Later from Havana,
The steamship Quaker City, Captain R. W.
Sbuleldt, from New York the 8th Inst., and
Havana the 14th at 8 a. m., arrived here yes
terday morning, having feroased the outer bar
at 10 o'clock.
The Quaker City remained twenty hours in
Havana—and during the passage ftom New
York experienced several days of heavy
weather.
By this arrival we learn from Havana that
the agent who took charge of the arms, fur
nished by Cuba, for the subversion of the
Doiniulcan Republic, has returned and reports
favorably of the prospects of the acquisition by
Spain oi the territorial jurisdiction. The six
thousand muskets were placed In the stores or
President Baer, the mulatto chief, and a por
tion had been distributed to volunteers of the
paiiiaan* of Lcgovla. Santa Annawaaatillln
opposition to the new order of things, and bad
a force ot tor thousand men with him in tho
mountain*.
The weather In Havana was very Hue and
the health of the city perfect.
The Mexican steamer Democrats which ran
away from Vera Crux, was still In the harbor.

to wit: Two dollars on every hundred uullora
of gross receipts of each and every express
company.
Bno. 4. And be it further ordained ihut a
tux of live dollars ahull bo levied, ussesaed
and paid on every boreo or mule with
in the city (except one Uoije to each mem
ber of the Georgia Hussars, the officers ol the
city police, city Marshal and Deputy Marshal,
and horses or muled used lor loadlug aud uuload
log vessels}) and thut every person and inha
bitant or resident ul' said city, engaged iu bu
siness or labor, not returning any property uud
not entitled to a registry ticket, shall pay u
tax of three dollars on.or be lore tbe drat day
of February in each uud every year, under u
tenaity of five dollars, to be assessed by the
layer on information before the Police Court
against a defaulter, one-half of such penalty
to the Informer.
Bee. 5. And be it further ordained, That the
tax on htoclc in trade shall hereafter ho one
dollar and iweuty-tive cents on every bun«
dredduliara of goods, wares aud merchandise
held on personal accouut or on account of otb-
era, not held on commission, on the first day
of Jauuary’of each and every year; aud that
the mode and manner of returuiug such stocks
in trade, whether by persons having their
stocks nn hand at the beginning of the year,
or commencing business alterwards, and of
assesaiug aud collecting suoh tax, ihall Ire the
samo os under existingjordinancea.
Bee. u. And bo It further ordained l>} tho
authority aforesaid, That tue tax on every
four-wheel pleasure ojrriage, used In tho city
and drawn by two or more horses or mules,
whether such carriage is owned aud kept iu
the oity, or owned or used by persons duiug
business in the city or not, shall bo the uuuual
sum of twenty dollars; and on every tour wheel
pleasure oarnago used In the city and drawn
>y one horao or mule, whether such carrtuge
U owned m tho city or L owued or used by per*
sons doing business iu tho city or not, shall bo
the annual sum of ten dollars; and on every
two*wheel carriage gig, sulky or buggy, used
in tbe city, whetner owued or used by persons
doing business in the city, shall be tho uuuual
sum of five dollars—said taxes to be assessed
and collected at the same time aud iu the same
manner as are now fixed by the ordinance of
the city.
Beo. 7. And bo it further ordained. That for
every locomotive drawn over the plank road,
the owner or agent shall pay the sum ot
twenty-livo dollars, und for every railroad car
10 drawn over said road, the sum often dol»
iars; said sums respectfully to bo paid utor
before the passing of such locomotive or car
over said road, unt’er a peualty of double tbo
said sums respectively.
Sec. 8. And bo it farther ordained, Thulevery
slave brought iuto tho city for Bale, shall bo
subject to a tax of live dollars, (except slaves
■old by represoutatives of estates, or uuder legal
process,) and it sbull be tbe duty of each aud
every poison having such slaves for sale, to
make monthly returns undor oath, to tho City
Treasurer, and pay tho tax aforesaid, undera
penalty or one hundred dollars for every such
•lave not so returned;
Sco. 0.—And be it further ordained, That
the following taxes bo levied, assessed and
I itid, to wit: one dollar on every one hundred
i loUars of all profits and all income derived
from the pursuit of any faculty, profession or
occupation, trade or employmout, except
soni whose income docs not exceed $«ot,..
from the exercise of any offico, income from
the practice of dentistry, 4k.; and one dollar on
eveiy one hundred dollars of all commission*
received by factors, vendue masters or other
persons vending or buying goods, wares, mer
chandise, produco and real und personal prop
erty, on commission, or on joint accouut, be
tween tho first day of January aud the first day
of May next, and annually thereafter, from the
first day of May in one year to the first day of
May in the succeeding year; and each and
every person so deriving such income on coin'
mission, shall, on tbe first Monday in May next,
and on tbe first Monday in May annually there
after, make a return ot such income and com*
mission to the City Treasurer, who shall there
upon proceed to assess and collect such taxamd
If such tax shall not be paid by the fifteenth
day of May, to issue execution therefor, and
place the same iu the hands of tbe City Mar
shal for collection—provided, that nothing
herein contained shall preveut any person who
may bo unwilling to make such returns from
paying into tbe City Treasurer the sum of three
hundred dollars in lien of such income on com*
mission tax.
Sec. 10. And be it further ordained, That all
personal property not herein specifically tax
ed, such as bonds, mortages, judgments, notes
bills, stocks Ac.,except city bonds, shall be re
turned by the owners thereof, and an tdva-
lorem taxof— per -centum shall be assessed
thereon by tbe Finance Committee.
Beo. 11. And be it further ordained, That it
shall be tho dnty of tbe City Marshal to form a
list ofall temporary residents in the city, who
carry on any faculty,' profession, or occupation,
trade or employment either on their own ac
count or as agent, and assess such persons res*
pectlvely tbo amount of their stock in trade,
and profit and income, and band over such
lists and assessments to the City Treasurer,
who shall immediately give notice to the parties
respectively, that be is ready to recofvethe
tax on the said stock, in trade, and profit and
income: and the persons so assessed shall res-
assessed, or Included iu any valuation or arnea*
ment,heretofore made) and fixe vslnatlon there

such valuation and Hwewment, on or before the
first day of February, 1857, ftom which sues*-

tonnage, or harbour fees, be and they are here

retate to tonnage fees on small vessels, be and

steamers aud other vessels engaged in inland
navigation, pilot boats, hteara tugs audligh-
! era to pay oueceut per ton, quarterly, to tbe
Harbour Master for the use and benefit of the
