The act granting State aid to the
, Brqqiwiqk end Albany Railroad, author
ized tht Governor to indorse tho first
mortgage bauds of the road to the ex
tent of $15,000 per mile, taking a first
lien upon the rand end ite equipments;
also, in addition to tlito, to issue to the
road the bonds ot the State to the amount
of $8,000 per mile, and toko os security
the bonds of the road to the extent of
$10,000 per mile. The indorsed bonds to
which the road would be entitled, if it
wen fully completed, would be $8,300,
000; and the amount of Btuto bonds to
which it would be entitled if the road
were finished, would be $1,880,000.
The law require* the the Ooveraor to
issue end indorse these bonds as fast as
every ten miles aro completed, and no
(uiter.
Tho road ia completed only to Al
bany—and poorly flnislied at that—
so we learn. Yet, as we showed a few
days ago, the entire amount of bonds
to whioh the road would be entitled,
if the road were finished, both of
indorsed bonds and State bonds, bavo all
been, by order of the Ooveraor, fully
prepend, registered, executed aud sealed
with the Oreat Seal of tho State, and do-
livered to him. This was fally set forth
in onr columns a few days ago. Wo then
slated that we did not know whether
Uulloek had delivered the bonds to Mr.
Kimball, or had used them unlawfully
liimsclf or not; but our opinion was that
some unlawful use was intended,
aud that the law had been violated in
having them issued aud delivered to him
by hie order.
We learn from, Dr. Angier, that he has
ascertained, officially, that the bonds are
not in the Executive office, and no one
there knows where they ure. Judge
Cutting, tho Secretary of State, 1ms, by
order of Uulloek, executed, se aled mid
delivered to hitu all the bonds, and they
tiro not iu tho Governor's office. Where
are they ? Has Bollock turned them
over to Mr. KimlMll contrary to law ? If
so, have they been pawned or hypotheca
ted aud money drawn on them, or liavo
they been sold f These are important
questions upon which we con only have
an opinion at present.
But, ia addition to the law requiring
tlie bonds of the State to the extent of
$8,000 per mile, to bo delivered to the
rued only as fast os every tea miles aro
built, it also requires bonds of the rood
to the amount of $10,000 per mile, or
$2,350,000 In the aggregate, to bo depos
ited with the State Treasurer, before a
singlo State bond is delivered to the road.
Only $050,000 of tliueo bouds have l«:i-n
deposited with the Treasurer.

way, issued, used or delivered those
bonds unlawfully, he is liable to he aunt
to the jienitentiaiy. This he kuows, and
lieuce his unmanly flight. The 1300th
Section of Uie Code provides as follows

responsibility as a representative in the
next Legislature of Georgia, will fail to

Jefferson, one of the wisent and purest
of statesmen, of all candidates for office,

stand that General Young’s friends have
determined to use his name in the forth
coming aonUst before the next Legisla
ture for United States Senator. In this
appreciation of General Young by his
fellow-citizens of Georgia, wo aro glad
to note the nssuracce of their satisfac
tion—a satisfaction deservedly secnreil—
with his course, not only tut Beprescuta
live in Congress from the Seventh Dis
trict of his State, but also as a member
of the “Beaidcnt Con groan on ul Commit
tee," and in his more comprehensive ca
pacity as a member of the Democratic
