Suppose you allow me to go back a little, at the risk of being charged with old fogyiaro, and cite the laws of the British Parliament, upon whiob are based tbe civil liberty we now enjoy, and whiob we derived from that much derided source. The first of these laws is that which gives the House if Commons the 1 Kiser of ■firtug the tuhtieliet—(copied into our Constitution, aud the aforesuid "power 1 expressly conferred upon our ilouse tf Hepresentatires, a body the nearest to the ]<eopK end aeery two years directly amenable to them. Tho second is the uct'of Habeas Corpus, passed in tho turhulcut reign of Charles the Second, when tho jioople, by a miracle, as it won, found themselves in full possession of tho power of giving vitality to the dormant generalities of "Magna Clinrtn." The third is tho trial by jury, which secured a (sir heariug before a man's l-uns whenever lie should bo charged by the prefer authority, (fio be enquired into by virtue of the aforesaid “writ”), of of fend* against, the public peace ! The fourth the liberty tf the Press’ And the fiftli, tbe manner of lev) the Usees—which is also in our levying Constitu tion," specifically fiud, and oiicnly vio lated! All these principles of eivil liberty, roughly, and by peace-meal extended b; tbe people of Great Britain from their rulers, wore our inheriUmce! The Con stitution of the United States was care fully framed forever to guarantee them— and Mr. Jefferson practically carried these vital principles into effect! Onght we not, (those of tho people, I mean, who supinely aee these prineiples, one by onn, ignominioosly abandoned, or, which to the same thing, ‘'noqniescod" iu, or “acoapted”) hong their Leads in ve*p shame before tho shades of their fomia theta. It ia thooght that the ihrodus upon well rsooguised and wall dedoed perso nal rights, made by the so-catled law- making power of this oouotnr, were suf ficient to sarouae the whole American people to a sense of their common danger. But I mo that the encroach ments of palticans of the ao-called Demo- tratio “NaW Departure" stripe, far out strip in magnitude of political turpitude any thing yet done by nsurped authority on the part of Congress.
