by his Honor Heyor Screven, of this city, who

In behalf of the city of Savannah, I extend to
you a cordial welcome within her limits. Hay

I hope that the results of your deliberations
will be practical, In elevating commerce, and
developing the resonfees of our greet country.
- - It has been the eastern, ud it is highly pro-
palo invoke the blessings of Almighty God
upon onr deliberations, ud to open our Con
vention with prayer. I therefore call upon the
Bight Reverend Bishop Elliott, of this oity, to
perform that service for ob.
The Bishop knelt, and offered np the follow-

Upon assuming the chair the President
addressed the Convention u follows:
Gentlemen of the Southern Commercial Con,
nation, in returning my thuks to yon tor the
entirely unexpected end fully unmerited honor,
which yon have been pleased to confer npon
me, I most be allowed to say, that I do not take
any part of it to myself. It is, I know, a tribute,
from the heart of the South, not to the indivi
dual, but to that undent ud venerable com
monwealth of which I am one of the humblest
citizens, tn a State which, while she hu been
always loyal to her obligations to the whole
country, has beca ever, as she ever will be,
tree to the Sooth in ell her interests. (Ap
plause.)
It is indeed, no smell honor to be called at
such a time, ud by such a body, to preside
over its deliberations, and to render such aid
as an humble individual may, to the labors and
successful discharge of the duties of this Con
vention. The time at which yon meet, the
very moment of your assembling here, makes
the Diet important in the eyes and estimation
of the nation. The objects and the influence
and the value of your deliberations, are per.
haps beyond that attaching to the deliberations
and results of any convention spontaneon*
witb the people which have assembled for
many years past We are assembled ns a con
vention of men, free citizens of the South, not
for the purpose of discussing poUtkal ques
tions in the manner and estimation ud with
the interests and feelings of politicians; bnt
for the purpose ot considering what we ean do;
all admitting and conceiving that something nam “
wo ought to do, to restore what has in past
been lost, the commercial independence, and
witb that, independence in every sense, of
that South to which we are all in heart and
spirited devoted. [Applause.)
It is but a moment gentlemen, since we have
passed through one of the most memorable
struggles which this country has witnessed,
since first her character ns a free and indepen
dent nation was established. A war as unpre
cedented tor the motives which prompted it,as
unprecedented for the means and manner in
which it has been conducted, has but recently
been waged upon ns. Bnt thanks to that God.
who has always governed and controlled the
destinies of onr land, wo have come through it
n nation yet united happy and free, and the
stout South still, as she always has beta loyal
ud true to the wholo country. (Applause.) Bnt
it is not to lie disguised—the. man who would
disguise it from you, would in my bumble
judgment mislead yon—it is not to be disguised
that the contest is not yet ended. Already
from the Senate chamber of tbeU. 8., has it
been announced that the war is not yet ended,
but only deferred to be finished, in the year
USO, when this war upon our institutions, ud
our houses, and of course npou our liberties la
to he renewed.. Under these circumstances,
following |n (be footsteps of others who bare
gbno before ns, we hare come together tor the
purpose of considering what is to be done, not
io dhaoivo this Union, as onr enemies falsely
charge upon us, not to disturb the constitution
al compact In any wise, nor to war the general
happiness of tbo country, but for the purpose
of considering what we can do on this occasion
to make this Union, If it can still bo preserved,
a union of the whole country, a union of the
free and Independent north,no lesa than a
union of tbo free and independent and an equal
South. (Applause.) Onr enemies hare already
assailed us In advance, already have they en
deavored to bring charges against us which
your deliberations will prove, as all delibera
tions of Southern men hitherto have proven, to
be unfounded*
At one time posseeilng the almost entire
trade and commerce of the country, we have

part or the country they represent? I beg
leave to aay this for myself, aa I am sure 1 may
hay for all of yon, that there la not within tbia
illy a heart disloyal to any patriotic obli
gation. The 8outh asks but justice, but equality,
and tonothing leas will she submit (Applause.)
She asks only that she' may enjoy witb others
what this Union wu Intended to secure to all,
to her as well as to the rest; and she la too
proud, too Independent, too just, too patriotic to
ask anything for herself which should not be
conceded '*to all. NVby then should there be
doubt or hesitation in raped to the course we
are to pursue here ? We come here as Southern
men, it Is true; but a Northern man .who is
true to the South, cannot be otherwise than
true to the Union, while the Union ia ^Union
under the constitution and accord ing to ihe con.
stltution. (Applause.) What we may du within
these limits arid under these ieellogsand guided
by these principles, what we cun do to restore
what has been lost, remains a problem perhaps
yet to be solved. Yodr deliberations lam sure will
point to a practical result, we have come here
not for the purpose of declamation, or abstract
resolution, bat we have come here to ascertain
ome practical result, which while it shall do
justice to the South, shall, also strengthen
the North, while the North Is loyal
to tboee obligations which we admit and
by whieh we mean to abide, while this Un
ion remains a Constitutional Union. But
the day may come, we do not attempt
to disguise it, for to do so were worse than
folly, when the South may find that she will be
driven to the necessity of exerting, and will
have need and occasion for all her powers to
preserve her rights and honor. It is to be
expected then that In that view of the case,
jre will sit down quietly, and permit our res
ources and means of power to wuste^nd waste
and waste away, nntil at last when the moment
for action shall come, we will have toe mis*
fortune to find that we have overlooked, neg
lected and slept upon all the means which we
had at our disposal and which we should have
used to place us in a condition to protect and
preserve that which every man in this
bly 1 am sore, as his life the honor and safety
and happiness, and above all, if it can be. con
sidered as such, the/independence ot the
Sooth equally with that of the other portion of
the Union. [Applause.]
For your aid, gentlemen in the discharge or
the duties yon We devolved upon me, I need
not say I shall be greatly indebted, that Imust
to a great exteut rely upon your wisdom, your
calmue&t and your determination to ubide by
and sustain the chair in the enforcement of the
rules of order, by which we have determined to
be governed, satisfied that you will give me
yonr aid and assistance, I trust 1 commit no
error when 1 say fn the beautiful and expressive
language of the prayer we listened to this'
morning, our otyect will always be pure and
peaceful too.
The President resumed his seat amid renew
ed applause.
’• On motion of MV. Spratt of South Carolina,
Hon. A. Dudley Mann, of Washington City,
was Invited to take a seat in the Convention as
one of its members, and to take part Iniude
liberations.
Mr. John Cochran, of Alabama, offered the
following resolution
Resolved, That a committee of twenty be
appointed to report business for the action of
tbfc invention. •/: -
The question being taken, the resolution was
adopted, and the President authorized to ap-
doint the committee.
The President stated that he should consider
himself very much indebted, to the different
delegations, if they would suggest tbe mem
bers they desired to represent them on the
committee.
On motion of Mr. T. J. Demmes, of La.,
A. Dudley Mann was added to tbe committee,
making it to consist of 21 members.
On motion it was ordered that when tbe
convention adjourn to-day, it be to meet to
morrow morniug at 9 o’clock.
On motion,at half past five o'clock the con
vention adjourned.
