Sec. 1st. Be it enacted, That from
and after the passage of this Act. tbe
pnblic Printing for the State, including
the Laws, Joumr's, Bills, Reports,. and
all other Documents, that may be print
ed for the use of the State, shall be let
out to the lowost bidder, ns hereinafter
directed.
Boo. fid. Bo it enacted, That all bids
for the Public Printing shi-'l bo sealed
and directed to tbe Governor, nnd skull
stale tbe price at which the bidder is
willing to do the Public Printing, as fol-
lowstfrTho price per 1000 ems for type
Bet; the prioe per token of paper printed,
and the price per volume t r binding ’he
Acts, and other d cumenN iceessary to
be bound for tbe use of the State.
Boo. 8d. Be it enacted, That the appli
cant patting in tbe lowest bid, shall, by
the Governor, be declared Pnblic Printer,
on his comp"anoe with tbe provisions of
Irwin’s Revised Code, as to giving bond
and security. And the Pnblio Printer
thus selected, shall have an additional
compensation of 10 per cent, on the cost
of all paper used for tbe purposes of
Slate Printing.
Sec. A Be it enacted, That the Gov
ernor shall, within twenty days after the
of this Act, and for thirty days,
in one or more newspapers in
:he cities of Augusta, Savannah, Macon,

Columbus, Atlanta and Borne, inviting
bids for Public Printing as aforesaid.
Sec. 5. Be it enac-ed. That the Pub
lio Printer, elected as aforesaid, shall en
ter upon tbe discharge of his duties as
Public Printer at the next session of this
General Assembly, and sliall continue in
office for the term of two years, and that
bi-annuolly thereafter the Public Printer
shall be selected in tbe same way—thirty
days before tbe convening ut each legis
lature.
Sea. 5. Be it further enacted. That
sections of Irwin's Code, beginning at
1021 to 1042, inclusive, be re-enaoted, so
tar oa the samo are consistent vfitb the
provisions of this act.

work shall be done at the Capital, mid
that the proof sheets of the laws shall be

State's office, and that tho Governor shall
have a supervision of the work. Three
requirements indicate very clearly that
the work should bo done at tbe scat of
government. Besides, the party press
located at tho Capital is expected to do
the principal and leading work for the'
party, hnd is, in otir opinion, fairly en
titled to the work.
If the State printing is honestly done,
under the present law there is not profit
enough t a warrant combinations of presses
in distent portions of the State for the
purpose of depriving the local proas of
work that they have a right to expect.—
Wo therefore hope that the Legislature
will elect the Atlanta Constitution and Ihe
Atlanta Sew. The profits divided be
tween them will scarcely amount to are-
spectable living. Under the supervision
of such men pi Governors Brown, John
son and others, the profits on tho State
printing seldom reached $4,000 or $5,000.

We see that Governor Ballook, the
Radical Governor Georgia, has resigned.
This he did in anticipation of the meet
ing of the Democratic Legislators of
Georgia. Expecting to be impeached,
he resigned his ofitoe. Serious charges
of official oorraption and mal-adminis.

Ballook, of Georgia, the thickest of

all that noble army of adventurers and
thieves, has resigned the Governorship
of that State, and precipitately fled to
parts unknown, having previously pos
sessed himself of more than five million
dollars of the people’s money.
