By the arrivul yesterday of the ship Em
peror, Captain Bennktt, we have been fa
vored with New-York papers to the 5th in-
ctant, and from the editor of tho Evening
Post that paper to the same date, both in
clusive,
Wo are indebted to Capt. Ross, of the
schooner Felix, arrived yesterday, for New
Orleans papers to the 29th ult. inclusive.
We are requested to say, that the Bridg
es over the south and north branches ofthe
Little Ogecchees, have been completed un
der contract, and turned over to the Com
missioners of rouds, at whose instance they
have been rebuilt. The bridges are made
of cypress, and finished in a superior man
ner.
We omitted to state in our last that the
painting upon the western end of Lf.oe’s
Hall, in which the Oglethorpe Bull was giv
en, was executed by Mr. Wm. Rogers, ar
tist, ol this city.
Disasters at Sen.—Tho sltip Emperor, ar
rived yesterday, when olf Ocrocock about
thirty miles, on Wednesday last, at three,
P. M. fell in with the sloop Maria, Por-
quet, ofSavannah, in distress,having sprung
aleak and burst out the bends. The Maria
being in a sinking condition, and nearly full
of water, Capt. Bennett sent his boat on
board, and with much difficulty, a heavy
sea running, succeeded in getting the Cap
tain and crew, and Mr. Burrell, the owner,
of the cargo, on board. The Emperor af
ter laying by the wreck about four hours,
left her. The Maria was bound from
Charleston to Ocracock, with a cargo of
■alt and liquors—750 bushels of the former
were thrown overboard previous to the Em
peror falling in with her. The cargo was
insured, but no insurance existed on the
vessel. The Maria a few days before, fell
in with a ship’s stern-post.
The schooner Retrieve, Tefft, from this
port, arrived at Providence on the 29th ult.

Block Island, on the 20th ult. but was com
pelled to lay to eight hours in a gale, during
which time she drill ed 400 miles to the south
west. She lost overboard 34 bales of cot
ton, consigned to Mr. Stephen Water
man. The violence ofthe gale started the
stancheons, split her sails, carried awny the
main boom and galls, and'left her under
bare poles. Both pumps were so choakcd,
as to be rendered useless and at the sume
time 4 feet of water in the hold. In this
situation she was kept free by the exertions
of the crew in bailing from the run scuttle.
There was no fire on board and the crew
were severely frost bitten. Ilavi ng been in
this condit ion for two days and nights they
began to despair of all hopes of saving the
vessel or themselves when fortunately n pis
tol and some powder were found on bonrd,
by which means a fire was kindled and the
cpirits of the crew were n.uch revived in
warming their benumbed limbs. At the
ligeucur one day later, mentions the ap
pointment of the committee. The following,
however, contained in an extra of the Na
tional Journal, are th* proceedings of the
succeeding dny more at length.
In the House, on Saturday, Feb. 5tli, the
unfinished business of the preceding day
was taken tip, and the House proceeded to
bullet for a select committee on tho commu-
liication.of the Speaker.
Mr. Forsyth said, lie understood that it
was the intention of sonic member to place
his name on the committee. lie hoped the
house would not put him on the committee.
He did not wish to shrink from any duty,
but there were reasons which operated on
his mind, and which induced a wisli on his
part to decline acting. Ho thought those
who hud taken part in tho discussion should
not bo on the committee, us they would
scarcely go into it with unbiassed minds.
Mr. M’Lane rose to make a si ini liar com
munication as to himself, lakihg the same
ground, that it would be unwise to place on
tho committee any persons who hud parti
cipated in the discussion.
The Speaker pro. tern. Mr. Taylor, de
cided the communication to be out of order,
and tho house proceeded to ballot. Mr.
Ingham and Mr. Warfield wore appointed
to count the ballots, when the following re
sults were declared

two more remained to be chosen. Accord-
ng to the seventh rule, a plurality only will
be required on the second ballot.
Mr. Mangum, moved to dispense with
the 2d rule, in order to take the two mem
bers required to fill up thn committee from
the two nexs highest on the list—Ayes 84,
noes 69.
Two-thirds being necessary for dispen
sing with the rule, the motion was rejec
ted.

The National Intelligencer remarks, in
reference to the debate on the affair of Mr.
Clay, “ If no greater degree of excitement
shall take place than was witnessed yes-
day, wo see nothing to apprehend from the
denouement ofthe great drama so long an
nounced. of which the lute proceedings may
be vognrded as the first act. Happen what
may, we have a confidence that neither the
House of Representatives, nor its individual
members, will be unmindful of what they
owe to themselves, to tho dignity of their
functions, and the character of their coun
try. The tone of the debate of yesterday
was free, bold, and manly : bat wo do not
know that any thing occurred in the debate
which could give serious cause of regret to

