I send you herewith a message from Gov.
Hrooiuc to the legislature now in session, eu.
. Mug highly Important communications from
the Indian frontier. The matter was transmit
ted to the general assembly to day, and caused
giueral rejoicing, as the action of Gen. Humey
relieves the State from the duty of protectiug
the frontier at her own expense any longer.
Tilings look now us though the war is either to
be closed without bloodshed, or that a peace 1*
to be conquered. Gen. Harney will have teu
companies oi mounted volunteers and about
two thousand regulars to operate with—a force
which, in the hands of such an energetic andf
experienced Indian fighter, mutt end the war.
While enjoining a cessation of hostilities,
‘ Gen. Harney shows his good sense in preparing
ia iik-re^od forco with which to strike vigor
ous nud prompt blows the moment pcaueftil
overture* arc rejected,should such unfortunate
ly occur. 1 appreheud, too, that this aug
mented forco will operate as a persuader ou
the wiley savages, particularly when they lenrn
tii.it so large a portion of the forco is composed
oi the much dreaded volunteers. Yours,

Hon. II. V. Snell,
Speaker of the House of Representatives:
Sir—1 herewith counmuutcate copies of dis
patches received this morning from Gen. Jesse
Carter, the State's Special Agent at Tampa,
from these it will be seen that General Harney,
tbe present commander of the United Stutes
Ibices in Florida, has suspended active oiiora*
tlons agaiu»t tho Seminole Indiana remaining
iu Florida, und that he has caUed for seven ad
ditional companies of mounted volunteers. Tne
suspension is doubtless only) for the purpose of
communicating to them tne provisions of a
Treaty receutly negotiated for their benefit apd
intended to induce their emigration. While
tbe suspension continues it is presumable that
the seven mounted companies now required,
with the three nlrendy in tho United States
service, will be used for frontier protection,
und will lie ample for that purpose.
Very Respectfully, ( * t n«.»»H v

FOR TUB WEEK ENDING SATURDAY EVENING,
DEC. 18, 1850.-8 P.M;
COTTON.—Tho receipt* for tho post week
have boon 18,830 bales, , making a total supply
since the 1st of September or 151,463 bales,
against 175,786 bales tor the same time last
/car. The exports for tho week Just ended
i lave been, to foreign ports, 8,830 bales; coast
wise, 3,313 bales—total, 11669- making the
total exports since the 1st September. 107.685
bales—leaving a shipping stock on hand of
27,247 hales, und ouihipboard not cleared;
lOAXIbulu.
Tiie receipts ut all the Southern ports for the
week up to latest dates amount to 127,467
hales, against 142,741 bfUcs for tho correspond
ing week ol lust Betwoq, and the total receipts
* ,068,903 bales, show a decrease of 31,840 bales.
During tbe present wpek, however, there has
been a decided improvement, and from day to
day holders have exhibited more striugeucy in
their demands. Tho market opened with a
lively inquiry fur tbe liner qualities on Monday
and Uuriug the day an irregular advance or J c.
per lb. was realized on those grades. The mid
dle qualities wore likewise iu fair demand, but
ut unchanged rates. Tho transactions or the
day amounted to 2,638. bales. Ou Tuesduy the
iujuiiy was continued, but tho stock being veiy
low, the salss wore limited to 1,534 bales. The
udvuuce of tbe previous day became more gen
eral, und exteuded to the lower aud middle
qualities, while priceq- for the better grides
showed a furthor improving tendency.
On Wednesday and Thursday there was uo
abatement iu tbe inqilry, und as tbe better
clussus were becoming more scarce, holders be
came more stringeut in their demands. The
sales on Wednesday were 2,259 bales, and on
Thursday 1,315 bales. Tbe prevailing prices
on Thursday were 11 j oeuts for striot middling,
11( a 12 cents tor good middling,and 12$ centa
for middling fair. Yesterday the market was
quiet; operators wanted a lower range ol prices
while holders were even more stringent; the
aales barely reached 740 bales. To-day there
was a good demand for the article, 1,320 bales
buviug changed hands ut very extreme and
stiffening rates, the market closing Urm at the
following range of quotations, which show it
slight udvauce in the better qualities since
Thursday-.-.Low to Strict Middling ll$all|
cents: Good Middling 12 cents; and Middling
Fair 12$ a 12 3-16 cents per lb. The total sales
uf the week amount to 9,814 boles.
