Mr. Mono made the following Report,*- Which
Was read, taken up and agreed to
Tho Committeo to whom were referred Uie doc
uments, accompanying the Governor’s message,
have had the same under consideration, and re
commend that there be printed for the use of tho
Senate fifty copies each of the Correspondence
and Report of the Commissioners appointed to
settle the. boundary lino between Georgia arid
Florida; the Report Of tho Military Store Keep
er at Milledgcvillc, and of tho Resolution* Bom
tho States of New-Hatnpshire, Connecticut and
Rhode Island.
Tho fbllowing resolution,offered by Mr. Marks,
was taken up:
llesolred, Tliat a select Committee of five be ap
pointed by the Chair to prepare and report a bill
more effectually to secure tho conviction and pun
ishment of any person or persons who shall bring,
import, or introduce slaves into this State contra
ry to law.
Mr. Forman offered the following as a substi
tute:
Besot red, That a Committee of five be appoint
ed to inquire into the propriety of repealing all
laws regarding the commerce in slaves between
the several States.
On motiou the original resolution and substi
tute were laid on the table for the present.
The Senate then repaired to Uie Representative
Hall to proceed in joint session with tho elections.
After several ballotings, Rufus W. McCune,
Whig, was duly elected. After withdrawing
to their chamber, Uie Senate adjourned uulil 3
o’clock, P. M.
• At that hour the Senate met, pursuant to ad
journment. /
Wiu. C. Holt, assistant Secretary, Leonard T.
Dovnl, Win. W. Paine, and Hugh M, Monro,
enrolling and engrossiug Clerks, were sworn in
by Uie President. The Senate then repaired to
the Representative Hall, and proceeded to Uie
election of a Solicitor General for the Cherokee
District.

man. a joint resolunou was adopted in the Senate,
requesting the Governor to issue his Proclama
tion. appointing Thursday. 35th inst.. as a day of
Prayer and Thanksgiving to Almighty God for
the general healUi and prosperity of our common
country.
Leave of absence Was granted to Mr. Snider
fora few days, on account of Uie sickness of his
family.

The New Orleans Delta.
This truly valuable and independent journal
came to u* yesterday in a new and beautiful dress.
It has just entered on its third year, nnd it adonis
ns exceeding great pleasure to be able to state that
its talented and enterpriziug proprietors are re
ceiving a reward commeusurato with their merit*.
The Delta is a 'strong advocate of Justice, a
faithful chronicle of passiug events, and a chaste
and patriotic journal. It is as it professes to bo,
ueutral in politics, and is equalled by few, and
surpassed by none, of the presses of onr country.
We wish its spirited and energetic publishers,
continued success, and hope they will be able on
every recurrent anniversary to congratulate them
selves on their increased and still increasing pat
ronage.

In the House, yesterday, a resolution was in
troduced by Mr. Cabau'tss, of Habersham, to re
fer to a committee of five for revision, the rules
of the House of 1845, with instructions to re
print, as early as practicahle.which was agreed to.
Committee—Messrs. Cabaniss, Harris of Bald
win, Phillips, Bartow, and Jackson of Walton.
A resolution,submitted hv Mr.Shockley, of Co
lumbia, that the Speaker proceed to appoint the
usual Standing Committees and report the same,
was agreed to.
The Committees will probable be announced
on Monday next.
Mr. Bartow, of Chatham, introduced a bill to
give the cousent of the State of Georgia to pur
chases made by the United States, and to cede ju
risdiction ox er the same.
Mr. Clark, of Chatham, introduced a bill, to be
entitled au act to alter aud amend an act cutided.
an act to incorporate the Savannah, Ogechee and
Alataraaha Canal Company, passed 26th day of
December, 18*30, and for other purposes therein
mentioned, which bills were read the first time.

The object of this bill is to legalize sales of land
which have been made by Executors, &c. iu the
counties where they reside and published thirty
days—the existing laws requiring a sale in the
counties where the land lies, and also an advertise
ment of sixty days.
A resolution was introduced by Mr. Lewis of
Hancock, to appoint a Committee to unite with a
Committee of the Senate to examine the Execu
tive Mansion, and ascertain what repairs, if any,
are nece***ry to be made thereon—also, die fur*
niture, and what additions, if any, are proper to

Tho French steamer Philadelphia, Capt Bea-
*en t arrived at this port about on hoar since. She
sailed from Havre on tho ‘10th of October, and