Tho correspondent ofthe CharlestonMer-
cury (a friend of General Jackson) at Wash-
ingtion, under date ofthe 4th instant, says
After an unusually mild winter at New-
York, on the night ofthe lstinst. a snow
storm commenced, which lasted until the
next day at 3 o’clock. The snow was about.
17 or 18 inches deep. During the storm at
3 o’clock in the morning, the store No. 86,
l’inc-stroet, was destroyed by fire, commu
nicated hy an incendiary. Loss 10,000 dol
lars. Tho same storm was experienced nt
Boston—all the wharves and many cellars
were overflowed.
The Alexandria Gazette intimates that
Mr. Kremer has refused to fight Mr. Clay ;
but that he lias procured a substitute. The
gentlemen would act more wisely to clear
up their characters by facts, than by such
an argument as this.
National Legislature.—In Senate, on
Thursday 3d instant, a communication was
received from the President, enclosing
report from the Secretary of State, on the
memorial of James Ray and others, rela
tive to the brig James Lawrence and her
cargo, captured by a Spanish privateer and
carried into Porto Rico, in which the Sec
retary observes—“ That the case of the
James Lawrence is one of those of flagrant
outrage upon the property of tho citizens of
the United States, upon which thb Execu
tive Government of the United States have,
for the last three years, constantly applied,
near the Spanish authorities, exertions for
reparation equally strenuous and unavailing
—that the capture, in the first instance, was
illegal, and that the proceedings in the
Court of Appeals, condemning the property
were irregulur, cannot be doubted. A lust
appeal to the justice of His Catholic Majes
ty, at Madrid, is all that remains practica
ble in this case, short of measures which,
by authorizing reprisals, would assume upon
the United States themselves the task of
dispensing to their citizens that justice
which has hitherto been sought from the

Spanitih authorities in vain.
The Senate resinned the consideration of
the bill for tho suppression of piracy—the
amendment proposed by Mr. Smith, grant
ing aid to merchantmen to arm) being still
pending.
After motions to fill the blunk with $100,
75 and $50, the resolution itself was m<ga-
tived—!*7 to 15.
Mr. Macon moved to strike out the sec
tion, authorizing merchant vessels to re
capture prizes to the pirates and providing
lor salvage, upon which a debate ensued
which continued to the time of adjourn
ment.
In the House of Representatives, Mr.Call
of Florida, introduced a resolution instruct
ing the committee on the Judiciary to en
quire whether any ofthe Judges ofthe Dis
trict Court of Florida had received fees for
services not authorized by law, which was
adopted.
This resolution refers to Joseph L. Smith
who, on the information ofthe District At
torney of E. Florida, is accused of having
received fees for the performance of duties
appertaining to his judicial character. But
it is added that the Judge has never char
ged fees in U. S. and territorial cases. The
resolution was adopted.
The Speaker (Mr. Clay) rose from his

After remarks from several other mem
bers, the queston was loudly called for, and

Mr. Coudict, of New-Jersey, then moved
to postpone the further consideration of tiie
remaining proposition (for the appointment
of a committee, &c.) until nextday. Which
motion was agreed to, and the subject post
poned until next Jay.
The engrossed Bill from the Senate, mak
ing compensation to persons appointed by
the Electors to deliver the votes for Presi
dent and Vice President, was read a third
time, passed, and returned to the Senate*
On motion of Mr. Wright, the House
went into committee of the whole on t he
state ofthe Union, and again took up the
report of the committee appointed to pre
pare rules to be observed, hy the House, in
the election of a President of tho United
States. The question recurring, from yes
terday, on motion of Mr. Ingham, to strike
out the last clause ofthe third rule, which
directs that the galleries shall be cleared
on the demand ofthe delegation of any one
State—
Mr. M’Duffie rose, and addressed the
House at considerable length. He was fol
lowed by Mr. Mangum.
The committee then rose.

tions from Executive Departments;
The House adjourned.
In Senate, on Friday, 4th instant, the bill
for the suppression of piracy was again ta
ken up. Mr. Talbot, to try the principle of
the bill as far as relates to armed merchant
vessels, moved to strike out the 4th, 5th,
6th, 7th, 8th, 9th, and 10th sections, (all re
lating to that subject.) A wide debate en
sued, when the motion to strike out, was
negatived 22 to 21.
Mr. Lowric, moved to strike out the Cd
section (authorising the pursuit of pirates
on land)—negatived 28 to 16.
On motion of Mr. Mills, some minor a-
mendments were adopted ; and
On motion of Mr. Barbour, (who wished
to accommodate those who objected to the
clause as it stood) t.he limitation of salvage
for recaptures, was striken out., and the a-
rnount to bo allowed, left to the discretion
ofthe Courts.
The bill was then reported to the Senate
as amended, arid the amendments made in
committee of the whole concurred in.
Several ether amendments were offered
and negatived, alter which the Senate ad
journed.
In the House of Representatives, on mo
tion of Mr. Condiet, of N. J. the House
then resumed the consideration of the mo
tion of Mr. Fcrsyth, to refer the commnni-
i cation of the Speaker to a Select Commit
tee,

bate, which occupied the House till half
past four o’clock.
Mr. Archer moved at a late hour, to post
pone the further consideration of the sub
ject till Thursday next; which was negativ

Mr Cady, of New-York, moved to post
pone it indefinitely—but the motion was
pronounced to be out of order.
