a desire to avoid an open
rupture. These threats caused great alarm
to the Divan, and on tho 14th Oct. they
came to the resolution to dismiss Achmet
Aga from his post.
Mr. Pauntleroy was executed on Tues
day morning, the 30th November. The
papers state that so much interest had not
been excited on a similar occasion, since
the time of Governor Wall, or the exccu
tion of Thistlewood and his associates.—
Crowds of persons had collected together
wa early as three o’clock, although they
knew they should have to remain in their
situations fur five or six hours. The hou
ses opposite the prison were crowded, many
of which had been occupied the whole

to 40 shillings for each person. The pris
oner appeared to be abstracted from the

Connecticut, a carver in wood. It is an
career of this once respectable but ill-fated
gentleman. Never, perhaps, did a crimin
al appear more abstracted from sublunary
objects or evince more sincere repentence,
or exorcise a faith more lively, than was
exemplified in the conduct of Mr. Fauntle-
roy.
The unhappy malefactor, after hanging
the usual time, was cut down and convey
ed to the room called the dead-room, where
it is usual to strip the body of deceased cul
prits, and place their remains in a shell
provided for the purpose, before they are
delivered to their friends. Several acci
dents occurred, through a cart breaking
down. The thieves, as usual, wore on tho
alert, and,among other depredations, they
robbed Mr. Dowling, of the Chronicle, of
uio puoisot-bonir which contained some me
moranda and bank bills.
National Legislature.—Our New-Vork
papers furnish the latest intelligence from
Washington. On Friday, 14th instant, a
bill was passed in the House of Representa
tives, to the third reading, to authorise the
President to subscribe $.3 )0,000 to the Che
sapeake and Delaware Canal Stock. The
vote was 86 to 83 on this question. Mr.
Clay was unwell, and was unable to address
the House on the bill to extend the nation
al road. Mr. Storrs laid on the table a re
solution, calling on the President, whether
there has been any correspondence with the
Spanish Government on the subject of Pira
cies in the Gulph of Mexico.
Jl/ex/co.—Letters from Alvarado mention
that two or three American vessels, were
under seizure for attempting to evade the
revenue laws, and that in consequence of
these attempts, the government has become
doubly vigilant, and had adopted such rigid
measures to prevent smuggling, as would
subject the fair and regular trading vessels
to considerable inconvenience.
Mexican papers to the 15th ult. have been
received by Mr. Walsh, which, he says,
contain no news. A letter from Alvarado
states that there had been t hree days of re
joicings there, in consequence of tho adop
tion of the Federal Constitution. Every
thing was moving in a regular course, and
new institutions gradually forming.
“ Our commercial laws,” says the writer,
continue to be defective. Merchants
complain a great deal. We’all wait with
impatience for the American Minister.—

The House and Lot. No. 117 Pearl-street,
New-York, was sold at auction on the 10th
inst. for the sum of 28,108 dollars. The lot
is ‘25 feet front on Pearl-sreet, and runs to
Stoat lane, on which is erected a small sta
ble. The Gazette states that about twenty
stores will be built next summer in Pearl-
street, within the short distance between
the Coffee-House and Counties slips.
The London Morning Chronicle mentions
that Sir James Mackintosh, has written a
long treatise on International Law, with re
ference to the Greeks, in which he urges
the importance of establishing maritime tri-
lmnals in Greece. The London Greek
Committee have sent it to Napoli di Roma-
na.
Col. James Gadsden, is announced by
his friends, in the East Florida Herald of
ihe llth inst. as a Candidate for Delegate
from that territory, to the next Congress.

The corner-stone of the Presbyterian
Church to be built in St. Augustine, was
laid in that city on the 1st. inst. The ser

A celebrated writer, says that, each age
advances beyond the preceding in the per
fection of knowledge.
The truth of this assertion, is every day
verified by the advances that are made to
wards perfection in all the sciences; and
not less in the art of teaching them, than
in the sciences themselves. The anatomy
ofthe human body, was once studied by the
dissection of brute animals only. Chemis
try was scarcely heard of, and Astronomy,
so useful to the world, could boast of no
children who understood her laws.
As near perfection as the sciences have
been brought, it hos not been, however, by
aid of miracles ; but by the united and suc
cessive labour of thousands. Those who
followed began where their predecessors
had finished, until a firm and sure founda
tion was laid, capable of supporting the
present edifice. We have the happiness to
live in an age to profit by the united labor
of every ingenious man, Rince the sciences
first dawned upon the world.
The acquirement of knowledge has, like
wise, been wonderfully accelerated since
the invention of printing, by which means

Liverpool Dec. 3—The demand for Cot
ton to-uay has a good deal subsided—but
2000 bags have been sold. The appear
ance of the market is certainly much less
brisk. The sales of thn week amount to
13,000 bags, of which 4,500 Uplands have
been sold in the last three days at 8j| a 9jd.
Liverpool, Dec. 2.—There has been a ve
ry good demand for Cotton to-day, and the
sales are not less than 4000 bags, at an ad
vance on Upland and Mobile Cotton espe
cially, of l to $ per cent, per lb. Tiie spin
ners have been buying, and are anxious to
get up tho prices tliut they may advance the
price of their Twist. For 200 casks mid
dling Rice 16s has been refused, and for 40
casks of good 18s perewt.
Liverpool, Nov. 30.—Cotton.—The de
mand during the present month, although
it has fluctuated occasionally, has been gen
erally brisk and very extensive. In the first
week 24,000 bags were 6old at an advance
of id to id ; in the second the sales were
scarcely 8000, and the prices declined to.
Jd; in the third week upwards of 2C,000
bags were sold at an advance of id ; and in
the last ten day.- the sales were about 12,-
000 bags, establishing a decline on most de
scriptions of Jd per lb. Our present prices
are about 1$d higher in Sea-Island Cotton,
id to 4d in other North American, South
American, and West India, jd to Id in
Egyptian, and id per lb. on East India than
at the beginning of the month. The ac
counts from the United States have contin
ued to report very unfavorably of the Sea-
Island crop, and unfavorably, though not
nearly to the same extent of the probable
produce of the Upland crop in Georgia and
Carolina.
Ofthe total sales in November, amount
ing to about 70,000 bags, it is supposed that
upwards of 20.000 bags have been purcha
sed by speculators, and of these probably
13,000 were North American (chiefly up
land) 6,000 South American, and 1500 to
2000 Egyptian. The sales of Egyptian cot
ton in this month have been principally us
ed by those spinners who have made it a
substitute for the North American Sea-Ts*
land Cotton ; but we are informed that it
is likely to prove a formidable rival to the
Cotton of Louisiana and of South America.
Of the probable extent of this year’s crop
in Egypt wc arc hill unable to speak with
any certainty ; it is generally estimated at
200,000 to 250,000 bags. The general im
port of Cotton is still very limited, and as it
is not probable that it will, at all, equal the
demand ofthe next four weeks, a great de
crease of stock at the end ofthe year, com
pared with the end of 1823, must inevitably
ensue.
The market is at this time very steady,
although not very brisk.
Rice.—The first week after advices were
received from America of the injury done
to the crops, there was a brisk demand, utid
6G0 casks sold at Is a 2s per advance, since
which the article has been inactive.

Very few men have ever enjoyed in a high
er degree the esteem and aff ection of friends
while living, or whose death will be more
sincerely lamented. His mind was distin
guished by uncommon powers of invention,
and was at the same time accurate, firm,
and decisive—his disposition was just, hu-
j mane, and beneficent. Perhaps no man
