A letter from Richard O'Uormau, to
tho Mayor, says, in relation to the action
of the latter concerning tlie matter of
the Comptroller's office, ho should be
governed more by considerations of ox-
l>cdiency and sound policy than by those
of merely strictly right or legal power.—
Ho cannot advise the Mayor to take any
steps that may load to complicated Htf-
gation. He adviqcs him to treat Connol
ly as Comptroller. If he does not think
him entitled to fill the office drjttrt, treat
him as Comptroller <Ufacto. This course,
he thinks, will provent financial difficul
ties and the continuance of that excite
ment and sense of insecurity which a
prolonged legal controversy would inten-

hour the syndicate and its Canadian bank

ATlie General Jiu-Klux Congressional
Committee will meet to-morrow.
Tho sub-com in it tee has prepared a re
port upon tho financial condition of the
Southern States. Tho finances jof North
and Sooth Carolina, Georgia and Louisi
ana are reported to be in a bad condition,
while in other States there appears to be
uu improvement. Tho sub-committee
will ulso report on the election laws of
the Southern States, giving their most
most essential features.
The General Committee, to-morrow,
will consider a future course of action in
volving tho questions as to whether tho
sub-cominittej shall be sent South to take

the pressure has fallen quite rapidly on

vailed from New England te the Gulf to

weather of luat night on the upper lakes

Charleston, Sept. 19.—One fever
death has occurred in the last twenty-
four hours.
The Hoard of Health, after a thorough
investigation of the eight wards of the
city, publishes tlie following statement:
“The reports from tho various wards
show the city to be in a remarkably
healthy condition, even when compared
with years when no yellow fever existed.
The number of cases of yellow fever in
coarse of treatment does not exceed an
average of two in each ward, aud tho
number of persons sick from other causes
is astonishingly few.*
