I From special information, upon which wo place en-

I Jweinlwr, in the city of London, a most important
I Tmty of Allitme was agreed to and signed by Count

I We further learn that from the terms of this treaty,
I Iisia trill lie required forthwith to evacuate the
I Dnotiiaii Principalities, or that, in refusing, she hnz-

I jxal declaration of war from England and France.—

llbouiml Frenchmen, in tbo highest state of equip-

I to compel Austria and Prussia to show their hands.
I Kenny also expect a simultaneous movement of the
I Ftencli and English tlecta near Constantinople into
I lie Black Sea,and that the extermination of the Hus-

distrust, such as had been exhibited on occasions
when news unfavorable to the Russians had tri-us-

Omcr Pacha had inteiccptcd letters from Prince

keep quiet in the Principalities.
Fifty pieces of artillery had been seut to Adrinople,
and the Palace there was reparing for the reception

The London Weekly Press says that it has the best
authority for saying Hint the Emperor of Russia hud
addressed a brief but conclusive note to France and
England. ntinounaliJg that no rimhci* negotiations re
garding Eastern affairs could be listened to, and that
Russia bad chosen to settle the question by war.
In consequence ol the continued heavy rains along
the whole extent of tlio Lower Danube, which made
extended millitury operations impossible, both tl.«
Russian and Turkish Commanders were getting their
troops under cover, and Omcr Pacha, had marched
the bulk of ids troops back to tins quarters occupied
by them previous to their crossing tlio Danube. The
Turks, however, had formed au cutrciiched camp be

the campaign in Walla cilia bad only just commenced;
which seems very very probable, as it is reported
that the fourth and fifth Russian reserve corps arc re
moving from Bessarabia into Wallnchin.
It is reported in Vienna thnt an alliance hail been

advices from Hint city to the 28th ultimo state that
Austria supports the neutrality of Servin. Tho Sul

of whom now hold commands in the Turkish fleets.
The Turkish Government strictly prohibits Letters of
