Suppose the l'n aident should, in accordance with cue clause of the latter art, declare martial law in the (southern States, and assign to each a major-gene. al. Then suppoHe that Oonrrcas should propose an amendment to the Constitution, declaring, for in aianee, that Grant ehall be Kmi*-ror, and ..his non to>Ufcesd him;. that this ao- 1 oalled amendment was submitted to the States, or these major generals; that they, as tlmy.woubl, »h«>jdd declaru thia enact- meM adopted, (Tor nt such manner wae the XIV and XV amendments declared adopted ip am Btatoa); that it was then promulgated as such. Thu "New Departure" would than aay of this so-called amendment that it was adopted “in tiro manner and by the authority ooriattlntionally appointed,” and wae a part of the Coaetitution. It ia no answer to this to say that no aneb instance will likely arise. It ia the principle that ia involved; and just such a case ia not only possible, but highly probable, if this tendency to centraliza tion fa not checked. Neither is it an an swer to say, that these acts referred to are not even in accordance with theae amend manta, but ia opposition to them. These an but the sfleot—ths fruits—the amendment#—the vesting of general un restrained, undefined power ih the gen eral government. They are but the cauee. Hanes those who look to this effect, and denouee it, and look no farther, fail to tee the poisoned fountain from whence it flows. Their cry of new issues seems absurd; .e a girl intent upon showing the now ribbon on her bonnet, or uebilu showing its playmate its new garter. The effect will be the same, although called by a different name. It ia not to tbo XV amendment tlrot the Detnoorncy object, because not one in ten thonseiid would ever consent to tho re-establialiment of slavery; lie- sides, the late slaves hold their freedom higher orbrr authority than that amend ment, tlrot is, by provisions of tho Stale ('vasltiiUioH, uad Lin u & fr“° m * n having been JLceii Uf this, no State could possibly, eren if it were so desired, again make him a sieve. At the sumo time there is something of atebtion between certain persons he-- 1 longing to the Radical party and some who formerly affiliated with the Demo crats—tbe latter trying topull the former, wberoro known as Ulsetal Republicans (Radicals) into what they call the Demo cratic party; aud the former trying to bring the letter into the Radical party. From present prospects it looks as though the Radicals would take those so- called Democrats, body and soul—they and their principles (if they know wbat they are) into the Radical camp. This may be a solution of tho "New Depart ure," that is, aa the** gentlemen seem to oadentaod it—tbe Democratic party going over to the Radical. J. D, 8. St. Locih, Mo., Sept 16, 1871. Alexander H.
