Jay we received the Charleston Mcicuryuf the prcced-
itiC iluy. Somo extracts from the Message of Governor
Miller, contained in it, will be found in our columns.
In the report of tho Comptroller of South Carolina,
presented to the Legislature of that state, ho recom
mends a considerable reduction of the State Taxes, to
the amount of about $70,CC0, leaving a sufficient sur
plus, amounting to $120,037, from the reduced scale of
axation, turned all the engagements of the State, con
tracted for internal improvement, and the ordinary wants
of its expenditures. This i» on thu supposition that the
uuitnc of the Bank of the Slate will be equivalent in
future a* in past years, to the payment of the interest of
the public debt, and-the discharge of tho priticipul as it
becomes redeemable.
A seaman named Erastii* Austin, of Now London,on
Friday night, in a stato of intoxication, jumped from the
ship Mary Lord, al Four Milo Point, and was drowned.
A dinner was given at the Matirion House, Philadel
phia, on Saturday, 10th hist, to tho Hon. Mr. Brown,
late Minister to Franco. The lion. Joseph llophinsnn
presided on the occasion. The company consisted of
about one hundred and twenty gentlemen, among whom
wore the most respectable citizens and a number of dis
tinguished invited guests.
A very destructive tiro uccuricd at Camden, (S. C.)
on Monday last, supposed lobe the weak of an incendi
ary, the loss from which is estimated at $100,610. Ti e

A letter from Alexandria, (Egypt,) dated 16th Au

A letter from Alexandria, in Egypt, dated Align;*

Warren, escorting a merchant vessel undir tin; mime
flag. These are said to have been the first American
vessels ever seen in Egypt, and they have txc ud tl.u
curiosity of the viceroy, and of Ibrahim Pacha, lliiu-

risy, a French engineer in the service of tho viceroy,

rel between the Russian and American sailors at Havro;

A man named Edward Koalm, charged with having
picked tho pocket of Mr. John Moore, of Augustr, of a
poekei-lsiuk containing between 450 and 500 dollars,

evil; on tho contrary, it is a national benefit.
The Agricultural wealth of tho country is

Slave labor. Slavery exists in somo form
everywhere, nnditis not of much conse
quence in a philosophical point of view,
whether it bo voluntary or involuntary.—
In a political joint of viow, involuntary
slavery lias the advantage, since all who
enjoy political liberty are then in iact
ixoo. Wcultlf gives no influence at tho polls;
it does, where white men partorm tho menial
services which slaves do hero. Upon this
subject it does not become us to speak in a
wiiisper, betray fear, or feign philanthropy.
The late law of Ohio, imposing restrictions
upon their free colored population, is a sen
sible commentary on the sentimental Resolu
tions, heretofore transmitted to us by that
.State. From thislt stems that that their be
nevolence, and devotion to the equal rights of
man, hear an inverse proportion to th*e inter
cut they have in this matter.
Tho’Protest against tho Turifl* was by a
^peeittl messenger, forwarded to our Senators
in Congress, and ill duo form presented hv
them to the Senate, accompanied by some
spirited and eloquent remarks, and entered

mains yet to ho seen, what further order will
he taken thereon.

It appears from the Journal ties Debats,
that the Count St. Loger do Tlcniposta, ne
phew of Huron Hvdo do Nottville, who 1ms
been entrusted with purchasing Greek slaves
in Egypt, lmd obtained permission from the
King of Franco, that fifty of the orphan chil-
dred, whoso parents wi re massacred at Mis-
silqiiglii, should ho educated at Franco, lie
arrived with them at. Toulon, after a passage
of lorty-oiie dn\ s; hut the vessel had scarcely
appeared, when an order was received to

carried hack to their own country. This is
commented on as a barbarous act on the part
of the Ministry by the Journal.

The Belfast paper of tho lutost date says,
44 the Paris papers of Wednesday evening
contain an article headed “continuation of
hostilities in Turkey :” the meaning of which
is, that several of the Turkish provinces havo
risen against the Sultan, in consequence of
tlm severity of the conditions which Russia
hud imposed on him : tho acceptance of
which can bclo no one a matter of astonish
ment, considering the desperate situation in
which he was placed. Tho proximity of the

matter of much doubt whether he will be able

Paris, Oct. M.— Modification of the trea
ty of Adrianupic.—The French < iovernment
has received advices from *St. .Petersburg!!,
which announce that ‘-is Imperial Majesty
has consented to admit of modifications to
Ihe treaty of the l-ltli of September, which
will render il less onerous for the Turks, and
obnoxious to the other powers of Europe.—
The precise lint urn oftlio proposed modifica
tions has not transpired ; jiut it is stated on
very good authority, thntthey will principally
apply to the amount of this indemnity, as
on the amount, of this iditd« , nmily depends
the length oftlio occupation of the principal-
iles.
It is stated the article interdicting the pas
sage of tho Bosphorus to the vessels of na
tions at war with either of the two contract
ing powers, is not. to he found in the treaty
oftlio Mill of September; yet the MniiUciir,
oftlmttthof October, announced that such
a clause was in the treaty. It is to bo re
marked, that when the iftoniteur gives news
as being received by the government, without
quoting the authority of any other paper,
such nows, whether it appear in the official
or non-officinl part, is always official.

riauoplo was then official, yet it does not ap
pear to havo been correct. 1 believe the
truth to bo that the urticloin which tliisnssor-
tion was made, was drawn up in tho Foreign
Office here on tho authority, not of tho Trea
ty ns signed, but on that of a draft of tho
Treaty ns first proposed by tho Russians, hut
which Diebitsch himself modified attunvards,
probably in consequence of representations
made to him. At any rate, the clauso does
not exist in tho Treaty as it stumls now, and
in consequence one great source of contvn-

brave people will not look to the possible

honorable man, for his own purposes, never
