In tho Supreme Coutt of the U. States,
on the 19th instant, in tho case of the Bank
United States vs. The Bank State of Geor
gia, the decree of the Circuit Court of
Georgia, was reversed, and the cause rc-
tnanded.
The Supremo Court of the United States
adjourned on the 21st instant, alter a fa
tiguing session of six weeks. The Na
tional Intelligencer states that the number
of cases on the Docket of the Supreme
Court, at the commencement of the Into
term, was one hundred and sirty-four. Of
these, with all the labor devoted to the bu
siness, but thirty-eight were arguedand de
cided-being one-fifth only of the whole
number; so that,upon an average, the av
erage time for obta^iing a decision on sn
appeal to the Supreme Court, under pres
ent circumstances, no matter how urgent,
bow important, or universal in its operation,
must be fee yean—a delay operating to the
denial of justice. For this evil, says the
Intelligencer, there must be a remedy. It
Ought not longer to be deferred by a mere
difference of opiuion as to the mode and
measure of the remedy. If the Judges of
the Supreme Court are not relieved of the
duties of Circuit Judges, in part at least,
they cannot discharge their higher and
more important duty of judging in the last
resort, with justice to the parties, to the
country, or to themselves.
Our late President Mr. Monroe, was to
leave Washington on the 23d instant, for
bis farm in Loudon county, Virginia. He
was to be escorted by a troop of horse and
teveral independent companies to the Dis
trict Line.
The Havana papers of the 5th instant,
Contain a decree of General Vives, estab
lishing a military commission in Cuba, to
try all persons suspected of being Constitu
tionalists. This rigorous measure is (bund
ed on the decree of Ferdinand, of the 13th
Jan. 1824, “ the more effectually to pre-

the Ncw-York Statesman) have, we beliove
travelled over nearly the whole extent of
the United States and Canada, and have,
at all times, exhibited the temper, feelings,
and modest deportment, of gentlemen of cul
tivated minds, anxiouB to acquire accurato
information of our country, itB resources,
and institutions, and of the manners and
customs of the people, and they have, on all
occasions, received the friendly and polite
attention of eur citizens with a correspon
dent spirit.
About a twelvemonth sinco, several de
predations wore committed upon the way
mail route between Philadelphia and Balti
more- Letters from Chester state, says
tho Philadelphia Aurora, that William
B arton, an apprentice to the then postmas
ter, has acknowledged that ho committed
those depredations, and five hundred dollars
hnve been recovered from him, which are
put into the hands of W. Anderson, H.
Mi era, and E. Dahlinoton, three respec
table citizens of Chester, to bo returned to
the rightful owner. The young man has
made his escape.
Oriental Dinner.—Captain Maitland,
of a British Iudiaman. in the harbor of
New-York, on the 17tli instant, gave a
dinner to a number of friends. The dinner
(says Noah's Advocate) which seemed to
consist of a profusion of rich viands, was
served up in the state cabin on the deck, in
a style of eastern magnificence, accompan
ied with the choicest wines, fruits, Sic.—
The party were wailed on by the steward,
cook, and others of the crew, all of whom
were dressed in their national costume,tur
bans, catlans, &c. During the entertain
ment, several airs were given by the ship’s
bond. On the deck were many spectators,
who seemed delighted with the novelty of
the oriental scene.

We notice with pleasure and feeling, a
communication signed " A Citizen,” pub
lished in last evening’s Republican- It is
fraught with noble and generous fueling
—his sentiments are those of a citizen, who
appears to boar the interest and welfare of
the state at heart—and they are those
which should be felt and breathed by every
freeman. There is one sentence in his
piece, however, which requires some ex
planation to the public, viz. he says “ ho
wished that a remonstrance should have
preceded their (our) resignation”—in an
swer to his wishes, we can say by %vay of
proof, as one among the many instances
that we Hava remonstrated In vain to the
Board of Pilotage, within the last three
months, on a similar occasion—they treat
ed our petition with contempt, by ordering
the same to be pasted on their books!! no
doubt to bo inspected at leisure by the most
argus-eyed oftheir Board.

martial law had been proclaimed at Uavana.
Capt. Bridges, from Jacqucmcl, arrived
at New-York, states that the Pirates are
again becoming quite numerous around St.
Domingo, and between Capes Tiberoon and
Nichols Mole. At Cape Maize on the Cu
ba shore, Beveral American vessels have
lately been taken by them.—Our cruizers.
it is added, are seldom seen onthe South
side of the Island of St. Domingo, though
we have a great trade there. An herma
phrodite brig, has recently been taken off
St. Domingo. Off Crooked Island, Cupt.
B. spoke an English brig from Jamaica, who
informed that two piratical schooners wore
Cruizing in the Passages, and had robbed
•everai vessels. The schr. Mobile, of Balti
more, had been obliged to throw overboard
her dec k load, and run into Jucquemel to
escape the pirates,
In Wilmington, N. C. a dinner and bal|

travel. Tho Capo Fear Recorder says—
“ We have keenly fell our disappointment,
in relation to the visit of General Lafayette ;
and the more, as we had been induced to
believe—nay, could nut doubt, until the
certainty presented itself—that we should
enjoy i)iH presence. Still wc complain not;
we are convinced that cogent reasons op

