.A memorial fiom Wiliiam Lyford, Pilot for the pdrt
r.f Gavannah, whose name is thereunto fubferibed, was presented to the
Iloufc, ar.d read, setting forth, r J hat the memorialift, about four years
ego, being an inhabitant of Charlcflowp, aod very well fettled there,
was invited to come and fettle in this province by the principal part of
k the inhabitant of Savannah, efpcc’ally by taejnoft part of the merchants,
Gvho made frequent applications to the memorialift, declaring that, as
the province flood in great r.eed of a good pilot to navigate with fafety
ships and vtfie s into aod out of the port of Savannah, and such a peifon
was difficult to fcc found, they did r.ot doubt but that (lie Commons House
of Aflembly would grant yearly a sum equivalent to any extraordinary
trouble and loss cf time he would be at or sustain by the diftancc he would
be obliged to bring up veflels from Cockfpur to Savannah, the difficulty
of navigation, and the extraordinary number of fk.iT/ul hands he would of
course be obliged to keep employ din that bufmefs: That the memoris*
lift, entirely relying on the province to grant him yearly a sum equivalent
to the trouble and expehce he would be at by carrying on the pilotage
bufmefs here, (as the number of veflels coming into this port are very
uncertain, and perhaps not worth liis while to carry on the said bufiqefs
without such grant) did accordingly come to this province with his fami
ly, and brought with him twelve negioes and two boats in order to carry
on the fame with spirit and alacrity, which he has faithfully done ever
frncc his arrival here to this time, though the memcrialift has met with
loeral great ar.d be.tvy losses : That the memorialift hath been credibly
informed that the House has voted him for the en firing year no more than
the sum of toed, fieri, notwitliftanding a yearly sum of 1501. hath hitherto
been provided for the purposes a sere (aid ever since his arrival here, by
which means the trtemprialift will be entirely disabled to carry on the said
bufmefs any longer, as, from an accurate and the lowed calculation made
by fever at if the merchants of this town of the hire of the memomlift’a
negroes and beats, entirely .employed in the pilotage business, will a

tirely devoted to end spent in the carrying on the said bufmefs: The me
morialilt therefore prays the House to take thepremifes into fenousconfi

Mr. Speaker resumed the chair, aid Mr. Bnllhcli from the committee re
poitcd they had taken the said bill into consideration, made several
amendments thereto, which the committee had direfled him to report to
the House, ar.d he read the report in hi* place, and afterwards delivered
the bill, with the amendments, in at the table, where the amendmests
were again read, and agreed to by the^ffoufe.

Reflated, That the title of the said bill (ball be, A Bill, entitled, , An AS
for appoenttftg InjpeSon of Tobacco, and to prevent the Exportation of had and

The order of the day being read, for taking under consideration the
petition of John Joachim Zubly, Clerk,, the House took the fame into
cclfefidi ration accordingly, and Mr. Zubly was called in and heard at the
bar of the House in support of the said petition, and then h* was directed

Then motion was made, that the engrofled bill from the Upper House,
entitled. An AJ to explain and amend an Ail cf ike General Affmbly, enfitlfSl,

Province into Parishes, and for tfablifhing religious Worship therein, according
to the Rites and Ceremonies of the Church cf England % and also for empowering
the Church Wardens and Vjf-y-men of the rtjptflive Parishes to ajfefs Rates for
the Repair of Churches, the Relief of the poor, and ether parochial Services, ,Jb

Motion was maue for leave to faring in an ordinance for appointing an
Agent to solicit the affairs of ia Great Britain, to eommetfee
the firfl day of June next, and tocontinuh for one year. The question be
ing put, it parted in the affirmative.
Ordered, That leave be given to bring in an ordinance for appointing
an Agent to solicit the affairs of this province in Great-Britain, to com.
mence the firft day of |une next, and to continue for one year, and that
Mr. Mil ledge, Mr. Mulrync, and Mr. Gwinnett, do prepare and bring
