Adricot from the upper portion of tlio State report increasing terror and confu sion in the proclaimed counties, on ac count of the numerous arrests made un der the Pres dent’s proclamation. Thu Yurkville Enquirer received to night says: “The wholesale arrests made by the military in this county have had u very depressing influence on business, and on industrial pursuits generally, and we presume such will be the case through- oat the entire section of tho State em braced in the proclamation. Crops remain in the fields unharvested, anil, on account of the general feeling of iasecu rity, business is nearly at a stand-still, while a large number of persons have left the country, rather than incur the unpleasant and uncertain consequences of arrest. Tho future of our section is now more gloomy than it hosbeeu at any time since tho close of the war.” The grand Jury of Chester county, oomposed of six whites and six negroes, ipade a presentment embodying the re sults of their investigation of the alleged Ku-klux outrages there, and concludes as follows: “We, the grand jnrors, upon our oaths, are compelled to say, from tho testimony which we have taken, and from our knowledge of the different parts of the country, that the allegations contain ed in the proclamation of the President of the United States are without founda tion, and must be the result of falsehood communicated to him by persons equally regardless of good and tue p-ace of so ciety.
