any but blank tickets.
Instead of accepting a reception in
Boston, Grant recommended that the
money be sent to Chicago. He has no
notion of aooepting anything that he
could not carry off with him. If Boston
had offered him the 920,000 in clean
cash, he never would have thought of
Chicago.
90-The Nashville Union and American
thinks it a matter of surprise that Grant,
though a native of Illinois, and reputed
to be very wealthy, has not given a dol
lar in aid of the Chicago sufferers. But
that paper forgets that Grant stands at
the head of the list of prominent Ameri
can paupers, and is thankful for all pres
ents tendered him, having nothing to
give away. All that he has comes from
the noble charity of office seekers. Of
course the illustrious pauper could not
be expected to aid others.
10* The Mobile Tribune says: “Isn’t
it rather crowding the language to build
a Masonic hall with stores for rent on the
ground floor, and call it a ‘temple ?’ ”
That may be true, but it is not new for a
building so used to be so called. Per
haps the Register man has not read of
how one went into a “Temple,” many
yean ago, and drove out them who were
“ money-changers,” and who sold doves.
The book and the incident are very old,
and may have been overlooked by the
Register in its rummages among the his
toric ages of the world.
Akerman, the beloved disciple of
Radicalism, who passed through Atlanta
a few days ago, ostensibly en route for
Washington, went, it seems, no further
than into South Carolina, where he has
since been awaiting the imperial edict,
giving him the liberty to fasten his eager
claws upon the throats of the people. A
Washington special,to the Savannah Netes
of the 18th has the followiug:
This crowning aot of persecution toward
the people of South Carolina, was decided
upon at the last meeting of the Cabinent,
and the proclamation was written and
ruined. An occasional example can be
made of a thief, who does not stand any
too well with his party, and that only
for the sake of appearances; but when
cases are developing every week; when
prominent oftioe-holders are stealing,
not only thousands, but millions, party
interest does not dictate a pros- ution
of each case, and a punishment of each
criminal; henoe they resort to the pre
text of allowing defaulters to make ex
planations and give a new name to theft
Verily the Radical party is a miracle of
integrity and honor. It does not wil
lingly let the halter draw around the
neck of a single rogue in the whole lot;
for if all the rogues in the party were
punished, barely an office-holder would
be left to tell the tale.

ure for the North. Akerman was notifi
ed to proceed to South Carolina, nnd
have matters organized for the acts of
persecution to be committed under the
authority of this proclamation, and he
has been in constant correspondence
with the officials here since his arrival in
South Carolina. This proclamation was
not issued until near ten o’clock to-night,
and then was rushed out hastily from the
Department of State, after the receipt of
a telegraphic report from Akerman, ad
vising that it be issued at once.
It appears from this that the highest
law officer of the Government, has been
delegated to the petty work of persecu
ting the people of South Carolina. There
is no doubt, of his readiness to do
the work. Though it is entirely incom
patible with his high official position, it
is in strict consonance with his feline
nature. He has been watching and wait
ing and hoping for such an opportunity
to occur. Ho has no sympathy with the
people of the South. He has no feeling
in common with them, nnd he would de
light in seeing them humbled and pros
trate at the feet of a system of vindic
tive persecution. Perhaps, at no time
in his life did he ever enter into any
thing with more relish than he will begin
these persecutions. South Carolina has
long been esteemed as a symbol of that
Southern chivalry, of which his New
England birth and education gave him
no earthly perception. This chivalry he
will delight in persecuting—believing
that be can humble it—and all the ener
gies of his crabbed nature will be di
rected to that end. The mystoiy of bis
■election os a Cabinet officer is rapidly
being explained. This is the work unto
which he was ordained by his master,
Grant, and he was selected because of
his bitterness toward the Southern peo
ple, and because, if there was a last
feather to break the camel's back, he
would not hesitate to lay it on.
STATE MATTERS.
The Milledgevillo Recorder says: “The
City Council are constructiogflrecisterns
in various portions of the city. ” Wouldn't
a few water cisterns be of greater utility?
A mail route is to be established be
tween Madison and Monticcllo.

The Georgia Railroad passes lawyers,
who come to Atlanta to attend the Su
preme Court, for but one fare. They
pay full fare coming, and return free.
Mayor Estes, of Augusta, gives every
body a holiday, to attend the Cotton
States Fair, on the 2d of November.
Gainesville subscribes $20,000 to the
Gainesville and Dalilonega Railroad.
Macon is filled with counterfeit money.
Mr. James Williams, on old citizen of
Maoon, died Tuesday evening.
Miss Mary Moyer, of Talbotton, died
on the 12th insk from the effects of tak
ing too much chloroform.
The Talbotton American, which was
burned out some time ago, has resumed
publication.
Goorgo Y. Pond, of Columbus, was
thrown from a buggy the other day and
had his leg broken.
Numbers of fine horses, have already
been entered for the Columbus Fair.
According to the Sun, two Columbus
boys, aged ten and twelve years, were
seen lost Sunday “drunk as biled owls.”
A ten pound trout furnishes the Mil-
ledgeville Recorder something to brag
about.

90*The Washington correspondent of
the Louisvillo Letlger telegraphs the fol
lowing, regarding the defalcation of Gen.
Balloch:
Since the Hodge defalcation tbero has
been a general overhauling of the ac
counts of disbursing officers, and among
others whose accounts needed eiplana-
tion were those of Gen. Balloch, the dis
bursing officer of the Froedmen's Bureau.
His own books showed a discrepancy of
8250,000. An order was at once issued
for Balloch’s arrest, when he managed to
hush the matter up by showing that he
bad that amount on deposit in United
States bonds in the Sate Deposit in this
city, which were turned over to the ac
counting officer. According to hia own
confession Balloch had invested moneys
intrusted to him for disbursement in
bonds in order that he might realize the
interest accruing thereon to indemnify
himself for money which he claims he
had overpaid the negro soldiers. It seems
he has been indulging in this method of
remunerating himself for the past four
years. According to the law governing
disbursing officers he has been guilty of
embezzlement, but the authorities here,
instead of surrendering him to justice,
are endeavoring to explain away the tram-
action.
The fact is becoming apparent to tLe
Radicals that, if they proceed with the
investigation of all the defalcations that
are being exposed, the party will be
miscellaneous.
