WEEKLY ICmIi From tit* Gkrvuisls A Sentinel. Has. James M. Smith The folhtwiDR letter, addreaaed to a C tienusa iu a neighboring county, has n sent to ns with a request for its pub lication : Column t», October 8, 1871. My Dear Sir: Yoor letter, wiTtng that the Hod. Jumps M Smith, member elect to the Legislature from this county, is sjKiken of in connection with the Speak ership of the next Houso of Representa tives, and asking what manner of man he is, baa been received, and I avail my self of tbe first opportunity to send you a burned reply. It may lie well to pre mise that Mr. Smith ia my friend and partner—a relation which, while not per mitted to infinence my pen, at the same time famishes the hast opportunity to judge of his character and qualifications. Well, then, be was bom In Twigga county, of honorable but poor parents, aud waa brought up and educated in Mon roe connty. Ho ia literally a self-made man. When a boy he road everything he could lay bis hands upon. Sometimes he carried hia kooks to Ills father's black smith shop aud studied Ire Ilia light of t lie forge, while he worked the te forge, r read at prepared Hows, night by pine-knot- fires. Ho bimaelf for tbe pro fession of the law, was admit ted to the bar, and subsequently removed to Upaon oonnty, whore ne aoon rose to distinction in the Flint and ad joining Circuits. He did not confine himself exclusively to the law, however, but extended hia studios to history, lit erature and the more useful sciences, and is now one of odr best informed men, as he is one of the ablest, most honorable and liberal minded lawyers and states men in tbe State. His party was in the minority in the oounty aud Congressional District in which he formerly resided; and hence, though frequently called up on to land a forlorn hope, he waa never elected to and nererfUled any office He was disabled in batUo during the bite war, and was subsequently sent to the Confederate Congress, where he served ouo or two sessions. Under the late act of Congross, therefore, ho ia not incapac itated, as I understand it, to bold any office, State or Federal, to which the people may see fit to call him. From Upson, Mr. Smith came to Co lumbus to reoido, after the war. He at ouce took rank with the ablest members of tbe profession on either side of the Chattahoochee, and is nnlvonully es teemed by our tieople for his modesty, integrity and Ability, lie was pressed iuto service at the last oleet-ion Very much against bis will, fpd chosen a member of " “ tot Renra the lease of tbo State Boad be . As long as tbe lessees comply terms of tbe lease, tho Stale cannot the road out of their hands, nor cal Legislature authorize it to be done.' “If tbe lease was obtained by fraudi means, the Legislature is uot the trf to try and determine that qucAion. Be fore the lessees can bo put out on tlia! ground they have tho right to be hoard, and this cau be dono only in the courts. Tho trial of frond or no fraud cannot be hail in tbo Legislature. It must neces sarily be in tbe courts. But whether those who wish to attack and upset tbe lease can succeed in the courts is dtubtfi ' and hopeh totod> tbe letoe TUqySvt tbe? MM is to defeat the lease of the State ltoad. But the result of tbe scheme, if consum mated, will be, not only to vacate the lease, hut to upset matters generally, and, to use a common phrase, to produce “aonfcreion worse confounded." “Will it be done ? Threw uu important C ation, and objections’ le as much of legislation of tbe late Legislature may be, it M more tolerable than the wild and revolutionary project to set it aside in tbe way above indicated. This plan to va cate the lease beiog tbe only one which eon accomplish the object, and that being t*l main object ia ’view, will the member* of tb%Legislature permit this wild and revomtiouury project to ba carried Out 1 It ia hoped not, so far as tbe lease of tho road is concerned. The people appear to be satisfied with it, anil are unwilling that it should !>e dis turbed, and so far os my informatiou ex tends, if it is done, it will be dono by tbe members from Middle aud Lower Georgia. I have bad some means of knowing the public sentiment nurtli of tho Ohattnhoochee, and it is almost unanimously iu favor of letting the lease alone, ns it is tbe last disposition which could ho ruatlg of the road. I have heard of hut one member north of that river who is opposed to the lease, and oven he will doubtless refuse to carry out this revolutionary project to rid of it. "Will hlidultfiuid Houthern Georgia give this scheme any coontennnee or sup port!'' If theoonspirators oouut upon tin*fears of the Democratic members from South ern and Middle Georgia, they count with out their host. We indorse our cotem- porary of the Augusta CemUtulionolist, when ha save, commenting upon the above bnggauoo letter: “Tbe-people may expeot thut every effort that ingenuity cau suggest aud malico invent will be mnde by Bullock and his partisans to prevent a full investigation of his official acts. Bat neither bribery, cajolery nor tbe threat of inurtiul law will avail. Wc have full confidence that the best men for prMdiiig offioora of both Uoueea will be select: d, and that legislation will be uninfluenced by fenr or favor." on, com AXl-C HANTS, * JJ AYE tills day removed to Ko. 8.
