We, however, lay it before onr renders, os many will, doabtlees, be interested in reading his views upon ths question of impeachment: Ought Governor Bullock to be - of the Hole The twe questions which head this ar ticle have been propounded to us, in substance, from various quarters. We propose to reply io them both together in this way, and in as brief end pointed a manner as jnstios to the subjoot will sBeW. - * r ” ’•* ‘ 1. The answer to the first quostion, then, we ssy, in our judgment, depends entirely a poo s correct answer to another question; and that is, has Governor Bui- lock, in his administration, been guilty of such mslfsassnoe in office ss to war rant on iiWpeaebUset 1 Has ho .violated soy low t Has he misused ths funds or credit of the State T Has be, in any way, auerupUy itsod the high trust imposed in him T If he hks, then, most assured ly, in onr judgment, ho ought to be im peached and removed. Bat upon the Legislature, as the Grand Inqnsst s* the Btste; devolves the great and responsible duly of making a full sod iaspqriiql iavestigation of the facta—the official ant, of Governor Bullock; and if he ba found to be criminally derelitt, lie should be brought to trial and puuisb- mani.--ker theparpeeeef the investiga tion, wo heh'aie a Joint Committee of ~ the two Houses, two of the Senate, and three of the House, composed of the ablest and bast men in each body, should be raised, clothed with powor to send for persons snd papers, to whom the whole matter should ha given in oliarge. Tliis Committse should be ohosen in in each Housa by s rim voce vote, snd not Appointed by the Presiding officer of either. The responsibility of the selec tion should pest upon the individual ■Mttbesa of each House respectively, who will, in this way, be responsible to their eoostituenis for the votes they may give in thn sjselioa of the Committee. If, upon s thorough and impartial inves tigation, by this Committee, between Governor Bullock snd the people ol Georgia, nn set of liis shall be found, trUeb wotisots an impeachment, then no movement on that line ought lo be imtituted. But if any suoh sets shall be found, then, in oar judgment, no considerations of on extraneous nature whatever, ought to arrest or prevent his impeachment and removal. In relation to the second qnestiou, to what should be done by tho Legislo tire upon tho subject of tho lease of the Htate Komi, our opiulon is, Hint all questions pertaining to tho validity of this lease are of a jndicinl character, and that the Legislature should do nothing in relation to it, except lo provide by joint resohiiiou a law for having these questions properly submitted to the Courts. Tho public sentiment of Ihe Htate twelve mouths ago seemed to bo very generally in favor of a tense of the rood. The policy or impolicy of that mode of dhqmsing, temporarily, of tliia property at the Htate is not, therefore, news ques tion for the consideration of the present Legislature. The only question upon this subject mom properly hetrre ths osustry, is the legality of ths lease which was mads, snd the only duty resting upon the Legislature in regard to it, is to have that question properly settled by the Courts. In this he will foil; for if the view above presented held to lie uot uncording to law, the Legislator* has authority to order n new election, which it will, no doubt, do at oner, and we shall havo a new Governor who will be the choice of tho people, Mil of the Democrats of the Htate. «0I’. May I bo pardoned for a word ol warning to the men who fought for tho Union f Six months ago in Georgia the mass ol the people were acquiescing in the re sults of the war. and were willing to uc cept those results as being finalities, but under tlie later public teaching of cer tain old louden who need not be named, the whole situation has changed, and leading gentlemen, even in the Demo cratic party, who dared to speak iu favor of acquiescence and peace have been ag ent aud itvefHtityc-meiateaaBcc oi i right umln ministration which brilliantly marked General Grant's mili tary advances in the overthrow of the re bellion may defeat their revolutionary ftrily persuaded and satisfied that these men purpose to control the Govex^mont, ami reverse the political result* of the'post few years by peocctnl means, if they can. or by foal means, If they dare. Failing in this, another at tempt at separation will he mode. If evidence of this wore wanting, wc need but point to the public and private utterances of those who were foremost in secession and rebellion, and now de nounco and ignore the fundamental law —the ConatUutiun (tf 0*c Untied Slate*. Will the country heed and take care, before it is too late to prevent another wur with its frightful consequences? If my action in this emergency had of the incoming body of legislators, the Executive branch of our titate Govern ment would have been absorbed by the conspirators in the Legislative branch, snd there would hove been no check upon the wholesale repeal and destruc tion of all tho great measures of reform and progress that we have luborod so hard to establish. The free school sys tem would be uboliebed, the eel oiwd citizen denied every right guar anteed to him, and the whole work of internalimprovement carried on by north ern capital would be swept away. The growing spirit of lawlessness and pro scription for opinion’s sako is daily ren dering the property and lives of Union men and Republicans more and more unsafe, and I fmr the worst oonsequeu- ces if the Executive office should be filled by one uot only in symputliy with those who urge on and inflame this feeling, hut who is moved and actuated by them. — With no one in the Executive office to call upon (lie General Government for protection, its friends and supporters would he handed over without mercy to tho assaults of their enemies. For these reasons I have determined on this step, believing that much which lias already been accomplished can be preserved through the wise and firm afaock upon revolutionary will he given by Gov.