Consuls are quoted on the Paris exchange.
On the 9th ult. tho French fund* declined on
account of a rumor that the Baring* had obtained
from the French treasury eleven million offrancs,
iu coin, to relieve the mone) market.
At Paris, on the 9th, tho quotations, of Three
per cents,_ was 75 francs 15 centimes, being a de
cline of 15 centimes. Fivs per cents, also de
clined 30 centimes.
The Aniericau mail steoiliship Washington,
Hewitt master, arrived out ou die 8th ult.
Tho French steamer New York arrived at
Cherbourg ou the 4th ult.
Flour and corn are low in all the markets of
France. It wus five francs lower in France than
in Belgium.
At Pari* tho sales of cotton were light. Wheat
was selliug at 33 a 33 francs per quarter, rice,
new, 13 a 14 francs; and barley,new, 13 a 13 francs.
Iu London on the Gth ultimo, cotton was steady.
Dates from Livarpool are to the Gth. The sale
and prico of fljnir is not given iu the papers re

Spain.—Navarez lias triumphed, and a new
ministry has been funned by tne Queen.
Switzerland.—The Canton of Lucerne was ii.
a state of insurrection. Also those of Friboyrg,

Africa.—News from Africa to the 33d of Sept,
states that n great battle had been fought between
Abdel Kader and die troops of Morocco, under
the Walls of Tagn, in which the Emir lost four
thousand men.
The Sun of the 5th gives the following addi
tional items of news received by the French
steamer Philadelphia, at New York:
The news received iu Paris on the Sth ultimo,
from London, caused a great fall in French funds.
The railroad shares were all declining.
Reform banquets continue to be the order of
the day throughout all France.

The Stair Elections.
The Baltimore Sun soys:—The result of the
elections in New York and New Jersey is curious.
While die whig* wrest the great State of New
York Horn the democrats by an ovewhclming ma
jority, the democrat* have taken Jersey from die
whig column, having elected their Governor by
over two thousand majority. The following are
the returns us far as received:—
New York.—For die first time since 1841, the
State Government of New York is whig in every
department save die Judicial. A whig Governor,
Lieut. Governor, all die heads of Department*.
Canal Board. Prison Inspectors, with a large ma
jority in each House of the Legislature. Never
before has the State Administration been re
dioronghly whig.
In New York city, the whig majority on Lt.
Governor’* ticket is 3,540: ou Comptroller’*,
4,543. Eleven whig3 and five democrats, one of
whom is Mike Walsh, are elected to the Assembly.

Louisiana.—The election in this Stale took
place on die 1st inst. We find the following re
turns in the Picayune of Wednesday :
In that portion of the 1st Congressional District
Austrian Government with respect to Italy,’ aud
to act in consequence.
Thu Semaphore of .Marseilles, of the Gth ult.,
reports that the Frcuch squadron was still before
Naples on the 1st of October. It is said in private
letters that the reformers of Naples have divided
themselves into three columns—the first division
is called the legion of Deatii, and forms the ad
vance guard commanded by Longobero:the centre
is commanded by Romeo, who has seized upon
Margiana, a large depot of arms*and munitions
of war. The rear guard is under the command
of Paulino. The artillery troops on duty at 3Iar-
giana joined die rebels after die noble exploit of
aspromonte. The insurgents of Berne in Abruz-
zle have abandoned their city and returned to die
mountains, in imitation of tiiose of Kegio. It is
said that Navarre is in rebellion, and large bodies
of troops are assembled, commanded bv the Bar
on Sofia.
The Canton of Luzerne is in a state of insur
rection, as well as tiiose of Fribourg and the dis
trict of Romont Gregoireaud die valley of Mau-
veney. It appear* that those Cantons wish to ob
tain the object of dieir demands troui the govern
ment.
The governments of Lucerne. Berne. 3Innich
and other cantons are earnestly engaged in mili
tary preparations, in view of tfie present critical
state of affairs. The majority of die cantons have
resolved to send in front of die Federal army com
missioners, who are to use their utmost efforts to
bring about a conciliation and prevent, if possible,
a hostile collision. The army will await the result
of their peaceful endeavors, and if unsuccessful,
it will distantly cross the frontiers.
Money Markets.—London. Oct. 5th.—There
have been no failures announced, but there were
miner* afloat of further suspensions. Consols
dosed at 83| to 84 cash; 65 on account.
Ot tober 8th.—Our accounts are by the way of
Pari*. The character of the advices from Loudon
are of a gloomy nature. There had been great
depreciation in railroad shares, and a fall of 5-8
per cent in consol*.