the Chesapeake and Ohio Canal Conpany,”
be, and the same is hereby, rutifisd and
confirmed, so far as may ho necessary for
the purpose of enabling any company, that
may hereafter he formed by the aifhority
of said act of incorporation, to early into
effect tho provisions thereof, in the District,
of Columbia, within the exclusive jurisdic
tion of the United States, and no further.
Sec. 2. And be it further enacted, That,
should the state of Virginia or Maryland
desire, at anytime, to avBil itself oftho
right secured to it, by the twenty-first sec
tion of the act aforesaid, to take and con
tinue a canal, from any point of the Ches
apeake and Ohio Canal, to any other point
within the territory of tho District of Co
lumbia, or through the same, on ansfata-
tinn to the President of the United .States,
by the Executive uf a state, the President
is authorized and empowered to depute
three skilful commissioners of the United
States’ Corps of Engineers, to survey and
examine so much ot the route of such ca
nal as may affect, in any manner, the na
vigation ofthe Cliosapoako and Ohio Canal.
The said commissioners, or a majority of
them, shall ascertain so far as practicable
whether the canal proposed to be construc
ted by the state aforesaid, will injure or
impede tho navigation of the Chesapeake
and Ohio Canal, and report to the Presi
dent of the United States the facts and rea
sons on which they may ground their
, udgment thereupon ; which report shall
ae submitted to the Congress of the Uni
ted States, at their session next ensuing
the date thereof, for their decision there
on ; and, if Congress shall be of opinion
that the Baid canal may be cut in the man
ner proposed as aforesaid, without impelling
or injuring the navigation of the Chesa
peake and Ohio Canal, the same shall bo,
conclusive thereon.

Circuit and District Courts of the United
States Tar the Southern District of New
York, shall he hulden in the City Hull, in
the city of Ncw-York, as heretofore, until
otherwise ordered by law, or until the Se
cretary of the Treasury, on the representa
tion ol the judges of tile said Courts, re
spectively, shall direct further or other ac
commodation to be provided for suid Courts,
or either of them I Provided. The compe
tent authority allow to said Courts the ex
elusive use of some suitable apartment for
holding the su me in the said City Hall:
And provided. That the District Court of
the United States for the said Southern
District of New-York may continue to hold
its sessions where the same are now held,
until the last of May. which shall be in the
year onethouaaun eight hundred and twen
ty-six; any thing in this act to the contrary
notwithstanding.

An Act to ertend the time for the settlement
of private land claime in the territory if
Florida, to provide for the preservation if
the public Archives in said territory, and
for the relief if John Johnson.
Be it enacted by the Senate and House
of Representatives of the United States of
America, in Congress assembled, Tlint,
when the Secretary of the Treasury shall
be satisfied that John Johnson, of Imliunu,
did enter, at the Brookville Land Office, in
said state, the cast half of the northeast
quarter ot section thirty-five, and the west
half of the northwest quarter of section
thirty-six, in township seventeen, north, in
range four, east, by mistake, instead of the
east half of the southeast quarter, and the
west half of the southwest quarter of the
same sections, it shall be lawful for a pat
ent to be issued to the said John Johnson,
for the two last mentioned half quarters, so
intended to be entered, on his relinquishing
to the United States his interest in, and
surrendering the patont issued for, the twu
first mentioned half quarters, in such man
ner as shall be directed by the Secretary
of the Treasury.
Sec. 2. And be it further enacted, That

of Represent atives of the United States of
America in Congress assembled, That, the
President of the United States be, and he
hereby is authorized, to appoint Commis
sioners to mark out a road from the Wea-

Sec. 5. And be it further enacted, That
each of the Commissioners appointed for
the examination of claims in East Florida,
be allowed at the rate of two thousand dol
lars per annum, in full for their services, to
be pind quarterly at the Treasury of the
United States, out of any money in the
Treasury, not otherwise appropriated:
Provided, however, That no one of said
Commissioners shall be entitled to draw
any portion of the compensation hereby al
lowed him, except on showing an actual
and faithful performance of the duties re
quired of him.
Sec. 6. And be it further enacted. That
it shall be the duty ofthe late Commission’
ers for the examination of titles and claims
to lands in West Florida, and of their
Clerk, to deliver the Register and Receiver
| of the Land Office for the Western Land
District of Florida, all records, evidence,
and papers, in the possession of them, or
either of thtm, relating to said titles and
claims. Ard it shall be the duty of said
Register anl Receiver to examine and do-
ide on all titles and claims to land in West
Florida, not heretofore decided upon by
said Commissioners, subject to the limita
tions, and in conformity with the provisions
ofthe acts of Congress heretofore passed on
that suhja:t.
Sue. 7. And be it. further enacted, That the
several claimants of land in said district,
where claims have not been heretofore deci
ded on, be permitted to file their claims, and
the evidence in support of them, with the Ro-
f lister and Receiver of said District, at auy
jiqe before the first day of November next,
Whose duty it shall be to report the same,
with their decision thereon, to the Secreta
ry of tho Treasury, on or before the first
day of January next, to be laid before Con
gress at the next Session.
Sec. It. And be it further enacted, That
the said Register and Receiver shall have
pover to appoint their Clerk, and prescribe
his duties, and who shall be allowed, in full
cortpensation for liis services, the sum of
eight hundred dollars, and said Register
