Affairs In Europe.
It was feared that tho Hiuperor of Ibissia would not
withdraw tho troops from tho Principalities, tn which
coho the allied fleets would pa*j the Dardanelles.
A despatch from Constantinople, dated the 20th
ult., states tliut the Parte utid the great Powent ol
Europe had agreed to tho proposition of Austria, that
tho fleets be withdrawn, and tho Principalities evacu
ated simultaneously. The London and Paris Fuuds,
however, had declined, In consequence of a statement
that had boen made In the Paris Constituliwintl, to
the effect that England nnd France would not agree
to this arrangement.
It was reported that the Czar of Russia had ordered
fresh levies of troops to be made.
Moldavia had declared itself independent, and re
fused to pay tribute to tho Porte. A similar move
ment was anticipated in Wallacbia.
It was asserted that the Porte was about to Issue an
ultimatum stating tlmt if the Czar was not satisfied
with tho assurances of the Sultan, and persisted in