layed several trains, one of Which, after getting
underway, ran into another, causing a most se
rious accident. Two men. Barney 3IcGnirc, aud
a man whose name is not known, have died of
injuries received, and another man, John Regan,
is not expected to live. Five others were^eri-
ouslv injured.
The Cambria.—The steamship Cambria left
Bostou ou 31oudav afernoou for Halifax and
Liverpool, with seventy passengers for the latter,
(among them Mrs. Mowatt, die actress,) aud eigh

Money Matters.
The shipments of specie from New-York dur
ing die inontii of October amounted to $674,549.
Of this sum $68,992 were set»to Liverpool, and
die balance—595,556—was shipped to Havre.
The shipments of specie from New-York on
.Monday, the 1st inst., amounted to $118,575; of
which $99,369, in five franc piece* and 3Iexiean
dollars, went to Havre; $15,000, in Spanish dol-
lur*, to Sumatra, and $4,275, in five franc pieces,
to 3Ialaga.
Tiie steamship Cambria, which left Boston on
the l*t inst. for Liverpool, took out $298,660 in
specie.
The Havre packet ship Baltimore, which soiled
ftrotn New-York fbr Havre jm the 1st in-tant, car
ried out $GQ,0O0in specie, principally in fire franc
pieces.
- The imports of Specie into Boston during the
mouth of October were $77,416. The export*

Hon. J. W. Handngtou, United State* Sena-

Bishop Onderdonk—The Baltimore Sun says:—
The Tribune states that the Conrier & Enqurer
made a serious error in its article respecting the
Bishop, which we copied a day or two since. It
seems duit tho Bishop* actually’stood twelve to
thirteen on the subject of restoring the Bishop to
his functions, and that the House of Bishops re
fused to adopt the report of the committee of five.
The Tribune adil*:—
“One thing, our informant remarks, i* certain
—the General Convention has setded that the
Diocese i* not vacant, and Dr. Onderdonk is, by
consequence, the actual, though still suspended,
Bishop of New. York.”
The number of emigrants that-arrived a! New-

Saral.—The Baltimore Sun of the Sth instant,
says—We learn from die Norfolk Beacon diat
the frigate Cumberland was to sail from thence on
Wednesday, tbe wind bejng fair. She is to take
out Commodores Jones and Gcisinger and Com
mander* Stribbling and Glynn, and ilajor Stew
art, commodore’s secretary, and other#, to Clia-
gre*. The Herald states that she takes the place
of die steamer Iris, a* die latter will not answer
the object of reaching Panama by the 25th. Af
ter landing the Commodore aud Capt. S. at Clia-
gre#, the Cumberland will proceed to hcroriginal
destination in the Gulf.
Railroad Items.—Tbe New York papers state
diat the Directors of the Erie Railroad have de
cided to adhere to their preseut six feet wide
track, and diis is to be the permanent width of the
track from the Hudson to Lake Eric.
The Boston Traveller says that the Western
Railroad is so completely engaged iu the transpor
tation of freight from Albany to Boston as to be
unable to attend to way-freight. Large quanti
ties of freight have accumulated at Albany and at
all die points along the route. The Boston Cou
rier of die l#t iust. speakiug of this road, says:—
The receipts last week were $32,000; and the
gain over the corresponding week of Last year
$13.200.—The nett income for die year will not
vary much from 12 per cent.; am! a* but 4 per
cent was paid in July, any thing short of five
per cent, in January will not fairly represent die
value of the property, either intrinsically or re
latively.
The receipts of die Long Island Railroad for
October were $14,779, against $10,062, and with
die suspension of all Sunday trains.
A Patriotic Suggestion.—The New York Con
rier says: “We call upon those whose duty it is
—now tliut time has been given to enable us to
analyze the full extent of the glory won for them
selves and our country by Geueral Scott and his
band of heroes—to ta’ke the necessary measures
to celebrate, in a becoming manner, the events
which have made glad a whole people, and at the
same time to tesidfv their respect for the memory
of the gallant deadj and as for as possible, solace
the bereaved and afflicted who mourn over the
lo*3 of near and dear relatives fallen in defence of
the nation'* honor. Let us not forget that the re
nown won for onr country—exalted a* it i*—has
not been without a fearful sacrifice of gallant
spirits; and while we honor the memory of those
who have fallen on the battie field and m the
arm* of victory—where soldiers love to fall—
let us not be unmindful of those sorrow-stricken
relatives who have given so much to their coun
