Let the man who will do the work cheapest, and who ’can give the bond, have the con tract. We want retrenchment in the public expense, aud this is one royal path way to it Let the bill become a law speedily. Last evening, the city was wild with an exciting report that Judge Conley (who claims to be Governor) had received a dispatch that martial law oror the whole State had been declared, and Henry G. Cole ap| oiuted military Governor. These wild reports arc, no doubt, the manipulations of Foster Blodgett, Rufus B. Bullock, and suoli like, and are part of a scheme of their* to koep tbo State under tho control uf -ths Radicals, get Riodgett into a seat in file United States Senate, sad prevent any investigation into the conduct of Bullock, Blodgott, Kimball A Co. Filters Atlanta Sun : I suppose most newspaper readers, including all sorts of politicians, are more or less interested in the reports abont the New York Bing, and the legal proceedings against the members of the so-called “ring.” To-write n history of the New York Ring would require more space Ilian a newapaper could afford. I, therefore, propose only to furnish your readers with some of the More prominent points of Its political and paraonal character. 'Final, the New York Bing is the off spring of a certain kind of social cor ruption, which reaulU in fermentation. The elements producing this corruption, when operating direetly on the baser and weaker parts of human nature, are gen erally attended with similar results in all egesof civilization. These elements may bo stated thus: Excessive prosperity, un seasoned bv “the sweet uses of adversity;" a reckless disregard for those laws of mor ality, which form tbo prime uecessity of aacceaifnl civilization; und a worse then opium eater’s passion for tho “root of oil evil.” In such a state of things, iu such an atmosphere, a CONNOLLY OB A TWEED is born and engendered. Such mon as naturally take to the public crib as rats to your ooru crib. The cribs should bo so constructed and so guarded os not to invite their inroads. But such corn not been exercised in New York. Certain it is, in tho Legislature, if the New York lting wanted a aound Repub lican, they knew where to find him aud what price to pay for him. But, at laat, this festcriug sore on tho body politic, lias bursted, and floods o[ corruption are flowing from ita fatal surface. Tweed hod loug been flaunt ing his ill-gotton millions in the faces of tho miserable people who had permitted him to rob them. Tweed is, in no way, eveu a vulgar imitation of Julius Ctesar.— Ciosar was of a grand and lofty type, dis tinguish oil in the field and in tho forum; but Tweed is distinguished mostly for impudence and greed. In 1871 Ilia real estate, in value, is published at 80,994,95-1. In 1HG1, Mr. Tweed was ohoirman of the "ring” Board of Supervisors—mode by a Republican Legislature, and com posed of six Republicans and six Demo crats, so-called. This loyal body was in power during the war on the Boutheru Slates. It was urn. leationably “ truly loyal,” nud loyal ty was profitable, so-called. That is to say, il payed. They ran tho “ big shan- teo” iu tho City Hall Park, aud all the other thousand slmntccs in tho city, whero all sorts of men, from all sorts ot dens and prisons, nolens rolens, were loy ally sent to the front for ono tliousaud dol lars per head—but tho head didn't get much of the thousand dollars I It is here, os 1 supposed, Mr. Tweed made his big •tart, which enabled him to go into the purchnso of real estate. Iu 1860 Biobard B. Connolly, at this time quasi Comptroller, was sued by Henry D. Foltor for a liquor bill; and bo then aworo in court that ho utensil properly at alt. Shortly filter this be was nominated and elected Comptroller by Tammany llnll, aa a matter and a man of practical expe diency—whioh expediency has since been practically developed. In 1808 Connolly commenced the pur chase of real estate. In 1871 hia real estate foots up >2,300,091. He is, also, credited with registered bonds in Wash ington amounting to $4,000,000.
