Destructive Fire In New York.
New York, Aug. 30.—A fire occurred in this
city to-day, in the vicinity of tho Crystal Pal*
ace. Nineteen buildings were destroyed, in
cluding the Lattlng Observatory*. The Palace
narrowly oscaped.
City Election.—The Registry closed this

Our fellow citizen Louis N. Falmoant has
addressed a communication to the Jounla^
of Commerce on the treatment of yellow fever.
He is not a physician, but engaged in business
of a commercial nature. We understand, how
ever, that bis experience in the disease is very-
great. From the spontaneous charity of a good
heart, in the epidemic of 1854, he visited num*
bersof the sick and dying, and brought conso
lation and health to many n bedside. His
treatment is simple, and no doubt os efficacious
in that disense as almost any other remedy.
Yellow fever knows uothing which approaches
a specific, and, as Mr. Falligaht justly remarks,
“care and good nursing are everything.”
About a quarter after three o'clock this
morning, the wooden tenement on the City
Pound lot, south of and immediately adjoining
the old cemetery, was discovered to be on fire
The burning of the building had so far pro
grossed before the occupants were aroused
from their sleep, as to fill their apartments
with a dense smoke through which it seemed
impossible to effect an escape by the stairway.
A mattress was accord ingiugly thrown from
the second story window, upon which each
member of the family let themselves drop,
Two of the ladies, we regrot to say, received
some injuries from the* fhlf—Mrs.-R. Papot
who^c family occupied the premises, seemed
to suffer most. Physicians were in attendance
when we left tho scene. The hnilding wqs
nearly consumed, and but little of the contents
Raved. The fire seemed to havo originated in
ono of tbo back rooms on tho lower floor—Rv-
puplican ofthii morning.
We notice. iu the Norfolk Argun the 29th,

The Weather.—Yesterday wohadaheavy
blow from the southeast, accompanied nt
intervals by heavy rains. Our two steamers,
which left on Saturday afternoon for New York
and Philadelphia, must havo met with rough
water, but we have no idea that it has caused
any delay in their trips. It had very much the
appearance yesterday ot the tail of a severe
blow to the southward of us. We shall look
with auxiety for accounts from that quarter.
The wind to-day is from the northwest, which
presages fair weather.

Most of your readers are doubtless aware that
for more tliurt a ceutury nil the'great military
luwers of the world huvo made sedulous eUhrrt
o render the rifle principle available for ord
nance. Hitherto tho attempt has been reward
ed with no valuable results, though neither
time, skill, nor money, has beeo spared to se
cure nn object ol so much importance in the
great game of war, in which nations are oeca-
fioiiully compelled to engage.
The great Lancaster gun, of Sebastopol no
toriety, which has consumed so much ot Eng
lish skill aud English treasure, was itself butuu
abortive scheme. for securing tlie elfeets of rifle
grooves, by substituting therefor a hew form in
Ihu bore ol tho cannon. Our own eouutry first
illustrated tho great efficiency of tlie common
rifle ns a war weupon. It appears to Have
been also reserved for us to inruishtho flrst
practical solution of tho applicability of the
ritlo principle to cauueu.
There is every reason to believe that the
problem has ut length beeu solved by a citizen of
Alabama, who a tew months ago presented,
lor tho consideration of tho War Department
a form of projectiles for rifled cannon of his
invention, which have since been twice sub
mitted, with good results, to tlie test of actual
experiment. These experiments were made
witb a rifled twenty lour pounder, conducted
1»y experienced and competent officers of the
united States army.
Tlie results were such as to secure the confi
dence of the War Department, nnd induce an
m-raugemeut lor a third nud more extended
trial of tlie now projectile, with a view to its
udoptiuu by tiie government if finally ns sat
isfactory as anticipated.
These facts uro sufficient to justify all that
wc have predicated of them; but we may state,
us an additional endorsement, thut the practi
cal uud skilful proprietors of tlie West Point
foundry, (among whom is Captain R. P. Par
rott, late of ilie United States army,) have
jiirchused one-fourth interest iu tho mvoiitiou
or this country alone, at the rato of fifty tliou-
taud dollars.
Arrangements hare also been instituted for
bringing this invention to tiie notice of Euro
pean powers, and seeming for the inventor tiie
profits of Ids discovery.
The projectile in question is of the elongated
form now so much in vogue, and by a simple yet
ingenious combination of cast aud wrought iron
secures all tlie advantages of the Minnie ball.
Being cutircly of iroii, it has a decided mpe
ioiity in tin economical point of view over the
various forms ofleuded cannon-balls that lmvo
been proposed ; while it possesses-the import
ant advantage of being used red hot wlieu de
sired—a mode of attack particularly formidable
to shipping. The only cliango necessary to adapt
it to the ordiuary form of cannon is the cutting
of two or three grooves in the gun—An oiiora-
tioii of blit lltlle cost or difficulty.
An increase of range and accuracy in tho tiro
of artillery are two or the important results that
will inure from this invention; nnd us artillery
is the great arm by which the fate of modern
battles, whether on sea or land, is mainly decid
ed, the importance of such remits may bo
readily estimated.
We may mention, us a third und still more
important gain tho increased efficiency thut
will bo secured for the terrible system of direct
shell-firing, especially nguinst ships—a system
that will long render Siuop a dark day in the
Turkish calendar, and which has immortalized
the'name of Paixhan, while it should, iu justice,
lmvo brought fame to an American officer of
urtilleuy; for, coupled with increase of range
and precision in direct shell-firing, ns distin
guished from the vertical tiro of bombs from
mortnre, this Invention will, in such cases, ena
ble our artillery officers to disponso with the
ordiunry time fuze, tho burning of which is ot
necessity, more or less uncertain, und liable to
be .extinguished by strikiugtlio water—an in
cidcnt of constant occurrence in all naval com’
bats.
From the fact of this new projectile uniform
ly striking upon its apex, the time fuze may bo
substituted by a percussion fuze, that cannot
bo extinguished by(wutor, while it will explode,
by impact with any solid body, us inevitably
as a cap upon tho best fpercusslon lock, ft
will in this way. therefore, bo as easy to lodge
aad explode a shell in the sido of a ship us
to strko it witii a solid shot, while the cflcct of
one shell, thus exploded, may ho as dLsastri-
oils a whole broadside of the latter.
Splinters usually plug the apertures made by
solid shot, however largo; bat the conscquonee
of a shell exploding in the hull of u ship would
be the tearing nnd bursting effects of a mine, and
one or two such, taking ellbet near the water
lino, might compel the tallest three-decker to
succomb to o comparatively insignificant adver-
~~rv properly armed.
We think wo recognise in. this improvement
of the rifled camion au expedient for promptly
uud economically bringing np our navy to
something like an equal footing with any Euro
pean marine. For this, and other obvious rea
sons, we lmil this invention ns another and val
uable addition to the list of “peacemakers,”
that will eventually render wur too terrible und
too expensive agumo to be played at, except
in self-defence, by the most bellicose nnd
wealthy of the nations.
