ident, be likewise accepted it being a part and par

The Committee on Water Works to whom was re
ferred the snmmonicstton of tbe Commissioners of
the Water Works of tbe 17tb October last, bave bad
tbe same under careful consideration, aod beg leave
to submit the following report:
The commiealonera recommend that all parts of
tbe city built up, wbicb are now without a supply of
water from tte works, should be supplied, and they
submitted plana and estimates for to doing. '
Y°ur committee went over aod examined ibort-
portions of tte city not supplied. Altboogb tbe
cost will be large, your committee are convinced
that It is but sheer jostlos to the property holders
there to put them on tbe same footing with those
wbo are supplied. They would bave preferred to
have supplied tbe several sections in detail, end tber
have divided tbe cell ou tbe City Treasury, could
ttsey bave done so with perfect impartiality, but they
did not reel at liberty to give one portion preference
over aay otter.
They bave, therefore, oome to tbs conclusion to
recommend tbat tbe recommendation of tbe Board
or Commlasiuners of tbe Bavaunab Water Works be
adopted, aod tbat tbo Board bo, and hereby are,
authorised to carry out their plana for supplying all
parts of tba city, on the beat terms they can devise.
When all parta of tba cltv shall bave been supplied,
and an equal protection have thus teen afforded all
property holders, tbe city can then impose a special
water tax aaffleieut at least to pay tbe interest on tbe
money expended in securing so groat a boon to lier

Eli K. McGee, was duly elected a Sergeant of
tbe Special Police and City Watch, by day and by
nigut, to fill the vacancy occasioned by the resigna
tion of Sergeant Doty.

On tbe election of Mr. E. McGee to the post of
Sergeant of Police, the Mayor entered tbe following
protest against the appointment of tbat officer:—
Gentlemen or Council.—As tbe Ezecntive of
tbe city, entrusted with the special supervision of
the Police, and consequently looked to by tbe com*
munity tor tbe good order and efficiency of that
force, I mast express my regret at, and protest
against, tbe election you bave made of private
McGee, to tne post of Sergeant. You bave in so
doing, set slide an officer selected by me, highly
commended by bis commanding officers for bis ability
and character. You bave appointed one wbo be* not
commended himself to nje, nor obtained from bis
officers or associates any expression of merit or
confidence, but wbo bas on tbe contrary very re
cently been arraigned, tried and punished for im
proper conduct in tbe disebarge of bit duty. This
appointment introduce* for tbe first time into tbe
Police, an officer without regard to official merit aud
in direct opposition to a recommendation from tbe
Chief of Police for meritorious service. It must be
injurious to tbe spirit and good tone oi tbe corps,
and cannot fdii to be productive of insubordination
and discord-
