Nothing occurred to strike fire in either
branch; but everything was as placid as
a pool frozen over.
The House concurred in the Senate
amendments to the election bill, and
nothing remains to oonstitnte it a law ex
cept the approval of the acting Executive.
No time will be lost in getting the bill
before him, and the impression is that he
will hardly decline to approve it
The Senate resolution postponing the
collection of taxes sixty days was elabo
rately discussed in the House. Most of
the speakers favored a reasonable post
ponement; bat objected to any delay
which would extend into next year.
Most of the morning was consumed in
considering the resolution, and the House
finally refused to concur. The resolution
was finally amended so as to delay the
collection of taxes until the 24th of De
cember, and passed.
Both branches adjourned promptly at
one o’clock. This gave them plenty of
time to get their dinners and go to the
circus in season to witness the grand en
try. We had the pleasure of meeting
quite a number of the legislators under
Robinson’s pavilion, and they seemed to
enjoy the perfoimanoee very much like
common folks do.

louring phase of society: The monotony
of Wednesday was disturbed by the ar
rival of a black and tan individual, armed

has been beard from. The Washington
correspondent of the Savannah News
telegraphs the following iu reference to
Mm.
Major Gould reached Washington a
few days since en route to Savannah, bnt
on his arrival here he was informed of
his indictment by theGrand Jury in your
city, land he immediately retraced his
steps northward. Goald claims that he
has been deceived, and says that ho fearv
a trap has been set to catch him in Sa
vannah. He says he was promised that
if he would return to Savannah and givo
all the information be conld relative to
other parties, he should go unmolested.
There is no doubt but what the parties
who control the prosecution in Gould's
case, and in other coses, bavo it in their
power to avail themselves of Gould's
testimony by giving certain satisfactory
assurances to the effect that if he will
deliver his evidence he shall not bo mo
lested. The Commissioner of Internal
Revenue is not aware of Gould’s wbero-
abouta. He has very suddenly fled to
parts unknown.
If Gould is willing to tell what he
knows about the others, he certainly
ought to be permitted to turn "State's
evidence,” and not to be frightened away
by any indictment that may bo pending
against him. Goald has shown his abil
ity to evade, and keep on evading, and,
as there seems to be no other chance to
get him to Savannah, the better plan
would be to assure him that he will be
protected as witness on the part of the
Government _
tear Akerman is an astute statesman.
Ho is almost shrewd. True, he it not a
wise man, because wise men are always
good men, and Akerman is not a good
man. But he has some acuteness, which
answers the purposes of sagacity, and en
ables him to move along in tbo abnormal
groove into which a peculiar fate has
plunged him. A recent evidence of his
'entenesaia mentioned by the Washington
oorrospondent of the Louisvillo Ledger.
It seems that "Recently a committee
from South Carolina, composed of men
of great weight, called upon the ex-rebel
General Akerman, now Attorney-General,
presented a strong petition in favor of
the pardon of two pr ions who had been
wrongly convicted r 'der the Congress
ional election law in the cose of Delargc
and Bigamy-Bowen. The Attorney-
General declinod to go into the morils of
the case, as be said there were to be a
large number of convictions of Demo
crats iu New York, and he would not al
low any Republican to be pardoned now
for fear it would be used as a reason why
the Demoamts should be pardoned here
after. The committee urged that it was
not jout to permit men improperly con
victed, to enable the President to stiffen
up his own back for another and different
case, and the pardon of Bowen being all
ended. Akerman said be wanted it to
be understood that was his affair; that
Bowen had Mr. Grant to promise it, and
the President was not disposed to oarry
it out, and bald it back for a week, but
finally allowed it to issue."

On Friday night, the 10th insti, the
question—“ Which is the better form of
Government, a Republio or Limited
Monarchy ?’’—was discussed by six seleot
debaters from the Phi-Kappa Society
with oredit to themselves and honor to
their society. Messrs. Aycock, Davis and
Niles may bo mentioned to have done
the best. The speech of Mr. Davis ap
peared to please the uudienco better than
any, and, perhaps, justly so. The young
men exhibited powers of oratory, yet a
general criticism may justly be passed
viz., that they spoke and presented their
ideas in too indefinite a manner. Fine
arguments were presented, yet the ques
tion not being defined, nor limited with
nice discriminations, either on one side
or the other, the Chair experienced great
difficulty in applying them in order to a
just weight in their favor.
The Chairman gave his decision in
favor of a Limi'ed Monarchy.
