We have seldom seen our wharves as

great scarcity of sailors is experienced—-

At the time General Laf ayette arrived
at Fort Mitchel, on his way, one of the

If the following remarks are thought
worthy of the space they will occupy in the
Georgian, please to insert them. I would
premise, that I am indebted for many of the
facts and observations, to a recent publica
tion of the indefatigable Mr. Carkv, of Phi
ladelphia. Z.
The spirit of speculation in Cotton,
which was brought into existence by the
statements of the shortness of the stock on
hand in F.nglaml at the clneo of the year,
and which went on increasing up to the re
ceipt of the intelligence by the New-Eng-
land, appears, to have received, since that
event, a very material check, speculators
appearing to be taken “ all aback.” Few
transactions now take place, and the next
accounts are looked for with much interest.
Speculation is ever in extremes, and in pro
portion to the excitement roust be the re
action. I am inclined to think, it may
possibly have been carried too far—but at
the same time, I am not disposed to view
the latest intelligence in so gloomy a light
as it is viewed by some. It is certain, that
large quantities of Colton are in tile hands
of the Liverpool speculators—who raise or
depress the market at pleasure, as their in
terest dictates; having depressed the mar
ket by a united effort for the purpose of
purchasing, they hold on until the price a-
gain advances by the demands of the trade
—they theu sell as much as is required, and
as the demand ceases the price fails, when

South America and elsewhere, thus account
for the extraordinary rise in the price of
Cotton in Europe. If any means wore af

prices which might be expected to rule dur
ing the present season. It appears, how
ever, to be conceded that tho crop of the
United States this year will not exceeed

will be maintained. These prices may be
expected to vary, but the present price will
hardly justify the high prices paid here.—

The cause which excited the mist inter
est was that of the Bank of Newburgh a-
gainet Thomas Powell, survivor of Jacob
and Thomas Powell. This action was
brought some three or four years ago against
the defendants, for $2,300, tho amount of a
check which the Bank affirmed had been
received from the Mechanics’ Bank in the
city of New-York, and charged in the course
of business to the defendants. Payment
was resisted, on their part, on the ground
of forgery. This cause had been tried at a
former Court, and tile decision set aside by
the Supremo Court; and was now brought
on for a second hearing. Il commenced on
Tuesday morning. The Bank of Newburgh
proved, through its officers and clerks, the
positive receipt of the check from the Me
chanics’ Bank of New-York. and maintain
ed, by a great number of witnesses, its ge
nuineness. Tho defence maintained with
equal ability, that tho check was a forgery,
and had never been in tho hank at New
York. They were supported by tho Cashier
and all the clerks in the Bank except a Mr.
Colfax, who was in the Bank at the time,
and is since dead.
The amount ofthe check, and the sup
posed connection the decision had with the
reputation of tho parties ; the great number
of highly respectable witnesses who had in
some way been connected with the parties,
or were called on to judge ofthe hand
writing of the defendants, and the diversity
of their judgments, gave unusal interest
tn the trial. It wns continued until Thurs
day afternoon, and the mystery of its genu-
iness or forgery, and how it found an exis
tence, remained undiscovered when Mr.
Onltlcy addressed the Court, and stated :—
That the counsel for the parties had in
vestigated the subject for three days, and
were unable to coins to any satisfactory so
lution of tho question in dispute—that the
Bank was satisfied that the defendants hod
never received a consideration for the check,
and, from the evidence before the Court,
the matter of forgery was unsettled—he
then paid ajust tribute to the pure motives
the defendants, and to the memory and in
tegrity of Mr. Jacob Powell, whose check
was the matter nf dispute ; and said he was
authorized, by the surviving defendant, tn
say, that the Bank Directors, in prosecut
ing for the amount, had acted a fair and
honorable part, and that he had n. imputa
tion to cast on any of its officers—that, af
ter making these frank declarations, and
with these views, the parties had agreed'to
divide the loss, and each one pay its own
cost.”—A conclusion more satisfactory, per
lisps, than a verdict far either ofthe parties

A Vor AGE ROUND THE IVoflr.D.—The
ship Jupiter, Captain Daniel Leslie, which
arrived on Sunday from Manilla, sailed from
this port in June 1822, on a voyage round
the world. The editors of tho Gazette are
indebted to Captain Leslie for the following
particulars of the voyage :-
She first visited several of the principal
ports on the east side of SoutH America,
then doubled Caoe Horn, and coasted along
the western shores of the American Conti
nent, stopping at a number of porta and
places, after which she proceeded up the
Gulf of California, as far as civilization or
trade extended. She afterwards crossed
the Pacific Ocean several times between
America and Asia, (each time by a different

At the commencement of the galo the
barometer fell more than an inch, one-lmlf
of which in the short space of ten minutes,
a circumstance, it is thought, unpreceden
ted in tropical climates.
Capt. Leslie left at Manilla, a French
frigate and corvette on a voyage of science
ana discovery, under the command of Com.
Bougainville, son of the celebrated circum
navigator nf that name. As usual in French
National Discovely ships, they were well
provided with officers, proficient in the va
rious branches of sciencu. While at Ma
nilla. some of the officers were engaged in
surveying the adjacent coasts, and others
were exploring the Mountains of the Phil
ippines for rare animals, minerals and plants
—and drawing or painting, the most inter
esting subjects of nature and art. The
commander himself wns employed in ma
king astronomical and philosophical obser
vations. The time of their departure from
Manilla was retarded in consequence of the
corvetto loosing her mainmast in the gale nf
Oct. 30. They were first bound to Cochin
China, where the French have lately for
med a commercial establishment; tnoncc
they intended to touch at Canton, and af
terwards traverse the Pacific.
The Colombian ship of war Gen. St. An-
dcro, (formerly the Kensington of Philadel
phia) arrived at Manilla in November last,
and was given up to the Spaniards by her
crew who had inclined. After tho mutiny,
John Green of Snlem, assumed the com
mand, |ut the crew finding that he was
neither seaman or navigator, and having
nothing tn recommend him except his be
ing chief mutineer, put him in irons, and
gave the command tn Frederick Bergman,
(formerly an apprentice to Captain Charles
Wooster in New-York,) who had been a
midshipman on hoard before the mutiny, in
which however he did not join. The ship
was condemned as uuscaworthy, and her
crew like those of the Belgrano, which
went there the year before under similar
circumstances, got nothing for their disaf
fection.
It may not he amiss tn add that the Ju
piter, although she has been absent nearly
three years, has not loBt a spar or sail, anil
has gone over all the ground traversed by
Lord Anson, and which forms but a small
{ iart of her route. Capt. Leslie has scarce-
y had a man sick during the voyage, but
lost one man. Henry Stewart, of Aberdeen,
who was devoured by wild beasts, in the
Gulf of California, having imprudently wnn
dered a short distance from the ship. His
mangled body and clothes were found a
few dayB afterwards.
