writes on Tuesday as follows: “ The Cabinet bad

Judging from the debate in the Beasts yesterday

all ages, sexes and colors,) of about 600. There are
Methodist and Baptist’ churches, and I believe, a
Presbyterian, though all sects ase tbe Baptist meet-

or which Mr. Carlisle is the gentlemanly editor.—

It) their preaeut condition, we should have to cope
at a disadvantage with others who may have been
beforehand with os iu the application to their arm*
or tbe recent improvements. It has been our policy
heretofore to carry on gradually and slowly tbe
work of preparing for military e.fficieucy, both of
tensive and deieneive; and in pursuance of this poli
cy, tbe estimates of tbe War Deportment, from
year to year, have been limited to tbe execution of
such work only as accorded with tbe ordinary means
of our armories and arsenals, with bat a small force
of operatives in employment. The tegular esti
mates, last submitted to Congrt-ju, are based on
these considerations.
In view, however, of tbe propriety oi assuring, at
tbe earliest practicable period, military efficiency,
os it regards armament and munitions—we have it
obanaantiy, as regards men—it seems proper tbat
more active and vigorous measnres should now be
adopted; tbat we should increase tbe capacity for
