Under the act of Congress, approved 3d March 1863. en
titled‘-An act to extend pre-emption rights to certain lands
therein mentioned." the Pre-emption laws of the United
States as they now exist aro extended over tbo alternate
reserved sections of public lands along the line of tlie rail
road hereinbefore mentioned, where tho settlement and Im
provements were made prior to the final albtment of the at
ternate sections to tho said raiiro.d. Therefore all claims
by pre-emption to any of tho alternate sections of public
lands within tho limits origmally reserved will attach, if
predicated upon settlements made prior to the 4th February

and it is hereby ordained by the authority of the same.
That from and after the passage or this ordinance, tlie city

tlie first to embrace all that part of the city bounded on
the north by the Savannah river, on the east by Jefferson-

and surgical advice and attention, to visit them at their
places of abode when necessnry. to attend In person, or
by competent substitute, nt their offices nn every Monday
and Thursday, between the hours of 10 o’clock A. M and 1
o’clock. P. M.,forconsullation with out-door patients, and
tnkeepnlwavsa competent supply of vaccine matter for
vaccinating the poor and to furnish physicians, the lat
ter to pay a reasonable and proper price therefor.
Sec. 3. Belt, further ordained by the authority aforesaid,
That the said dispensary Physician* shall be'considered,
held and taken as officer* of the city, and shall be liable to
the same penalties for non-performance or neglect of anv
of their official duties as are now prescribed in the case uf
other city officers.
Sec. 4. Be it further ordained by the authority aforesaid.
That such Dispensary Physician before entering on the du
ties or ills office shall take tho oath prescribed for city ofll.
cere, and execute a bond with two securities In the penal sum
of one thousand collar*.conditional for the faithful perform

shall receive in full compensation for medicines and ser
vices, a salary of six hundred dollars per annum, payable
